- 0:11Five minutes past the hour show five thousand and thirty two of the Morning Show
- 0:19with President's Got Dave one thousand and six of America held hostage. That is
- 0:25Grant Allen over there in Studio one A. I'm here in Studio one B,
- 0:28and I'm joined in studio by Sal Nuzzo, vice president of Policy with
- 0:32the James Madison Institute. I love my friend, Good morning to you.
- 0:36Okay, before we get going on Florida the state legislature, what's going on
- 0:39with the governor and all that? I have to ask you called this You
- 0:45called this debacle in the House yep. Early this year. Yeah, And
- 0:49we were talking offline and I'd given a speech at a group of healthcare policy
- 0:55folks, and when I talked about the issues with the speaker, I said,
- 1:02it is the worst job in American politics right now. And my prediction
- 1:06was Kevin McCarthy doesn't last a year. I didn't say anything to anybody other
- 1:10than that group, and it was kind of a throwaway line because I figured
- 1:12everybody would forget it. Your reasoning was that the margin was so slim,
- 1:19and that concession on any single member getting to file emotion to vacate would come
- 1:26back to bite them the promises that he made, yep. I mean it
- 1:34was up to him to keep him or not, and according to the few,
- 1:38he didn't. Yeah. And I don't know what was in the back
- 1:42rooms and the discussions and what the tenor of an investigation into Hunter Biden would
- 1:46look like in all of those things. But you know, you've mentioned a
- 1:49number of times also about you know, it was maybe the right idea,
- 1:55the bad timing element of it. I came around to think there is no
- 1:59good time, yeah, and so just get it done. And my contention
- 2:02and my problem with this whole process is that they did this without a clear
- 2:08alternative ready to come up and take fervor. And that to me just is
- 2:15a signal to the media, to the left, to everybody who wants to
- 2:20pillary Republicans said, look, this is you know, the Keystone cops with
- 2:24trillions of dollars at stake. I think that's a fair observation. Let me
- 2:28ask you this true or false. Read an opinion piece. It said,
- 2:31when it's all, if you get past all the smoke and mirrors, a
- 2:36group of moderate Republicans, you could even maybe even say illiberal Republicans are out
- 2:42there and they have no interest. They don't care what the voters think.
- 2:45They don't care what their district thinks. They care only what the donor class
- 2:49thinks. And they don't even care if Democrats take back control of the House.
- 2:53Oh sure, and you have some of them that have even talked about
- 2:55like coalitioning with a cohort of Democrats to put somebody over the line who would
- 3:01be, in my opinion, a disaster for the country. I would suggest
- 3:07there's a whole lot of truth to that. I would also suggest that you
- 3:09know, there are on both sides and the moderates in the you know,
- 3:15kind of the coalition. Republicans would suggest that there's even a case where,
- 3:20you know, the far right, as they would like to call them,
- 3:23are holding hostage. I read a piece it said it was I can't remember
- 3:27who wrote it, it was a congressman who said, you know, the
- 3:30far right is holding hostage at the behest of ninety eight point two percent of
- 3:36the Republican caucus. And to me, that's kind of represents a clear seeing
- 3:42things differently than the American people who elected Republicans to until Jim Jordan had two
- 3:47hundred votes and then it wasn't the mainstream at that point supported Jim Jordan.
- 3:53You're absolutely correct, and you know, for better or worse, we have
- 3:57a couple of Republicans in Florida who are artually responsible for that, believe it.
- 4:01Yeah, Carlos samenaz Don in Miami, Rutherford in Jacksonville. And I
- 4:08think there's one other I can't remember who I want to say, Dios Balart
- 4:13Oh yeah, Mario diz Balart Don in Miami. Also, all right,
- 4:16how does Governor DeSantis play this? Well, he has stayed largely out of
- 4:23it, but he's a former congressman. He's a former congressman. He's a
- 4:26Tea Party congressman. He came in in twenty ten. Interestingly enough, the
- 4:30guy who is getting a lot of headlines a good buddy of mine, Byron
- 4:35Donalds, who might you know, actually ascend to the gabble endorse Trump.
- 4:41So DeSantis is kind of in a tight spot in terms of what he comes
- 4:46out with publicly on this one. Sal news O, vice president of policy
- 4:51with the James Madison Institute, my guest, staying with the governor, let's
- 4:59talk about his intersection with what's going on in the Middle East. Sure,
- 5:01a couple of things that are really interesting. And of note, he organized
- 5:08a series of flights to evacuate Floridians. Who how does that work? How
- 5:13does a governor organize flights? I have no idea he is he paying for
- 5:17it on his American Express. I think he worked with some donors or folks
- 5:24who had large planes or companies or something, but I don't want to speak.
- 5:28I have no idea what the behind the scenes thing was. They did.
- 5:31It evacuated several hundred Floridians out of Israel who were stranded, some actually,
- 5:39I believe a few that were actually in Gaza doing missionary work or medical
- 5:45work, and so he got them out. And of course it speaks to,
- 5:50at least in Florida, the narrative or lack of narrative that the Democrat
- 5:56Party has that they even criticized this, saying he had no right to do
- 6:01it. There was a couple of social media posts that said, this is
- 6:05a federal issue, Ron, you need to stay out of it. And
- 6:09I'm like, tell that to one of the families that just got out.
- 6:14Yeah, And there's an old adage, you know, the best thing you
- 6:17can do in a situation is the right thing. The next best thing is
- 6:20to do the wrong thing. The worst thing is nothing. Yeah, he
- 6:24took the path of doing something yeah, And you know, it made me
- 6:30think about at times where Democrats have done something well or done something good.
- 6:36You see a lot on the right of you know what. I disagree philosophically
- 6:41with his individual but you know, good job, well done. We've said
- 6:44it about the governor of California at times, went not off of it when
- 6:48it's happened. Generally speaking, you see Republicans do that. You cannot see
- 6:54a Democrat standing up for Ronda Santis for anything. And it just kind of
- 7:00speaks to, in my Advanise publicly, Yeah, publicly, it speaks to,
- 7:03in my opinion, the publicly moral bankruptcy of the party in Florida at
- 7:08this point. And look, I'm a small se conservative guy. I'm not
- 7:12always a fan of complete and absolute unchecked power, and the fact that there
- 7:17hasn't been a Democrat party in the state of Florida for the last you know,
- 7:24seven eight years is just kind of you know, I will always hold
- 7:30a little bit of fear in my head of over what could happen with complete
- 7:33and total, absolutely unchecked power that said, the margins just keep growing for
- 7:40the Republican Party in place. Yeah, we're almost at like seven hundred thousand
- 7:44vote registered vote difference. So you know, I don't know who the Dems
- 7:48are going to line up in three Yeah, there's there's no bench at all.
- 7:54I don't imagine any of the statewide elected offices are going to be very
- 7:59competitive. Unlos, something happens. It's like a black Swan event. Before
- 8:03we get to the legislature sanctions against Iran. Yeah, so they are going
- 8:09to call a special session. Initially it was going to be solely to issue
- 8:16or strengthen via resolution the sanctions on I run for state for companies operating within
- 8:24the state of Florida. So going I believe a little bit further now I
- 8:26haven't seen language, but going maybe a little bit further on what the financial
- 8:31transactions are or things along those lines. They're expanding it for Hurricane Idaalia relief
- 8:37and I think a couple of other things. So it's going to happen during
- 8:41one of the interim committee weeks, which are going on now into December twenty
- 8:48one minutes after the hour The Morning Show with Preston Scott SALNWSOH James Madison Institute
- 8:54with me. All right, gope, already, Well, bill filey is
- 9:01not. The deadline for bill filing is in until the first week of January,
- 9:05so what we have is bills kind of trickling in. So it took
- 9:09a look over the weekend. There's about one hundred and fifty two hundred billis
- 9:11in. A bit. Did you and I shape the legislative session at all
- 9:13with our little meeting? Not one bit? All right, yeah, well,
- 9:18let's put it this way, at least at least not on the early
- 9:20filing bills. So you've got about one hundred and fifty two hundred bills and
- 9:26a lot of the what they call relief bills, which are people who have
- 9:30sued and won a judgment against a city, a state, who have sovereign
- 9:35immunity. So if it goes over two hundred thousand dollars, they have to
- 9:39get a relief bill from the legislature. But a number of like substantive policy
- 9:45bills have come through, So I picked a few that I thought would be
- 9:46interesting to talk about, and we can kind of track them see if they
- 9:50get agendaed, if they make a calendar, how they're progressing HB nineteen Rep.
- 9:56Saltsman from over in the Panhandle Counting Commission term limits. This is one
- 10:01where the legislatures enacted term limits on school boards. However, what I saw
- 10:07on this was it was going to move forward, and I think it was
- 10:11either on the Senate side there the companion is going to put it on the
- 10:16ballot for as an amendment. Is that a good idea. I'm a term
- 10:22limits guy. I get it. At the same time, I'm concerned at
- 10:28the dilution of knowledge at the local levels, and so you know, I'm
- 10:35not sure I'm on board. Yet another one that was interesting. HB thirty
- 10:41five from Rep. Rudman. We've seen movement in this direction over a few
- 10:48sessions, both from Republicans and Democrats, requiring specific types of businesses to accept
- 10:54cash they can't go cashless. We saw last year the football games. Yeah
- 11:01or yeah exactly. We saw can get me off track, sorry, we
- 11:09saw last year the governor got legislation and signed banning central bank digital currencies.
- 11:16Push to make everything electronic. There is a big threat in that. I
- 11:20think the legislature is seeing that now and trying to kind of push back a
- 11:26little bit. I mean, if for no other reason. If you had
- 11:28an emergency, yeah, and you lose your computer systems, no one can
- 11:33do commerce well. And if you want to get even more conspiratorial or nefarious,
- 11:37like I'm just talking about a power grid shut yeah, the government where
- 11:41you know they can turn off your bank account is yeah, we're we're then
- 11:46in China. That's what they're doing right now. HB for nine from Rep.
- 11:52Cheney. This is one's getting a lot of ink in media because the
- 11:56Left sees it as a way that they can get a little bit of a
- 12:00hold. Changing the employment laws to allow sixteen and seventeen year olds to in
- 12:05fact work forty hour weeks currently in law, I think the max is twenty
- 12:11or thirty or something like that. But allowing high school kids at sixteen and
- 12:15seventeen to hold effectively full time jobs. The Left's coming after it saying,
- 12:20you know, oh, we're going back to child labor and YadA YadA.
- 12:24So take that what you will. But I think it's got some legs to
- 12:28it. Why one is, wouldn't it encourage kids to drop out of school?
- 12:33I don't know that it would. I don't know that any kid who
- 12:37is conceivably looking to drop out is dropping out more so because there is this
- 12:46law on the books. I think what it does is it allows kids who
- 12:50are going to technical or vocational education to get a little bit more under their
- 12:56belt. And you know, I mean, life is what it is.
- 13:01There are some families where you know, that has to you know, be
- 13:05the case. And it's not something I agree with. It's not something I
- 13:09would want my kids pursuing. But you know, I you know, if
- 13:13we're going to allow him to do certain things, we need to be you
- 13:16know, we need to have the ability there. Senate Bill fifty four from
- 13:22Senator Rodriguez, the Expunction Bill, it's come back. It's largely the same
- 13:28as it was last year. It passed unanimously in the Senate, and I
- 13:31believe there was only like one vote in the House that went the other way.
- 13:35The governor vetoed it, and it was there was some thoughts that the
- 13:39governor vetoed it because he wanted to appear stronger on public safety in the presidential
- 13:46campaign. That bill's come back. I imagine that'll go through and we'll I'm
- 13:50going to pay attention because I want to see what the governor would do in
- 13:54you know, March or you know, or whenever it was would be presented
- 13:58to him. Is there any discussion of the full constitutional carry coming back.
- 14:03I have not heard it yet, and I'm not sure in this rate,
- 14:09in this coming year, if it's better to do it on a presidential governor
- 14:13cycle, or it's better to you know, do it in the off year.
- 14:16Okay, quickly, Judicial, well let me let me yeah, we'll
- 14:20go to judicial all next month. We got next month. So Florida has
- 14:28twenty judicial circuits. There's a lot of talk about the fact that those circuits
- 14:33haven't been realigned the boundaries on them in fifty over fifty years. So the
- 14:37Supreme Court is taking on the consideration of realigning those judicial circuits, and it's
- 14:43starting to get a lot of kind of press written about it. JMI testified
- 14:48in favor of realignment in some way, shape or form a couple of weeks
- 14:54ago, and so we're paying attention to this because it has a lot of
- 14:58potential impact down stream. When you think about whether we consolidate districts, expand
- 15:03out districts and things along those lines. How many public defenders and state attorneys
- 15:07and all of those things. So that's an issue that kind of off of
- 15:11the legislative work we're going to be taking a look at as always, thanks
- 15:15for the time, absolutely a pleasure, my friend. We are going to
- 15:18have another session like this in November. Then in December he's going to be
- 15:22back to the eight o'clock seven o'clock Central Hour and we're going to do a
- 15:26five segment preview of the legislative session just to ruin your holidays completely. And
- 15:33that's that's coming up in December. Sal Newsoh with me from the James Madison
- 15:39Institute here on the Morning Show with Preston Scott
