- 0:00SPEAKER_03: Hey, Peoria Police Department,
- 0:01SPEAKER_03: since we have such a good partnership,
- 0:03SPEAKER_03: we have evidence, we have information we probably should share with you.
- 0:06SPEAKER_03: We're just a little nervous about doing it because we don't want to break,
- 0:09SPEAKER_03: you know, legal process.
- 0:10SPEAKER_03: But it didn't happen that way.
- 0:12SPEAKER_03: Why did they need to do a second search warrant,
- 0:15SPEAKER_03: shut down the whole district,
- 0:16SPEAKER_03: kick everybody out,
- 0:18SPEAKER_03: put crime scene tape around the whole building, For an entire week.
- 0:22SPEAKER_00: What else did they find?
- 0:24SPEAKER_00: I thought we already gave them everything in the first search warrant.
- 0:26SPEAKER_00: Why did they need to do a second one?
- 0:28SPEAKER_03: This statement that he is saying is a PR statement.
- 0:31SPEAKER_03: We are supposed to be protecting kids.
- 0:34SPEAKER_03: I don't need no PR person telling me what to say because I know the truth and
- 0:37SPEAKER_03: the truth is going to come out.

- 1:48SPEAKER_03: And just as you said,
- 1:49SPEAKER_03: I'm just speaking today as Heather,
- 1:51SPEAKER_03: and I don't have any PR person hidden behind the screen coaching me on what to say.
- 1:57SPEAKER_03: So today I'm just speaking as Heather.
- 1:59SPEAKER_01: Beautiful, beautiful.
- 2:00SPEAKER_01: Earlier this year, you were voted out of your position as board president.
- 2:04SPEAKER_01: And one of the narratives around that focuses on a breach of protocol for going to the media.
- 2:10SPEAKER_01: And then Maricopa County,
- 2:11SPEAKER_01: after the leftist majority board,
- 2:14SPEAKER_01: voted to table that third party investigation into mandated reporting.
- 2:18SPEAKER_01: Can you let the audience know specifically what protocol did you break by going to
- 2:23SPEAKER_01: the media and the attorney and Yeah,
- 2:25SPEAKER_00: so we had a board meeting where myself as president and Becky Proudfit was the clerk
- 2:30SPEAKER_00: at the time.
- 2:31SPEAKER_00: We had put on the agenda together to have a third party investigation.
- 2:37SPEAKER_00: And it was very clear.
- 2:38SPEAKER_00: It didn't say who would be doing the third party investigation.
- 2:41SPEAKER_00: It didn't say it on the agenda.
- 2:43SPEAKER_00: It would be.
- 2:44SPEAKER_00: It was just,
- 2:48SPEAKER_00: should we have a third-party investigation looking at failure to report
- 2:52SPEAKER_00: under Arizona's mandatory reporting laws?
- 2:54SPEAKER_00: There was concerns that we both had, myself and Mrs. Proudfit.
- 2:59SPEAKER_00: So we put that on the agenda.
- 3:00SPEAKER_00: Afterwards,
- 3:01SPEAKER_00: I had found out that our superintendent at the time, Dr.
- 3:05SPEAKER_00: Casey Summers,
- 3:07SPEAKER_00: was calling Becky Proudfit the day of the board meeting and trying to talk her
- 3:11SPEAKER_00: into not having a third party investigation.
- 3:15SPEAKER_00: And so when that meeting did occur...
- 3:18SPEAKER_00: It was a bit confusing for me because Mrs.
- 3:20SPEAKER_00: Proudfit was playing this part of,
- 3:23SPEAKER_00: I don't know why this is on the agenda,
- 3:25SPEAKER_00: and I think we need to wait for the investigation to be done.
- 3:28SPEAKER_00: And at that point, I had to say something because I'm like, I'm sorry.
- 3:32SPEAKER_00: We both worked on this together, the board president and the clerk.
- 3:36SPEAKER_00: They worked together on putting things on the agenda.
- 3:38SPEAKER_00: And she had a lot of concerns surrounding the football program at Centennial High School.
- 3:44SPEAKER_00: That was her biggest concern.
- 3:45SPEAKER_00: Mine was I wanted to know why was nobody seeing anything?
- 3:49SPEAKER_00: Why did nobody at that school adult-wise say anything?
- 3:51SPEAKER_00: Because I had really read that police report yesterday.
- 3:54SPEAKER_03: Over 200 pages.
- 3:56SPEAKER_03: And they had interviewed multiple students from Centennial.
- 3:59SPEAKER_00: And the students all said the same thing.
- 4:01SPEAKER_00: Everyone saw the way that Haley was behaving.
- 4:03SPEAKER_00: Haley Beck was one of the teachers.
- 4:05SPEAKER_00: That she was flirty and fixated on the high school boys.
- 4:08SPEAKER_00: That was one of the direct quotes from the police report in a student interview.
- 4:11SPEAKER_00: That there would be boys that would hang out in her classroom when they were not supposed to be.
- 4:17SPEAKER_00: And the students all said the same thing.
- 4:19SPEAKER_00: Everything is swept under the rug.
- 4:21SPEAKER_00: And to me, that's what stood out.
- 4:22SPEAKER_00: I wanted to know.
- 4:24SPEAKER_00: We need to have an investigation into why are
- 4:26SPEAKER_00: the students all seeing these behaviors of Haley Beck,
- 4:29SPEAKER_00: but none of the adults are seeing it?
- 4:32SPEAKER_00: And did anybody actually see it and not report it?
- 4:35SPEAKER_00: Because we're talking about the safety of children in these schools.
- 4:39SPEAKER_00: So during that discussion,
- 4:41SPEAKER_00: our board attorney contacted Maricopa County attorney Rachel Mitchell
- 4:45SPEAKER_00: and had asked her,
- 4:46SPEAKER_00: would it be okay for the board to do a third-party investigation into the failure
- 4:51SPEAKER_00: to report aspect?
- 4:53SPEAKER_00: Would it at all tamper with the investigation of the two teachers,
- 4:57SPEAKER_00: Angela Berlaka and Haley Beck,
- 4:59SPEAKER_00: with the Peoria Police Department and where they were at in their investigation?
- 5:03SPEAKER_00: She had said it out in the public.
- 5:06SPEAKER_00: Rachel Mitchell herself said there would be no issue with the board conducting
- 5:10SPEAKER_00: a third-party investigation into failure to report.
- 5:13SPEAKER_00: Anybody can go back and watch that meeting.
- 5:15SPEAKER_00: But at the time,
- 5:17SPEAKER_00: three board members,
- 5:18SPEAKER_00: Melissa Ewing, Becky Proudfit, and Jeff Dupont, Jeff Tobey wanted to table the vote.
- 5:22SPEAKER_00: Myself and Janelle Bowles did not want to table the vote.
- 5:26SPEAKER_00: At the time,
- 5:27SPEAKER_00: Jeff Tobey had stated that there was over five or six investigations into failure
- 5:33SPEAKER_00: to report and that there There was no need for one,
- 5:37SPEAKER_00: that we should wait until the investigation into the two teachers with
- 5:41SPEAKER_00: the police department is finished before we do anything else.
- 5:44SPEAKER_00: But at the time he was saying,
- 5:46SPEAKER_00: everybody say that there is no failure to report conducting internal investigations.
- 5:50SPEAKER_00: Investigations with our HR,
- 5:52SPEAKER_00: the attorneys that we had looked into it,
- 5:54SPEAKER_00: the Arizona Department of Education,
- 5:57SPEAKER_00: and then finally they keep using the same quote from April of this year that
- 6:02SPEAKER_00: the Peoria Police Department put out a statement that there was no failure to do it.
- 6:06SPEAKER_00: And so that
- 6:09SPEAKER_03: was tabled.
- 6:09SPEAKER_03: I still had concerns.
- 6:11SPEAKER_03: I had concerns as a board member because I just didn't understand what was going on.
- 6:16SPEAKER_03: I'm like, why is nobody looking at this?
- 6:18SPEAKER_03: Why is nobody questioning this?
- 6:20SPEAKER_03: It's not making sense,
- 6:21SPEAKER_03: this police report,
- 6:23SPEAKER_03: not against the police, but the parts that were being investigated.
- 6:27SPEAKER_03: I just didn't understand why was nobody else at Centennial interviewed?
- 6:31SPEAKER_00: You got front office staff.
- 6:33SPEAKER_00: You have football staff.
- 6:35SPEAKER_00: You have other teachers that were surrounding Haley Beck and Angela Berlaka.
- 6:39SPEAKER_00: Why was nobody else interviewed in that process?
- 6:41SPEAKER_00: Like, I didn't understand it.
- 6:43SPEAKER_00: I mean, I was concerned again about the students and what they were saying in
- 6:47SPEAKER_00: that police report.
- 6:48SPEAKER_00: That was my driving factor is I am not going to ignore what the students are saying,
- 6:53SPEAKER_00: that they all saw it, everybody knew about it, and things are swept under the rug.
- 6:57SPEAKER_00: I didn't want things swept under the rug this time.
- 6:59SPEAKER_00: I thought, okay, what other avenues is there?
- 7:01SPEAKER_03: What can I do?
- 7:02SPEAKER_03: So as a mom,
- 7:05SPEAKER_03: I sought to file a request to Rachel Mitchell,
- 7:09SPEAKER_03: the Maricopa County Attorney's Office.
- 7:12SPEAKER_00: They are in charge after the Peoria Police Department hands over everything in an investigation.
- 7:16SPEAKER_00: They handle everything else from after that.
- 7:19SPEAKER_00: So I drafted up pages that I submitted.
- 7:23SPEAKER_00: I wanted her to focus on and look into from an aspect of the police report.
- 7:29SPEAKER_00: I only took the 200-page police report and things that stood out to me
- 7:33SPEAKER_00: that I was hoping she'd be able to have it looked into.
- 7:36SPEAKER_00: And so I typed it up, emailed it to her, and I signed it as a Peoria mom because I am a mom.
- 7:43SPEAKER_00: My kids are in this district.
- 7:45SPEAKER_00: And if there are adults in this district that were not doing what they were supposed
- 7:48SPEAKER_00: to do,
- 7:49SPEAKER_00: which is report when there is something going on with a child,
- 7:53SPEAKER_00: So if there is someone who is not doing what they are supposed to be doing, like...
- 8:08SPEAKER_00: I have a concern.
- 8:09SPEAKER_03: And Rachel Mitchell emailed back.
- 8:11SPEAKER_03: She had said, you know, I received your six emails.
- 8:13SPEAKER_03: The six emails were the pages in the police report because there was over 200 pages
- 8:17SPEAKER_03: in that police report.
- 8:18SPEAKER_03: And she said she was going to forward this to the chief of Peoria Police Department
- 8:23SPEAKER_00: to start conducting an investigation into failure to report.
- 8:27SPEAKER_00: The board voted me out as president.
- 8:30SPEAKER_00: They tried to say I broke a policy because I circumvented the board's majority vote
- 8:36SPEAKER_00: to table a third party.
- 8:38SPEAKER_00: But I didn't go to a vendor.
- 8:39SPEAKER_00: I didn't go to a company.
- 8:41SPEAKER_00: I went directly to the Maricopa County Attorney's Office to ask for someone
- 8:48SPEAKER_00: to investigate whether or not there was a failure to report in this situation with
- 8:53SPEAKER_00: the two teachers from Centennial High School.
- 8:55SPEAKER_01: So as a point of clarification,
- 8:57SPEAKER_01: did the police department put out that statement and say that there was no problem
- 9:00SPEAKER_01: with mandated reporting?
- 9:02SPEAKER_03: In April of 2026, they did.
- 9:04SPEAKER_03: They said that at the time, the evidence that they had, there was no failure to report.
- 9:09SPEAKER_03: But again, look at the events from April to now.
- 9:13SPEAKER_03: My opinion here is I think that the police were not given all of the information
- 9:21SPEAKER_03: from district leadership.
- 9:22SPEAKER_03: And They're now trying to gather evidence,
- 9:25SPEAKER_03: hence the two search warrants, to see what is going on here.
- 9:29SPEAKER_03: So they might have put that out in April, but look at where we're at now.
- 9:33SPEAKER_03: Now they've come out and said,
- 9:35SPEAKER_03: yes, we are now conducting an investigation into failure to report.
- 9:39SPEAKER_03: I know it's been mentioned.
- 9:43SPEAKER_00: I have a hard time with that.
- 9:49SPEAKER_00: I'm sorry.
- 9:50SPEAKER_00: Let's just for sakes say that that's true.
- 9:52SPEAKER_00: Okay.
- 9:52SPEAKER_00: I don't think it is, but let's just say it is.
- 9:55SPEAKER_00: So they, the district department, Allegedly.
- 9:57SPEAKER_00: Allegedly.
- 9:58SPEAKER_00: Allegedly.
- 10:11SPEAKER_03: But if they did that, okay, say, hey, we can't give up this information because of FERPA.
- 10:17SPEAKER_03: That's what I keep hearing is because of FERPA and the Title IX investigation.
- 10:21SPEAKER_03: Okay, when you have a child in the school system that might be having abuse from
- 10:27SPEAKER_03: a teacher, abuse from...
- 10:29SPEAKER_03: Their parents at home, there's suspicion of it by an adult in the school system.
- 10:34SPEAKER_03: That adult is by law supposed to report it to DCS and to the police department.
- 10:41SPEAKER_03: What happens when they report that to DCS?
- 10:44SPEAKER_03: DCS and the Police Department.
- 10:45SPEAKER_03: They have to give a name of the child.
- 10:48SPEAKER_03: They have to give the information of the child so that DCS and
- 10:53SPEAKER_03: the Police Department can conduct an investigation to make sure
- 10:56SPEAKER_03: that their child is safe.
- 10:59SPEAKER_00: If the state leadership had any evidence of a child
- 11:03SPEAKER_00: or multiple children being abused,
- 11:06SPEAKER_00: allegedly,
- 11:07SPEAKER_00: if they had any type of it and they didn't hand it over during
- 11:10SPEAKER_00: a criminal investigation, help me understand that.
- 11:14SPEAKER_00: Why are we allowed to,
- 11:15SPEAKER_00: under Arizona mandatory reporting laws,
- 11:17SPEAKER_00: give information of a student's identity,
- 11:19SPEAKER_00: their name and everything under FERPA to the police in DCS?
- 11:22SPEAKER_00: That doesn't make any sense to me.
- 11:24SPEAKER_03: Did the district leadership ask the police department,
- 11:27SPEAKER_03: hey, can you come do a second search warrant?
- 11:29SPEAKER_03: Because I don't think we gave you everything in the first search warrant.
- 11:32SPEAKER_03: Can you do a second one?
- 11:34SPEAKER_03: And can you also come and shut down our district building and block it off
- 11:39SPEAKER_00: with crime scene tape?
- 11:40SPEAKER_00: Pull up with a Peoria Police Command Center truck and kick everybody out of the building.
- 11:46SPEAKER_00: Go through all the, you know, computer systems and dig through everything.
- 11:51SPEAKER_00: Can you please do that?
- 11:53SPEAKER_00: And we're going to send an email to parents and the community
- 11:57SPEAKER_00: that we are disciplined Disappointed in Peoria Police Department
- 12:00SPEAKER_00: for their second search warrant that we asked them to do.
- 12:03SPEAKER_00: Like,
- 12:04SPEAKER_00: I don't understand why people are saying that
- 12:07SPEAKER_03: and thinking the community is going
- 12:08SPEAKER_03: to buy into that.
- 12:10SPEAKER_03: Because that sounds like a bunch of garbage to me.
- 12:12SPEAKER_01: It sounds like garbage to me, too.
- 12:14SPEAKER_01: I don't understand why anybody,
- 12:16SPEAKER_01: especially somebody who works for the police department,
- 12:19SPEAKER_01: would think that a criminal search warrant is beneath FERPA.
- 12:24SPEAKER_01: I find that very strange, the mindset.
- 12:28SPEAKER_01: So, your colleague, who I think is a turncoat, Jeff Tobey, took the board presidency, okay?
- 12:34SPEAKER_01: This was what he wanted the whole time.
- 12:36SPEAKER_01: Soon afterwards, to me, it looks like the district just went straight to hell, right?
- 12:40SPEAKER_01: So, we've got lawsuits now dealing.
- 12:42SPEAKER_01: Dealing with mandatory reporting that are about to pop off from former students
- 12:46SPEAKER_01: and families of the district.
- 12:48SPEAKER_01: We had the police raid, ongoing investigation into the alleged perpetrators at Centennial.
- 12:54SPEAKER_01: The PD raid,
- 12:54SPEAKER_01: this is my understanding,
- 12:56SPEAKER_01: it occurred because the district attorney filed a motion
- 12:59SPEAKER_01: to have those criminal search warrants dismissed.
- 13:02SPEAKER_01: Did you see these warrants?
- 13:04SPEAKER_03: I as a board member have seen the search warrants.
- 13:07SPEAKER_03: Every board member has seen them.
- 13:09SPEAKER_03: I have not seen what was actually taken.
- 13:11SPEAKER_03: Normally,
- 13:12SPEAKER_03: when you have a search warrant,
- 13:14SPEAKER_03: there is a receipt given from the police department to that entity
- 13:18SPEAKER_03: of what Everything that they came in and took,
- 13:21SPEAKER_03: they print out like a receipt so that you have a copy of it.
- 13:25SPEAKER_03: I have not seen that receipt.
- 13:26SPEAKER_03: I have seen the two search warrants.
- 13:28SPEAKER_03: I think that's an important thing to also note is
- 13:30SPEAKER_03: that each board member has seen what is in those search warrants.
- 13:34SPEAKER_01: So on the Mike Broomhead interview,
- 13:37SPEAKER_01: Toby claimed that the decision not to comply with those search warrants was
- 13:41SPEAKER_01: a decision that the district made.
- 13:44SPEAKER_01: I just want to say before I play this clip that in a 12 News interview,
- 13:48SPEAKER_01: the chief communications officer,
- 13:49SPEAKER_01: Officer Danielle Airy,
- 13:51SPEAKER_01: she publicly stated that without a vote to waive attorney-client privilege or
- 13:56SPEAKER_01: a court order to comply with a warrant,
- 13:59SPEAKER_01: their default was to comply with the federal privacy laws,
- 14:02SPEAKER_01: FERPA, as we've been talking about.
- 14:04SPEAKER_01: So let me play this clip and then I want to get your reaction to it.
- 14:08SPEAKER_02: And so to that point about the cooperation with Peoria PD,
- 14:12SPEAKER_02: it's been reported that, Mr. Tobey,
- 14:14SPEAKER_02: you are the one that requested that your attorney try to limit the search warrants.
- 14:19SPEAKER_02: So is that full cooperation if you are trying to limit the search warrants?
- 14:23SPEAKER_02: And why did you try to limit the search warrants?
- 14:25SPEAKER_02: Yeah, it's a fair question.
- 14:26SPEAKER_02: So the misinformation on that part was I proofread something that was drafted by legal.
- 14:30SPEAKER_02: So our superintendent is the de facto executive of the district and is responsible
- 14:35SPEAKER_02: for making those decisions.
- 14:37SPEAKER_02: As the board president, I am the legal liaison with the board and the attorney.
- 14:41SPEAKER_02: And so it's my role to kind of have that interface with the attorney and the superintendent.
- 14:45SPEAKER_02: So it wasn't my direction at all.
- 14:46SPEAKER_02: It was the direction of the district.
- 14:48SPEAKER_02: And it was really to ask a couple questions of the court that issued the warrant itself.
- 14:54SPEAKER_02: What if we needed more time to produce those documents
- 14:56SPEAKER_02: because we only had those five working days?
- 14:58SPEAKER_02: How do we handle attorney-client privilege?
- 15:00SPEAKER_02: And how do we handle things according to FERPA, which student privacy?
- 15:03SPEAKER_02: And the way it was reported is that you were trying to step in
- 15:07SPEAKER_02: and limit what they could do with those search warrants because of FERPA and because
- 15:10SPEAKER_02: of attorney-client privilege.
- 15:13SPEAKER_02: Were you trying to limit their access or were you trying to get clarification as
- 15:17SPEAKER_02: to what your responsibilities were?
- 15:19SPEAKER_02: Absolutely not limiting.
- 15:20SPEAKER_02: We've given everything that we are able to at this point that's in our possession to
- 15:24SPEAKER_02: an ongoing basis even recently.
- 15:26SPEAKER_02: So we've had a long relationship with the Peoria Police Department.
- 15:30SPEAKER_02: In fact, they actually initially asked for this information via the FOIA public record request.
- 15:35SPEAKER_02: Well, a lot of the stuff that they were asking is not legally allowed to be released via FOIA.
- 15:40SPEAKER_02: So we actually went to Peoria Police in that partnership and said,
- 15:42SPEAKER_02: we need some legal process to give you what you want,
- 15:45SPEAKER_02: whether that's a subpoena or a search warrant.
- 15:48SPEAKER_02: And they chose a search warrant.
- 15:49SPEAKER_01: The search warrant is the legal document that the district needs in order to hand
- 15:53SPEAKER_01: over that information.
- 15:54SPEAKER_01: And I also want to say that Mike Broomhead, he's so nice.
- 15:59SPEAKER_01: That was kind of softball-y.
- 16:01SPEAKER_01: Heather, your thoughts on what you just saw?
- 16:25SPEAKER_03: For starters,
- 16:26SPEAKER_03: he's claiming that he did not tell the attorney to file that motion,
- 16:31SPEAKER_03: okay, that it was the district's decision.
- 16:33SPEAKER_03: At the time,
- 16:35SPEAKER_03: I didn't know that that motion was filed as a board member until after it was filed.
- 16:40SPEAKER_03: So if it was a district decision using the board's attorney,
- 16:44SPEAKER_03: Susan Siegel, that should have been shared with the board.
- 16:46SPEAKER_03: We should have been updated before that happened.
- 16:48SPEAKER_03: There should have been an emergency executive session that should have occurred
- 16:52SPEAKER_03: to discuss all of that.
- 16:53SPEAKER_03: But he made that decision.
- 16:55SPEAKER_03: The news reached out to Daniel Airy,
- 16:57SPEAKER_03: our PR person,
- 16:59SPEAKER_03: and she clearly stated that the board did not
- 17:03SPEAKER_00: need a vote for that motion
- 17:05SPEAKER_00: to be filed,
- 17:06SPEAKER_00: and she said that it was a decision made by
- 17:09SPEAKER_03: By President Jeff Tobey and Mrs.
- 17:11SPEAKER_03: Talia Vicentiner, the interim superintendent with the board attorney, Susan Siegel.
- 17:17SPEAKER_03: So I love how he puts out there misinformation that is actually put out
- 17:21SPEAKER_03: by our spokesperson, our PR spokesperson.
- 17:25SPEAKER_03: I have a very hard time believing that.
- 17:27SPEAKER_03: Here's what really gets me, okay?
- 17:29SPEAKER_03: This investigation has been going on almost a year into these two teachers.
- 17:33SPEAKER_03: If we had information or evidence...
- 17:37SPEAKER_03: Why did we not ever turn it over to the police?
- 17:40SPEAKER_03: Why did it have to take the police coming and saying,
- 17:43SPEAKER_03: hey, we need to do a public record request?
- 17:45SPEAKER_03: Whoops, you can't have that.
- 17:47SPEAKER_03: Sorry, you have to go and do a search warrant because of the legal process.
- 17:51SPEAKER_03: We can't give you stuff that is evidence of a
- 17:54SPEAKER_00: crime committed to a child.
- 17:58SPEAKER_00: We can't tell you what crimes were committed on kids.
- 18:01SPEAKER_00: We can't give you that evidence.
- 18:03SPEAKER_00: Sorry, you're going to have
- 18:05SPEAKER_03: to do a search warrant.
- 18:06SPEAKER_03: If we had evidence that we didn't turn over to the police this entire time,
- 18:11SPEAKER_03: we are supposed to be protecting kids.
- 18:13SPEAKER_03: If there is evidence that we have, hey,
- 18:16SPEAKER_03: Peoria Police Department,
- 18:17SPEAKER_03: since we have such a good partnership, we do have evidence.
- 18:21SPEAKER_03: We have evidence.
- 18:21SPEAKER_03: We have information we probably should share with you.
- 18:24SPEAKER_03: We're just a little nervous about doing it because we don't want to break,
- 18:26SPEAKER_03: you know, legal process.
- 18:28SPEAKER_03: But it didn't happen that way.
- 18:30SPEAKER_03: Why did they need to do a second search warrant to shut down the whole district building?
- 18:36SPEAKER_03: Kick everybody out, put crime scene tape around the whole building for an entire week.
- 18:42SPEAKER_00: What else did they find?
- 18:43SPEAKER_00: Because I can tell you right now,
- 18:44SPEAKER_00: there is some magic receipt out there that they gave to the district leadership,
- 18:49SPEAKER_00: Daniel Airy.
- 18:51SPEAKER_00: And Talia Vicentainer, they have a copy of the search warrant receipt.
- 18:55SPEAKER_00: So that tells you that the police did take things,
- 18:58SPEAKER_00: but I'm sorry,
- 18:58SPEAKER_00: I thought we already gave them everything in the first search warrant,
- 19:00SPEAKER_00: which is what Mr. Jeff Tobey just said.
- 19:02SPEAKER_00: We gave them everything already.
- 19:04SPEAKER_00: Okay, then why did they need to do I don't need no PR person telling me what to think.
- 19:08SPEAKER_03: I don't need them to tell me what to say because I know the truth.
- 19:12SPEAKER_03: And the truth is going to come
- 19:21SPEAKER_03: They keep saying, we've been cooperating this whole time with the police department.
- 19:26SPEAKER_00: Where's the police department's statement collaborating that?
- 19:29SPEAKER_00: They haven't put out a statement.
- 19:31SPEAKER_00: All they are doing is investigating this district for a failure
- 19:35SPEAKER_03: to report.
- 19:36SPEAKER_03: I have a family member that's retired detective and kind of just brainstorming
- 19:40SPEAKER_03: with him because I'm over here like, what is happening?
- 19:43SPEAKER_03: Like, we just got raided.
- 19:45SPEAKER_03: You don't see that.
- 19:45SPEAKER_03: You don't see a school district get shut down and kick everybody out,
- 19:49SPEAKER_03: put crime seat tape around.
- 19:51SPEAKER_03: He said, you know, I know exactly what they're doing.
- 19:54SPEAKER_03: You only do that when you have exhausted all efforts and you're pissed off
- 19:59SPEAKER_03: because you keep having to come back to get
- 20:02SPEAKER_00: stuff and they're not giving it to you.
- 20:05SPEAKER_00: He's like, I hate it.
- 20:06SPEAKER_00: And he said, so that's one reason that they do those kinds of things.
- 20:09SPEAKER_03: The other one is they're building a case.
- 20:11SPEAKER_03: So the community really needs to be able to do that.
- 20:22SPEAKER_03: If they're saying,
- 20:25SPEAKER_03: we told them to do the first search warrant,
- 20:27SPEAKER_03: did we also tell them to do the second search warrant?
- 20:29SPEAKER_03: Did we tell them, hey,
- 20:31SPEAKER_03: even though you did the second search warrant,
- 20:33SPEAKER_03: we're going to send an email out saying we're disappointed.
- 20:38SPEAKER_03: That doesn't sound like partnership.
- 20:39SPEAKER_03: That sounds like the district leadership,
- 20:42SPEAKER_03: the people
- 20:43SPEAKER_00: at the very top, they are fighting with the police department.
- 20:46SPEAKER_00: That's what it sounds like to me.
- 20:47SPEAKER_00: It sounds like they are trying to make it the police's
- 20:51SPEAKER_03: And I have a problem with that.
- 20:52SPEAKER_03: That email should have never went out.
- 20:54SPEAKER_03: And here's the other piece that I do not understand for the life of me.
- 20:57SPEAKER_03: Anytime there is an investigation with the police department in school districts,
- 21:02SPEAKER_03: this is across Arizona,
- 21:04SPEAKER_03: the process is always putting that employee on admin leave during that investigation
- 21:10SPEAKER_03: because you want to protect the integrity of
- 21:12SPEAKER_03: the investigation is what I always hear.
- 21:14SPEAKER_03: We've had two search warrants.
- 21:15SPEAKER_03: Why are we not putting anybody on admin leave during this investigation?
- 21:20SPEAKER_03: That's what I don't understand.
- 21:21SPEAKER_03: The direct people of this investigation,
- 21:24SPEAKER_03: they're the ones that are making the decisions at the top,
- 21:28SPEAKER_03: saying, we just have questions.
- 21:30SPEAKER_03: Okay, let's break down a search warrant for everybody.
- 21:32SPEAKER_03: It's ordered by a federal judge.
- 21:34SPEAKER_03: They have probable And the judge sees enough for him to be like, yep, go get it.
- 21:38SPEAKER_03: I can tell you right now, this judge is very
- 21:50SPEAKER_00: He's very smart.
- 21:50SPEAKER_00: He already knows about FERPA.
- 21:52SPEAKER_00: He already knows about Title IX or whatever.
- 21:55SPEAKER_03: Whatever the terms you want to use, the judge is fully aware.
- 21:58SPEAKER_03: He's dealt with things like this before and he still says search warrant and then
- 22:03SPEAKER_03: the district leadership The governing board oversees the district.
- 22:07SPEAKER_03: We are there for accountability and transparency.
- 22:09SPEAKER_00: Help me understand who is holding the district accountable right now.
- 22:12SPEAKER_00: If you're willing to say, I didn't follow Monashan, the district did.
- 22:28SPEAKER_00: You don't find that questionable at all as a board member.
- 22:32SPEAKER_00: And as the leader of the board,
- 22:34SPEAKER_00: you should be updating the board before making a decision like that.
- 22:37SPEAKER_00: I don't care if the district makes it or not.
- 22:39SPEAKER_00: There is no process.
- 22:40SPEAKER_00: It just happened.
- 22:42SPEAKER_00: And I didn't find out about it.
- 22:43SPEAKER_00: I think that this is going to hopefully set a precedent regarding FERPA,
- 22:46SPEAKER_00: Title IX,
- 22:47SPEAKER_00: the privacy policies and rules at school districts, the Board of Education.
- 23:05SPEAKER_01: About a month ago,
- 23:06SPEAKER_01: they put out a statement along the lines that mandated reporting this was like
- 23:09SPEAKER_01: a project for them now to open up an entire wing of their department dedicated
- 23:15SPEAKER_01: to investigating these crimes that may be happening on school grounds.
- 23:19SPEAKER_01: It covers everything from sex crimes to bullying,
- 23:23SPEAKER_01: all of the things that the district keep from parents.
- 23:26SPEAKER_01: For too long, these privacy policies have been held over our heads.
- 23:31SPEAKER_01: FERPA is the reason that we're being told that if a child identifies as Title IX,
- 23:38SPEAKER_01: the misinterpretation,
- 23:39SPEAKER_01: I should say,
- 23:40SPEAKER_01: of Title IX,
- 23:42SPEAKER_01: according to the Department of Ed,
- 23:43SPEAKER_01: which that has been wiped off their website,
- 23:46SPEAKER_01: but it was the misinterpretation of Title IX regarding that both Substack case,
- 23:51SPEAKER_01: which is a Title VII employment case.
- 23:53SPEAKER_01: It's not an access to public facilities case.
- 23:55SPEAKER_01: That misinterpretation was held over our head for years,
- 23:58SPEAKER_01: and we were allowing boys into girls' private spaces and all that.
- 24:02SPEAKER_01: So if this situation goes as far as a lot of us Let's hope that it goes
- 24:05SPEAKER_01: because we're hoping like multiple lawsuits happen.
- 24:09SPEAKER_01: If it should be possible to bankrupt a school district,
- 24:11SPEAKER_01: let Peoria Unified be the first one because FERPA and Title IX
- 24:16SPEAKER_01: and any privacy policy on school grounds does not supersede a search warrant,
- 24:21SPEAKER_01: a criminal search warrant signed by a judge.
- 24:24SPEAKER_03: You're right.
- 24:24SPEAKER_03: The federal government,
- 24:25SPEAKER_03: U.S. Department of Education, they put out a statement a couple weeks ago.
- 24:28SPEAKER_03: They're looking into 20 school districts across the country when it comes
- 24:32SPEAKER_03: to Title IX investigations.
- 24:34SPEAKER_03: But my question is, do we really think that Congress, I really don't think our lawmakers...
- 24:54SPEAKER_03: The U.S.
- 24:54SPEAKER_03: Department of Education really intended for FERPA and Title IX to be used
- 25:00SPEAKER_00: by school districts to block giving evidence to police
- 25:05SPEAKER_00: during criminal investigations of children that have been allegedly sexually abused.
- 25:11SPEAKER_00: That's what I have a problem with.
- 25:12SPEAKER_00: I'm not a lawyer.
- 25:13SPEAKER_00: I know I'm not.
- 25:14SPEAKER_00: But I don't think that that's what they were intending it to be.
- 25:17SPEAKER_00: With the U.S.
- 25:18SPEAKER_00: Federal Department of Education,
- 25:20SPEAKER_00: the federal government,
- 25:21SPEAKER_00: I think what the 20 school districts they're looking at,
- 25:23SPEAKER_00: I really
- 25:24SPEAKER_03: do hope Peoria is one of them because we're talking about kids.
- 25:27SPEAKER_03: We're talking about kids.
- 25:28SPEAKER_03: Do we believe?
- 25:30SPEAKER_03: I don't think this is just Peoria.
- 25:37SPEAKER_03: I think that this is something that happens across the country.
- 25:40SPEAKER_03: And I think it needs to be looked at very hard.
- 25:43SPEAKER_03: If there is evidence,
- 25:44SPEAKER_03: old evidence, I was going to ask you if you believe that there was a cover
- 25:59SPEAKER_03: Right after you were voted out of the presidency, the parents immediately went online.
- 26:03SPEAKER_03: There's a cover-up.
- 26:04SPEAKER_03: There's a cover-up.
- 26:05SPEAKER_03: They're covering for pedophiles.
- 26:07SPEAKER_03: Okay.
- 26:07SPEAKER_03: I think like a journalist.
- 26:25SPEAKER_01: I couldn't put it out there like that.
- 26:26SPEAKER_01: I try to give people the benefit of the doubt and I wait things out.
- 26:31SPEAKER_01: I took my time before I put together this podcast,
- 26:35SPEAKER_01: before I put together some things that I have coming out this week.
- 26:39SPEAKER_01: I like to wait until there is as much information as possible.
- 26:42SPEAKER_01: And the information even that we got,
- 26:45SPEAKER_01: if I was a citizen,
- 26:46SPEAKER_01: not a journalist,
- 26:47SPEAKER_01: and I only watched that Broomhead interview,
- 26:50SPEAKER_01: I would just shrug my shoulder and say,
- 26:53SPEAKER_01: It's taken care of and just take my kids back to this school district
- 26:56SPEAKER_01: without any question.
- 26:58SPEAKER_01: And so for those who think that we're just stirring a pot or we're trying
- 27:02SPEAKER_01: to prolong something and draw something out, you don't understand how serious it is.
- 27:08SPEAKER_01: Right.
- 27:23SPEAKER_01: I also read the police report.
- 27:24SPEAKER_01: What I looked at was the interviews with the teachers,
- 27:28SPEAKER_01: all the students,
- 27:29SPEAKER_01: the main alleged victim,
- 27:31SPEAKER_01: the things that his family was saying,
- 27:33SPEAKER_01: the former principal of Centennial, Halabaugh, that was in there.
- 27:36SPEAKER_01: And then the athletic director and even one other administrator from a different high school.
- 27:41SPEAKER_01: Like there's multiple people in leadership positions that are mentioned in this police report.
- 27:47SPEAKER_01: So I don't want anybody to think that That Heather was just pulling something out of nowhere.
- 27:52SPEAKER_01: I read most of it too and then I've also read the statute regarding mandated reporting.
- 27:56SPEAKER_01: You put those two things together and you should have an investigation.
- 28:01SPEAKER_01: This isn't anything that anybody should be taking personally unless you did something wrong.
- 28:05SPEAKER_01: People only behave the way that we've been describing up to this point in
- 28:09SPEAKER_01: the podcast if you've done something wrong.
- 28:11SPEAKER_01: Innocent people don't hide things.
- 28:13SPEAKER_01: There's multiple tiers of leadership in a school district.
- 28:16SPEAKER_01: For those who may be tuning in and maybe you don't have kids in school,
- 28:20SPEAKER_01: so it doesn't matter to you up to this point, but it does now.
- 28:22SPEAKER_01: The public school district has a hierarchy.
- 28:25SPEAKER_01: The school board is your body of government.
- 28:27SPEAKER_01: They're at the top.
- 28:32SPEAKER_01: The CEO has a cabinet that's your chief executive administration.
- 28:39SPEAKER_01: Then you've got school admin.
- 28:40SPEAKER_01: So at the site level, you've got principals, you have department directors, etc.
- 28:44SPEAKER_01: And then you've got educators, staff, all the time.
- 28:46SPEAKER_01: I want to ask you,
- 28:48SPEAKER_01: Heather,
- 28:48SPEAKER_01: which level of leadership do you primarily hold responsible for the fallout
- 28:54SPEAKER_01: that we're seeing now?
- 28:55SPEAKER_00: I would say the top.
- 28:57SPEAKER_00: The leadership at the top because they are the ones that set the tone.
- 29:01SPEAKER_00: They are the ones that the police department deal with.
- 29:04SPEAKER_00: The second part is absolutely at the school.
- 29:06SPEAKER_00: Again, I go back to that police report.
- 29:08SPEAKER_00: All the students all said the same thing.
- 29:10SPEAKER_00: Everybody knew about it.
- 29:14SPEAKER_00: That you should want as a board member.
- 29:17SPEAKER_00: I have to look at the administrators at Centennial High School.
- 29:20SPEAKER_00: I have to look at did other staff see it and not say anything.
- 29:24SPEAKER_00: I want to hold everybody accountable that saw it and didn't say anything.
- 29:28SPEAKER_00: Even in the student interview,
- 29:29SPEAKER_00: there was a student that said there were teachers that would ask Haley,
- 29:33SPEAKER_00: why do you behave the way that you do?
- 29:35SPEAKER_00: So even that, even when you have like a sneaky like, you're not acting right.
- 29:41SPEAKER_00: Like you're not acting like an adult should.
- 29:44SPEAKER_03: I just I have a really hard time with that.
- 29:48SPEAKER_03: And that's why I wanted police to look into it.
- 29:50SPEAKER_03: I questioned that whole police report,
- 29:52SPEAKER_03: not because I didn't think the police were not doing what they were supposed
- 29:55SPEAKER_03: to be doing, but because I just did not understand.
- 29:58SPEAKER_03: All of these adults on this campus,
- 30:02SPEAKER_03: and that's the other thing they mention,
- 30:03SPEAKER_03: everybody out there defending the district and defending Toby and Becky Proutfit,
- 30:09SPEAKER_03: they all say, oh, well,
- 30:10SPEAKER_03: this is why
- 30:11SPEAKER_00: we need social workers,
- 30:12SPEAKER_00: because the social workers are going to fix everything and teach the kids
- 30:16SPEAKER_00: and know what to recognize in the signs.
- 30:18SPEAKER_00: Okay, let's talk about that then.
- 30:21SPEAKER_00: There was a social worker at Centennial High School from I don't care what adult has a label.
- 30:38SPEAKER_00: The label,
- 30:39SPEAKER_00: whether it's a teacher,
- 30:40SPEAKER_00: staff member,
- 30:41SPEAKER_00: front office worker,
- 30:42SPEAKER_00: principal,
- 30:43SPEAKER_00: assistant principal, social worker, this, that, I don't care with the label.
- 30:47SPEAKER_00: Every adult should have been trained, which is what we do.
- 30:51SPEAKER_00: We keep saying we train our staff to watch They
- 30:57SPEAKER_03: should have seen this.
- 30:58SPEAKER_03: Specifically, Haley really stood out for me because she was posting videos all over TikTok.
- 31:03SPEAKER_03: Their students are posting TikTok videos everywhere.
- 31:06SPEAKER_00: She'd be laying on the floor on the ground in her classroom as a teacher.
- 31:11SPEAKER_00: She would make these weird videos with the students.
- 31:14SPEAKER_03: But what stood out to me is one of the students had commented on a news story
- 31:18SPEAKER_03: of me speaking out about this, bringing attention to it.
- 31:22SPEAKER_03: And the student,
- 31:22SPEAKER_03: they just said,
- 31:23SPEAKER_03: you know, this woman is the only woman that's speaking out for us right now.
- 31:26SPEAKER_03: And us students wanted to go to...
- 31:29SPEAKER_03: Our principal or the school board,
- 31:31SPEAKER_03: but we feared that it would be for nothing because they wouldn't listen to us.
- 31:36SPEAKER_03: And the student said, and that's exactly what happened.
- 31:38SPEAKER_03: And so when you have this whole mindset now of, well, we know it's okay.
- 31:43SPEAKER_03: Everything's fine.
- 31:43SPEAKER_03: Everything's fine.
- 31:44SPEAKER_03: Everything's fine.
- 31:45SPEAKER_03: We now have a reporting system on the
- 31:47SPEAKER_00: back of student IDs that they can call
- 31:51SPEAKER_00: a special number if they see something to report it.
- 31:54SPEAKER_00: Maybe they just didn't know where to report.
- 31:56SPEAKER_00: Maybe the students just didn't know.
- 31:57SPEAKER_00: Okay.
- 31:59SPEAKER_00: A graduating student of Centennial High School emailed all the administrators
- 32:04SPEAKER_00: at Centennial High School sharing her concerns in a very detailed email
- 32:09SPEAKER_00: that her younger sister was uncomfortable in Haley Beck's class with her.
- 32:13SPEAKER_00: With what she was witnessing and the other students were witnessing.
- 32:17SPEAKER_00: She listed three key things.
- 32:19SPEAKER_00: One, Haley was texting and Snapchatting with a specific student.
- 32:24SPEAKER_00: Two, sitting in the car with that same student.
- 32:27SPEAKER_00: And three, giving that student a gift and only that student.
- 32:31SPEAKER_00: She also emailed and said that All the students are afraid to say something
- 32:35SPEAKER_00: because there's a stigma surrounding being tattletale or whatever.
- 32:39SPEAKER_03: So she was coming to the administrators.
- 32:41SPEAKER_03: Hey, please help.
- 32:42SPEAKER_03: Help.
- 32:43SPEAKER_03: My sister is uncomfortable.
- 32:45SPEAKER_00: That's the same thing as a tip line on the back of a student ID card.
- 32:48SPEAKER_00: You can put...
- 32:50SPEAKER_00: You can put phone numbers wherever you want.
- 32:52SPEAKER_00: You can say, students, please report it.
- 32:54SPEAKER_00: But if you don't have adults take it seriously and report it to
- 32:58SPEAKER_00: the police department and to DCS and following the law, it's not going to matter.
- 33:03SPEAKER_00: And the tip line, what's the number it goes to?
- 33:06SPEAKER_00: Who do you call?
- 33:07SPEAKER_00: Oh, this is the number.
- 33:08SPEAKER_00: That's where it goes to.
- 33:09SPEAKER_00: The district leadership, the officials at the district is where it goes to.
- 33:15SPEAKER_00: Which is hilarious to me because we are currently,
- 33:18SPEAKER_00: the police department already said,
- 33:20SPEAKER_00: we are being investigated as a whole district for
- 33:25SPEAKER_03: failure to report.
- 33:27SPEAKER_03: If you're really serious about it,
- 33:29SPEAKER_03: then have the number go directly to the police department, the 911.
- 33:35SPEAKER_03: Parents, have your kid, if they see something, talk to them.
- 33:39SPEAKER_03: Say, hey, if you see something at school that doesn't look right, call 911.
- 33:43SPEAKER_03: Come home and tell us and we will call
- 33:44SPEAKER_00: the police.
- 33:45SPEAKER_00: Please don't, don't do it through the district right now, especially right now.
- 33:51SPEAKER_00: That is absolutely mind-blowing to me.
- 33:53SPEAKER_01: You just got done clarifying that a lot of students were scared to say something.
- 33:56SPEAKER_01: They don't want to be tattletales, snitches, whatever.
- 33:59SPEAKER_01: We know how kids are and they know how adults are.
- 34:02SPEAKER_01: That's why they have the fear they have.
- 34:04SPEAKER_01: There are some people in our community that think that the blame should be laid
- 34:09SPEAKER_01: on students who share things online.
- 34:11SPEAKER_02: I want to,
- 34:12SPEAKER_02: you know,
- 34:12SPEAKER_02: this is a part of the story that I think is
- 34:14SPEAKER_02: a mother makes me see red is all these students,
- 34:19SPEAKER_02: you know, a handful of students went on TikTok afterwards after the fact.
- 34:23SPEAKER_02: We don't have record of any of those students coming to actual authorities,
- 34:26SPEAKER_02: but instead they went to TikTok and it became a social media centered conversation.
- 34:30SPEAKER_02: The hard part is as a school district,
- 34:32SPEAKER_02: we don't have control over what your child does on social media.
- 34:35SPEAKER_02: And that's where I think it's really important to remember that
- 34:37SPEAKER_02: the number one mandatory reporter is parents as well.
- 34:40SPEAKER_02: They also fall under that.
- 34:42SPEAKER_02: And so we need to be very careful as parents to ensure
- 34:45SPEAKER_02: that we know what our child is saying and doing online.
- 34:48SPEAKER_02: And the system only works when everyone's cooperating,
- 34:50SPEAKER_02: when parents are cooperating with school districts,
- 34:52SPEAKER_02: cooperating with police, and we all work together and we cover all those bases.
- 34:56SPEAKER_02: But we have to make sure I know for myself, I'm a parent of teens.
- 34:59SPEAKER_02: I want to make sure that I know if my kid is on TikTok,
- 35:01SPEAKER_02: I need to know what is happening on TikTok.
- 35:04SPEAKER_02: What is being said so that I know what to ask my child and
- 35:07SPEAKER_02: then potentially I can become a really important mandated reporter.
- 35:10SPEAKER_01: Let me tell you something.
- 35:11SPEAKER_01: This was the part of the interview where I had to pause the longest.
- 35:15SPEAKER_01: Remember I told you it took me like two hours to watch this?
- 35:17SPEAKER_01: This was difficult to watch knowing that they were sitting up there lying.
- 35:21SPEAKER_01: I paused this and was like, our social emotional counterparts would call this victim blaming.
- 35:27SPEAKER_01: Not that I necessarily disagree with what she said.
- 35:29SPEAKER_01: I disagree with the context and the timing of it because the fact of
- 35:33SPEAKER_01: the matter is we know how children are when it comes to social media.
- 35:38SPEAKER_01: This is how they express themselves.
- 35:39SPEAKER_01: This is how they vent their frustrations.
- 35:41SPEAKER_01: This is just what they do.
- 35:43SPEAKER_01: At no time,
- 35:45SPEAKER_01: I just want to be clear about this,
- 35:46SPEAKER_01: at no time when it comes to a sexual relationship between a child and an adult,
- 35:52SPEAKER_01: at no time is it ever the child's fault, period.
- 35:56SPEAKER_01: I don't care if it's a 16-year-old girl, she's promiscuous.
- 35:58SPEAKER_01: I don't care.
- 36:01SPEAKER_01: It does not matter.
- 36:02SPEAKER_01: It is 100% the adult's fault every single time.
- 36:08SPEAKER_01: It does not matter.
- 36:10SPEAKER_01: The second thing is, is this is not an appropriate time to lecture parents.
- 36:13SPEAKER_01: I just had all sorts of problems with the timing,
- 36:17SPEAKER_01: the context, and the last thing that I have a problem with is
- 36:31SPEAKER_01: Mike Broomhead specifically asked, do you think there is some truth to this?
- 36:35SPEAKER_01: Is it possible that administrators ignored students' complaints?
- 36:39SPEAKER_01: She sat there and said, well, we don't have any record of it.
- 36:42SPEAKER_01: The police report lets us know that at least one student...
- 36:46SPEAKER_01: At least one former student,
- 36:48SPEAKER_01: at least one community member did say something to the district long
- 36:52SPEAKER_01: before there was a raid.
- 36:54SPEAKER_01: Unless I missed it, okay?
- 36:56SPEAKER_01: Neither one of them condemned the actions of alleged perpetrators.
- 37:00SPEAKER_01: They did not warn themselves.
- 37:01SPEAKER_01: No, we don't.
- 37:02SPEAKER_01: We need to cooperate with law enforcement.
- 37:16SPEAKER_01: When laws are broken, that's how we work together.
- 37:19SPEAKER_01: We put the kids first.
- 37:21SPEAKER_01: And I just don't think that Peoria Unified is doing that.
- 37:23SPEAKER_03: I miss it the first time around.
- 37:25SPEAKER_03: But right in the beginning, she says, the thing that irks me the most that gets me as a mom.
- 37:31SPEAKER_03: Right.
- 37:32SPEAKER_03: It's the kids that were victims,
- 37:34SPEAKER_03: not just from the alleged sexual abuse by
- 37:37SPEAKER_00: these two teachers,
- 37:39SPEAKER_00: but victims in the class of how they acted and everything they witnessed
- 37:43SPEAKER_00: in Sullivan class.
- 37:45SPEAKER_00: That's what got her as a...
- 37:46SPEAKER_00: Me as a mom,
- 37:52SPEAKER_00: I would be like,
- 37:53SPEAKER_00: I'm more pissed that two adults sexually abused, allegedly, these kids.
- 38:00SPEAKER_00: They groomed them.
- 38:01SPEAKER_00: Allegedly, took advantage of them.
- 38:04SPEAKER_00: And as a mom, I am sending my kids to these schools.
- 38:08SPEAKER_00: You better start protecting my children.
- 38:11SPEAKER_00: That's a mom.
- 38:12SPEAKER_00: That's a mama bear that comes through.
- 38:15SPEAKER_00: It's not this.
- 38:16SPEAKER_00: It's the kids' faults because they went on TikTok and talked about it.
- 38:20SPEAKER_00: And now it's all over the news.
- 38:22SPEAKER_00: The parents, they can't watch them eight hours a day when they're in the schools.
- 38:25SPEAKER_00: That's the adults at the schools that are supposed to be looking out for them.
- 38:28SPEAKER_00: So to sit here and point fingers at the kids because they're going on TikTok
- 38:31SPEAKER_00: and talking about it is ridiculous to me.
- 38:34SPEAKER_00: And her mentioning, well, we don't have any reports of these kids talking to the police.
- 38:39SPEAKER_00: I do know one student, graduated student, that spoke on TikTok.
- 38:43SPEAKER_00: And shared their experience in the classroom with Haley Beck and how
- 38:47SPEAKER_00: that Haley Beck
- 38:48SPEAKER_03: targeted them.
- 38:49SPEAKER_03: And that student says, I did talk to the police.
- 38:52SPEAKER_03: I was interviewed by police.
- 38:53SPEAKER_03: So probably majority of those students did talk
- 38:56SPEAKER_00: to the police.
- 38:58SPEAKER_00: But here again, it doesn't.
- 39:00SPEAKER_00: All I see is you are shifting the blame onto the kids and their parents versus
- 39:08SPEAKER_00: the people who committed,
- 39:10SPEAKER_00: allegedly, these crimes against children and the people who were responsible.
- 39:15SPEAKER_00: How about I worry about my kid and you worry about,
- 39:18SPEAKER_00: as a governing board member, hold people accountable who have committed
- 39:30SPEAKER_01: Bringing up the fact that the kids went on TikTok and parents need
- 39:37SPEAKER_01: to monitor their child's online activity when the district is being investigated
- 39:42SPEAKER_01: for child sex crimes.
- 39:44SPEAKER_01: That's like reporting your neighbor to the HOA for their grass being too tall
- 39:50SPEAKER_01: while your roof is on fire.
- 39:52SPEAKER_01: It doesn't make sense.
- 39:53SPEAKER_01: Your house is on fire.
- 39:54SPEAKER_01: You Not outside with a ruler measuring how tall your neighbor's grass is.
- 40:01SPEAKER_01: We are talking about children being violated.
- 40:03SPEAKER_01: Also, to your point earlier, saying that the police department, they took something.
- 40:08SPEAKER_01: They took multiples of something because they were there constantly.
- 40:11SPEAKER_01: I just want to put this out here, too.
- 40:13SPEAKER_01: This podcast has not been...
- 40:34SPEAKER_01: A session to bash anybody.
- 40:36SPEAKER_01: We're just trying to get at the truth.
- 40:39SPEAKER_01: And I know that a lot of people that are Team Tiffany,
- 40:42SPEAKER_01: Team Heather,
- 40:42SPEAKER_01: they don't care for these two individuals that we've been talking
- 40:45SPEAKER_01: about this entire podcast.
- 40:47SPEAKER_01: And I don't know if you remember this,
- 40:48SPEAKER_01: Heather, but when Proudfit was first appointed to the board, the parents went wild.
- 40:52SPEAKER_01: They went through her social media and said, she is a leftist.
- 40:54SPEAKER_01: Don't put her on the golden ticket.
- 40:55SPEAKER_01: All these things.
- 40:56SPEAKER_01: I think I was the only voice of reason that said, let's just give her the benefit of the doubt.
- 41:00SPEAKER_01: You remember that?
- 41:02SPEAKER_01: I remember it.
- 41:03SPEAKER_01: A couple of parents were looking at me like, what did she see in the black square?
- 41:07SPEAKER_01: I'm like, look, listen, in 2020, every white person put a black square.
- 41:10SPEAKER_01: They thought BLM was doing something good.
- 41:12SPEAKER_01: I just dismissed all of that because I didn't know what to think.
- 41:15SPEAKER_01: But once somebody starts opening their mouth and I start to see how they vote,
- 41:19SPEAKER_01: I'm going to shift accordingly.
- 41:21SPEAKER_01: I'm going to shift my perspective.
- 41:24SPEAKER_01: And that's what I feel like Becky is failing to do.
- 41:27SPEAKER_01: That's what Jeff is failing to do.
- 41:28SPEAKER_01: They are failing to shift their perspective around the reality that we have at
- 41:33SPEAKER_01: the present moment.
- 41:35SPEAKER_01: That's fine if you want to put out there,
- 41:36SPEAKER_01: oh, at the time, the police only had such and such, so they said there was no.
- 41:40SPEAKER_01: I'm under the impression,
- 41:40SPEAKER_01: though, that the initial investigation, they were looking for evidence to
- 41:56SPEAKER_01: Make an arrest to charge and prosecute somebody for child sex crimes.
- 42:01SPEAKER_01: That was the more pertinent issue.
- 42:03SPEAKER_01: So mandated reporting might not have stuck out in the police investigators minds.
- 42:08SPEAKER_01: We love the Peoria PD.
- 42:10SPEAKER_01: We're not faulting them for information.
- 42:11SPEAKER_01: This is an investigation.
- 42:27SPEAKER_03: Like you said, into alleged child sex crimes.
- 42:31SPEAKER_03: Toby, Becky Proudfit, they just want to be, hey, we're going to move forward.
- 42:36SPEAKER_03: It's fine.
- 42:37SPEAKER_03: Everything's great.
- 42:38SPEAKER_03: We're going to move forward because we can't dwell on the past.
- 42:41SPEAKER_03: That's the message that I see as a parent when I'm watching and listening to them.
- 42:46SPEAKER_00: We can't move forward because there's still a criminal investigation happening.
- 42:51SPEAKER_00: There's a second investigation happening now into whether or not the district failed to report.
- 42:56SPEAKER_00: We can't move on from that until we know what happened,
- 43:00SPEAKER_00: who knew And if there was anybody that knew about it
- 43:03SPEAKER_00: or they were withholding evidence in an investigation,
- 43:06SPEAKER_00: they need to be away from children.
- 43:08SPEAKER_00: That's how I feel about it.
- 43:09SPEAKER_00: Just putting my head in the sand and being like, you know what?
- 43:12SPEAKER_00: It's okay because we put a tip line on the back of the student ID.
- 43:16SPEAKER_00: So everything's fine now.
- 43:17SPEAKER_00: And we've been cooperating with police.
- 43:19SPEAKER_00: It's okay.
- 43:20SPEAKER_00: Everything's fine now.
- 43:21SPEAKER_00: No, you can't just move forward and pretend it didn't happen.
- 43:25SPEAKER_00: You can't put things in place until the investigation is done on whether
- 43:29SPEAKER_00: or not there was failure to report.
- 43:31SPEAKER_00: So this whole mindset of we're just going to play pretend
- 43:34SPEAKER_00: and act like everything's fine, that's frustrating to me as a parent.
- 43:40SPEAKER_01: The other thing, too,
- 43:41SPEAKER_01: is that,
- 43:42SPEAKER_01: and I know we've probably mentioned it throughout this podcast,
- 43:44SPEAKER_01: but specifically,
- 43:45SPEAKER_01: we need those investigations to show us if there are more student victims.
- 43:50SPEAKER_01: And not even just with these two teachers.
- 43:52SPEAKER_01: They took a lot of paperwork out of the district office.
- 43:55SPEAKER_01: The police,
- 43:56SPEAKER_01: I believe,
- 43:57SPEAKER_01: are probably looking at past issues in the district
- 43:59SPEAKER_01: because failed mandated reporting has happened.
- 44:02SPEAKER_01: The issue that always comes to mind is is Patrick Battillo.
- 44:07SPEAKER_01: There was a teacher.
- 44:08SPEAKER_01: She was arrested at the same time that Mr. Orange was.
- 44:11SPEAKER_01: She tipped him off, I believe.
- 44:12SPEAKER_01: He fled the scene before police could arrest him.
- 44:14SPEAKER_01: I think he got arrested at his house.
- 44:16SPEAKER_01: And when I tried to look into court documents, I don't think she ever went to court.
- 44:21SPEAKER_01: And I forgot to look whether or not she still has her teaching certificate.
- 44:24SPEAKER_01: But to my knowledge,
- 44:26SPEAKER_01: she was not punished for failing to mandate report and tipping off the teacher.
- 44:31SPEAKER_01: He was a teacher and a coach.
- 44:33SPEAKER_01: Predators are like cockroaches.
- 44:35SPEAKER_01: If you've seen one, there's a whole colony, and we need the police department to smoke them out.
- 44:42SPEAKER_03: Yes, that was mentioned at a previous board meeting.
- 44:45SPEAKER_03: There was a presentation to the board before school started, and I do like this administrator.
- 44:51SPEAKER_03: She had a PowerPoint presentation on grapes.
- 44:54SPEAKER_03: You know,
- 44:54SPEAKER_03: getting home
- 44:55SPEAKER_00: from the grocery store,
- 44:55SPEAKER_00: you buy your grapes, you might have And I understand what she's saying.
- 44:58SPEAKER_00: And so that's why I'm trying to change my verbiage of not the whole district.
- 45:01SPEAKER_00: Now I'm changing into district leadership.
- 45:14SPEAKER_00: Because those are the ones that make the decisions.
- 45:17SPEAKER_00: And I think for me with the whole grape analogy is, again,
- 45:22SPEAKER_00: the investigation is still occurring on whether or not there was a failure
- 45:25SPEAKER_00: to report.
- 45:26SPEAKER_00: And if it comes out that there was individuals that failed to report,
- 45:30SPEAKER_00: if we just leave those bad grapes on that whole thing of grapes
- 45:33SPEAKER_00: and we don't investigate and dig deeper into what might be going on,
- 45:39SPEAKER_00: that's going to spread to all of the grapes.
- 45:41SPEAKER_01: We got cockroaches and grapes.
- 45:43SPEAKER_03: There has to be some type of accountability.
- 45:45SPEAKER_03: I'm not going to sit and pretend that everything's fine because
- 45:49SPEAKER_03: to me that's you're ignoring the victims.
- 45:51SPEAKER_01: I know this is kind of personal for you.
- 45:53SPEAKER_01: It is for me, too, but not on the same level.
- 45:56SPEAKER_01: You and Jeff Tobey were actually two founding members
- 45:59SPEAKER_01: of West Valley Parents Uniting,
- 46:01SPEAKER_01: a grassroots parent group,
- 46:02SPEAKER_01: and it covers the West Valley, mainly Peoria Unified School District.
- 46:08SPEAKER_01: And so I You guys served together in that organization,
- 46:12SPEAKER_01: I think for several years before you both resigned to run for office.
- 46:15SPEAKER_01: WVPU, as well as yourself,
- 46:17SPEAKER_01: both came together and put together a campaign,
- 46:21SPEAKER_01: the Vote the Jays campaign, to get Jeff over the line.
- 46:24SPEAKER_01: This narrative is going to follow him.
- 46:26SPEAKER_01: I'm the one that's putting it out there and it'll continue to follow him
- 46:30SPEAKER_01: that he didn't have the popularity to even get elected.
- 46:34SPEAKER_01: If it was not for you, I'll also say Janelle Bowles because she was very popular.
- 46:39SPEAKER_01: You, Janelle.
- 46:39SPEAKER_01: We're just getting a revelation of it.
- 46:42SPEAKER_01: What do you think is going on with Toby?
- 46:44SPEAKER_01: Like I said, this was somebody who was your friend.
- 46:46SPEAKER_01: This is a colleague.
- 47:05SPEAKER_00: I'm kind of mind blown, to be honest.
- 47:07SPEAKER_00: He knows who I am.
- 47:08SPEAKER_00: He knows why I fight the way that I fight.
- 47:10SPEAKER_00: And it's because of the kids.
- 47:12SPEAKER_00: And I can remember he'd have conversations with people.
- 47:15SPEAKER_00: They would be concerned with the way that I advocate.
- 47:19SPEAKER_00: And he said, you know, she's passionate.
- 47:22SPEAKER_00: That's the way I see it.
- 47:22SPEAKER_00: He would ask people, do you agree with what she says?
- 47:24SPEAKER_00: And they'd be like, well, yeah.
- 47:26SPEAKER_00: He's like, okay.
- 47:27SPEAKER_00: She just says it in a different way.
- 47:28SPEAKER_00: So he knows that I don't use anything for political aspirations.
- 47:33SPEAKER_00: He knows it.
- 47:34SPEAKER_00: He knows that that's not what this was about ever.
- 47:37SPEAKER_00: He knows it's about the kids because I care about the kids.
- 47:39SPEAKER_00: I think something's wrong.
- 47:41SPEAKER_00: It's either he doesn't want to acknowledge that,
- 47:44SPEAKER_00: hey, actually, maybe she did do the right thing by going to Rachel Mitchell.
- 47:48SPEAKER_00: You were right.
- 47:49SPEAKER_00: And if that's the case, I don't really care.
- 47:52SPEAKER_00: When I saw Jeff Tobey running for school board,
- 47:55SPEAKER_00: The things that he said that he promised he would have accountability,
- 47:59SPEAKER_00: that there would be transparency,
- 48:01SPEAKER_00: that's not accountability, that's not transparency.
- 48:03SPEAKER_00: Of cabinet members and our superintendent scheming and plotting to purposely not tell the board.
- 48:10SPEAKER_00: That's not the person I thought he was.
- 48:12SPEAKER_00: It is really sad because...
- 48:15SPEAKER_01: Well, I tell you what, I didn't trust Jeff.
- 48:18SPEAKER_01: I appreciated his public comments back when he was just a citizen
- 48:21SPEAKER_01: and I appreciated him stepping up to run.
- 48:23SPEAKER_01: But where I figured that I couldn't trust him was the behaviors that I saw.
- 48:29SPEAKER_01: And it's subtle.
- 48:30SPEAKER_01: There was the whole being nice, nice so that we didn't hurt the campaign.
- 48:34SPEAKER_01: His behavior was different than Janelle's.
- 48:36SPEAKER_01: She's a very prayerful person.
- 48:37SPEAKER_01: We're prayerful people.
- 48:39SPEAKER_01: And she's like, you know, I would say this, this and this, but you know what?
- 48:42SPEAKER_01: I don't want to hurt my campaign.
- 48:44SPEAKER_01: That was kind of Janelle's attitude on the campaign trail.
- 48:47SPEAKER_01: Jeff's attitude on the campaign trail,
- 48:49SPEAKER_01: all the smiling and the kiki and giving Proudfit all of this credit,
- 48:54SPEAKER_01: for me, it was like he wanted to fit in with the mean girls.
- 48:57SPEAKER_01: Once I started to see that and had people from the community messaging me about
- 49:02SPEAKER_01: an LD meeting that I didn't even attend,
- 49:04SPEAKER_01: did you hear that He gave her credit for this, this,
- 49:07SPEAKER_01: and this,
- 49:07SPEAKER_01: and didn't mention Heather and all the things,
- 49:09SPEAKER_01: and I was just kind of like, hmm, not really a show of strength, is it?
- 49:13SPEAKER_01: And I just left it at that.
- 49:14SPEAKER_01: So I had kind of been onto him a little bit.
- 49:16SPEAKER_01: I can sense when people are fake.
- 49:18SPEAKER_01: When somebody is too nice, people who You know what I think about nice.
- 49:22SPEAKER_01: I always say nice is fake.
- 49:23SPEAKER_01: Jeff was too nice.
- 49:25SPEAKER_01: Proudfit was too nice.
- 49:26SPEAKER_01: Anybody that's just super nice, you should be leery of those people.
- 49:30SPEAKER_01: So, well,
- 49:30SPEAKER_01: Heather,
- 49:31SPEAKER_01: no matter how clear you are in your position,
- 49:34SPEAKER_01: we probably said allegedly like 30,000 times on here,
- 49:38SPEAKER_01: no matter how clear your intentions that you're doing this for children,
- 49:42SPEAKER_01: inevitably, your words are going to be twisted.
- 49:45SPEAKER_01: You will be blamed for the things that you did and didn't do,
- 49:49SPEAKER_01: even by those who claim to be conservative.
- 49:52SPEAKER_01: So what do you have to say specifically to those who are attacking you
- 49:56SPEAKER_01: and potentially plotting against you between now and your election this November?
- 50:02SPEAKER_03: Well, I guess there's been a lot of comments on, oh, Heather was president all last year.
- 50:07SPEAKER_03: So why didn't she do anything about the email that was sent in February of 2025 to
- 50:12SPEAKER_03: the centennial administrators
- 50:14SPEAKER_00: from that graduating student?
- 50:15SPEAKER_00: I think that they need to take a bigger step back and look at what I've said before.
- 50:21SPEAKER_00: School board members do not have access to They don't have access sometimes
- 50:27SPEAKER_00: to what is on file, what is in these reports.
- 50:31SPEAKER_00: In general,
- 50:32SPEAKER_00: you ask any school board member,
- 50:33SPEAKER_00: conservative school board member,
- 50:35SPEAKER_00: majority of them will say that the district leadership at the top They like
- 50:40SPEAKER_00: to hide stuff from board members.
- 50:43SPEAKER_00: They just do.
- 50:44SPEAKER_00: They want to blame everything on the school board.
- 50:46SPEAKER_00: And that was the biggest thing that I was always told from staff members
- 50:50SPEAKER_00: that didn't want their name out there.
- 50:52SPEAKER_00: They're like,
- 50:52SPEAKER_00: they're blaming you because I'm questioning what is going on,
- 50:55SPEAKER_00: because I want the police to overturn every single nook and cranny.
- 51:02SPEAKER_00: I grew up in this district.
- 51:04SPEAKER_00: My kids are in this district.
- 51:05SPEAKER_00: And that's been mentioned too.
- 51:06SPEAKER_00: Well, if it's so bad, take your kids out.
- 51:09SPEAKER_00: I'm not saying every single person in the district is bad.
- 51:12SPEAKER_00: I'm saying that there are individuals in high-up leadership positions.
- 51:17SPEAKER_00: Repositions that their actions are questionable to me.
- 51:20SPEAKER_00: So you can put up all the smoke and mirrors that you want.
- 51:23SPEAKER_00: You can call me names.
- 51:25SPEAKER_00: I don't care because it's about kids.
- 51:28SPEAKER_00: I'm not going to ignore what was written in the police report, what those kids said.
- 51:32SPEAKER_00: And I think that's what they want.
- 51:34SPEAKER_00: They want it to go away.
- 51:35SPEAKER_00: The high up people want it to go away.
- 51:37SPEAKER_00: Just make it go away.
- 51:38SPEAKER_00: We're fine.
- 51:39SPEAKER_00: Everything's good.
- 51:40SPEAKER_00: And I'm not going to do that until that investigation is complete and until the truth is out.
- 51:45SPEAKER_00: And the truth will come out.
- 51:46SPEAKER_00: That's the thing.
- 51:47SPEAKER_00: They think the truth is not going to come out.
- 51:48SPEAKER_00: It's going to come out.
- 51:49SPEAKER_01: In more ways than one.
- 51:51SPEAKER_01: Like I said earlier.
- 51:52SPEAKER_01: So what are your final thoughts to all your constituents?
- 51:56SPEAKER_03: Parents.
- 51:57SPEAKER_03: I would love to say that every single staff member in Peoria Unified is good.
- 52:03SPEAKER_03: I'd love to say that.
- 52:03SPEAKER_03: I would love to just be happy and smiley all the time.
- 52:06SPEAKER_03: But I think you need to be cautious.
- 52:08SPEAKER_03: I think you need to be discerning when it comes to your kids and always ask questions.
- 52:14SPEAKER_03: And if there is something that is going on with your child
- 52:17SPEAKER_03: or your child has noticed something,
- 52:19SPEAKER_03: please, please reach out to our police department.
- 52:21SPEAKER_03: Report it with them because I don't want any what ifs.
- 52:27SPEAKER_01: There's a statistic, and I can't remember which agency it is, so you'll have to look it up.
- 52:31SPEAKER_01: But there is a statistic out there that says 90% of people
- 52:37SPEAKER_01: who report being victimized are telling the truth.
- 52:40SPEAKER_01: So it's less than a 10% margin of people that may lie to get attention or...
- 52:46SPEAKER_01: Whatever the case may be,
- 52:47SPEAKER_01: but if we have a 90% truth margin,
- 52:52SPEAKER_01: that should be enough to defend the kids anytime they say there's something going
- 52:57SPEAKER_01: on.
- 52:57SPEAKER_01: That should remove all barriers, all doubts.
- 53:00SPEAKER_01: Mandated reporting is not an administrator, a teacher, a parent investigating it for yourself.
- 53:06SPEAKER_01: That is a report that you make in good faith to law enforcement.
- 53:10SPEAKER_01: That needs to become a high priority.
- 53:13SPEAKER_01: If we expect these kids to thrive and not graduate having been victims of predators.
- 53:19SPEAKER_03: Yeah, I fully agree.
