Gulf logjam loosens at the edges: coercion and negotiation run together, Qatar LNG moves again, and Dangote pushes a two-coast African refining play
Qatar is shuttling fresh Iranian proposals to Washington even as Trump denies any near-term sanctions relief; Gulf crude exports are back near pre-war levels on JPMorgan's crude measure, while preliminary Kpler all-region data — which excludes AIS-dark flows — put them closer to 80% of pre-conflict volumes, and Qatar-linked LNG carriers are visible through Hormuz again; and Dangote breaks ground in Lamu on a 700 kb/d refinery that, with Lagos, would point to a ~1.4 mb/d African downstream system. The risk premium persists; the molecule-scarcity trade is fading.
