Speaker 1: Now we turn to the Mountain Eagle to read news
0:04
from Whitesburg. Your reader today is Bill and Arsenal. We
0:09
will begin with the addition dated April first, twenty twenty six,
0:14
which the publishers have donated to RADIOI as a reminder.
0:19
RADIOI is a reading service intended for people who are
0:22
blind or have other disabilities that make it difficult to
0:25
read printed material. In the first headline, Vocational Students lead
0:32
the way in lectter schools. Vocational school students in Leccher
0:38
County are working at more than ten agencies and businesses
0:42
across the county, and ninety five percent of them are
0:46
expected to graduate posts secondary ready. Area Technology Center Principal
0:51
Casey Breeding said addressing the Letcher County Board of Education
0:57
at its regular monthly meeting. Said the state set a
1:01
goal of seventy five percent of students being ready for college,
1:05
further technical education, or work. Last year, however, ninety four
1:11
point eight percent of Leccher County ATC students met that benchmark.
1:17
Most earned industry certifications required for jobs, and many graduated
1:22
with dual credit, meaning their classes counted toward both high
1:26
school and college requirements. We had one hundred forty five seniors,
1:32
and one hundred eleven of them got industry certifications. Breeding said,
1:37
we have ninety students this year with dual credit. We
1:40
had ninety five all of last year, so we'll exceed
1:43
that number. I'm expecting to exceed the ninety four point
1:47
eight percent from last year. The board invites a different
1:52
school principal to each meeting to report on progress. Breeding
1:56
was scheduled for the March meeting, and you all got
2:01
our kids twenty percent ahead of the state goal. Board
2:04
chairman Robert Kaiser said, that's just amazing. As part of
2:09
post secondary readiness, seventeen students are participating in the vocational
2:14
co op program this year, earning both pay and school
2:19
credit while working in their chosen fields. Breeding said students
2:24
are working at least ten locations, including West Weisburg Elementary School,
2:30
Callan Elementary School, and the school bus garage. One carpentry
2:35
student is helping build houses for flood victims in neighboring
2:39
Nott County through Homes Incorporated, while another handles social media
2:45
for the organization from its Whitesburg office. Other placements include
2:50
Parkway Pharmacy, Superior Drug, Wichburg City Hall, William's Mountain Vision
2:57
Children's Oil Breeding, Plumbing and Electtion and Precision Incorporated, a
3:02
metal fabrication shop in Kona. Two students have already been
3:08
offered jobs by their co op employers after graduation, though
3:12
one plans to pursue additional training. The main thing is
3:17
it gets them work experience. Breeding said, that's something that's
3:22
really hard to replicate in the classroom. It teaches them
3:26
to show up on time, how to dress, how to speak,
3:30
things that are hard to teach in a classroom. We're
3:33
really happy with that. Students are also nearing completion of
3:38
a tiny house, which will be displayed at an innovation
3:42
fair this spring before being offered for sale locally. A
3:47
second trailer is already in place for the next build.
3:52
The next headline is Neon rebidding sewer project as government
3:58
delays continue. A long delayed project to replace hundreds of
4:04
sewage grinder pumps in Fleming Neon will be rebid after
4:10
officials determined unnecessary federal requirements were included in the original
4:15
bid documents. The project involves replacing more than three hundred
4:20
fifty grinder pumps damaged in the July twenty twenty two flood.
4:26
The pumps are used to move sewage from homes and
4:29
businesses into the city's sewer system, particularly in areas where
4:34
gravity flow alone is impossible. The work is funded through
4:39
a FEMA Public Assistance grant of about two point million
4:43
dollars approved in twenty twenty four. City officials have set
4:48
roughly three hundred seventy grinder pumps were damaged when flood
4:53
waters filled with mud, silt, and debris swept through the system.
4:59
The project, however, has been slowed by a federal government
5:03
shutdown that has halted approvals needed to move forward. Officials
5:08
said that even if bids had been accepted, the project
5:11
could not proceed until FEMA resumes normal operations and grants
5:16
an extension. We recommend rejecting all bids and rebidding the project,
5:23
the city's project engineer told the council. It protects the
5:27
city from protest and could result in better prices. Four
5:31
bids were received, ranging from one point seven million dollars
5:36
to four point three million dollars. The rebid will remove
5:41
requirements tied to the Build America by American Act and
5:47
Davis Bacon wage rules, which officials said were mistakenly included
5:52
and are not required for the project. Officials said the
5:56
work could be rebid quickly and be ready for a
5:59
war once federal approvals resume. Despite that, the project remains
6:06
stalled for more than three years after flooding damaged the
6:09
city's sewer system. Mayor Rick Burke said the delays continued
6:14
to affect residents. We've still got people with sewage running
6:18
in their yards. Burke said, who knows when they might
6:22
resolve this. I've been waiting on a grinder since I've
6:25
been in office. I ain't seen them. I don't know
6:28
if we'll ever see them while I'm in here. Burke said.
6:33
Female rules have also limited flexibility in replacing damaged equipment,
6:38
requiring the city to match existing system components rather than
6:42
upgrade them. Meanwhile, other sewer related projects, including waste water
6:49
treatment plant repairs, lift station replacements, and gravity sewer improvements,
6:55
are expected to move forward soon as approvals are finalized.
7:00
Outside of infrastructure work, the city reported progress on its
7:05
new city Hall building and ongoing sidewalk construction, and continues
7:10
to demolish unsafe or abandoned structures under local ordinances. If
7:16
you own property in town and don't keep it cleaned up,
7:19
you may be next on the list, Burke said. Next
7:25
is the caption of a photo thirty people turned out
7:28
for No King's event. Pictured are some of the thirty
7:34
people turned out for the No King's Three protests in
7:37
Whitesburg on Saturday. The event drew an estimated eight million
7:42
people in towns and cities across the country. The protest
7:46
is intended to voice displeasure with President Donald Trump and
7:50
the billionaire class. According to estimates, at least eight million
7:54
attended one of the No King's Three rallies that were
7:58
held across the United States. And the next story McGrath
8:05
Rising costs top concerns for voters in the eastern Kentucky area.
8:11
Democratic US Senate candidate Amy McGrath said rising costs for
8:16
health care, energy, and everyday goods are the top concerns
8:20
she is hearing from voters across eastern Kentucky. During a
8:25
campaign stop in Whitsburg last week, McGrath said affordability, particularly
8:31
insurance premiums, is driving frustration among residents. I'm hearing the
8:36
same thing everywhere, prices, she said, How are we going
8:40
to bring them down? McGrath pointed to rising insurance costs
8:46
and said she supports a public option that would allow
8:49
people to buy into a government backed plan similar to
8:53
the Tricare coverage she receives as a retired Marine Corps officer.
9:00
He said she was surprised to learn that Appalachian Regional
9:02
Health Care does not provide insurance for retirees. When someone
9:07
retires from there, they have no health insurance, she said.
9:12
Mc grath also criticized tariffs and federal spending priorities, arguing
9:17
they are contributing to higher costs for consumers. Tariffs are
9:22
driving up the price of everything, she said, calling them
9:25
a slush fund for the president. She tied economic concerns
9:30
to foreign policy, warning that military conflict abroad could further
9:34
strain domestic resources. If we've ever needed leadership focused on
9:39
both national defense and the needs at home, it's now,
9:43
she said. McGrath, who has run unsuccessfully for Senate twice,
9:50
is seeking the Democratic nomination in a crowded primary. The
9:55
race is for an open seat following the retirement of
9:58
Senator Mitch McConnell after more than forty years in office.
10:03
She said her campaign is focused on kitchen table issues,
10:07
similar to those emphasized by Governor Andy Basher. That's what
10:12
matters what people are dealing with every day, she said.
10:16
McGrath also criticized aspects of current immigration enforcement and federal
10:21
drug policy, saying Congress must act as a check on
10:25
presidential power. The next story is Leccher educator warns of
10:33
next step in losing local control. The head of the
10:39
Leccher County Teachers Organization said she believes a bill making
10:43
its way through the General Assembly could lead to school
10:47
board members being appointed by a state official based on
10:50
political party, rather than being elected by the public. While
10:56
the bill currently targets large districts, defined as those with
11:00
more than three hundred thousand residents, LCTO president Regina Brown
11:06
said she worries the method could eventually extend to the
11:09
rest of the state. She told the Letcher County Board
11:12
of Education that Senate bill for would remove elected board
11:17
members in Fayette and Jefferson Counties, the two largest in
11:21
the state, and replace them with members appointed by the
11:24
state Treasurer, an office currently held by Republican Mark Metcalf.
11:30
It's just that next step toward taking away the public's
11:33
right to choose their board members, brown said. Brown, who
11:38
directs Letcher County School's special education programs, said if the
11:42
bill becomes law, it would be easier for the legislature
11:46
to expand it to other counties, possibly including leccher. I
11:51
can't imagine that the people who vote and pay taxes
11:54
in that county or in this county would like to
11:56
have their elected board members removed, she said. Say a
12:00
state official appoints two of your board members or three
12:03
to make it a majority, They could vote to raise
12:06
taxes and the people who pay those taxes would have
12:09
no representation. Senate Bill fort was originally written to establish
12:16
a five year professional development program for new school principles
12:21
and passed the Republican controlled Senate with unanimous support. It
12:26
was sponsored by a Senator, Stephen West, who represents Bourbon Fayette, Fleming, Harrison, Mason, Nicholas, Robertson,
12:33
and Rowan counties. However, when the bill reached the House
12:38
of Representatives, Representative Scott Lewis, who represents Davis, Hancock, and
12:43
Ohio counties in western Kentucky, sponsored a substitute in committee.
12:50
The substitute reduces the professional development program from five years
12:55
to three and requires districts with more than four schools
13:00
identified as needing comprehensive support and improvement to appoint a
13:04
seven member advisory committee made up of a parent, a
13:08
local government official, a teacher preparation faculty member, a district administrator,
13:14
a district teacher, a business owner, and an at large
13:18
community member. Most notably, it reduces the number of elected
13:25
board members in large districts from seven to five and
13:29
requires that two additional members with finance backgrounds be appointed
13:34
by the state Treasurer. Employees of boards of education who
13:39
work more than one hundred days per year would be
13:41
disqualified from serving on the board, a provision that would
13:45
remove Fayette County Board Chairman Tyler Murphy, who teaches in
13:49
Boyle County, at the end of his current term and
13:52
prevent him from running again. The five elected members in
13:58
each county would be chosen from news truly drawn districts,
14:01
but teachers would be ineligible to run. While the legislation
14:07
does not specify how districts would be drawn in Fayette County,
14:11
it does outline district boundaries for Jefferson County. Critics have
14:16
called the proposed map a racial jerrymander designed to concentrate
14:21
black voters into a single district and dilute their influence elsewhere.
14:27
Jefferson County Board chair Corey Schule told Louisville Public Media
14:32
the bill is anti democratic. The Kentucky Center for Investigative
14:37
Reporting said the districts outlined in the bill do not
14:41
match current precinct boundaries, making it difficult to determine their populations.
14:48
While the bill would place appointment power with a Republican
14:51
officeholder for now, that office could be held by a
14:54
Democrat in the future. Brown said the issue is not partisan,
14:59
but about they're micromanaging school districts and they're not trusting
15:05
the Commissioner of Education. She said the Senate has so
15:09
far refused to accept the House approved changes, and the
15:13
bill is now in conference committee. The next story is
15:19
courthouse closing Friday. The Electric County Courthouse will be closed Friday,
15:24
April third, in observance of Good Friday. The offices will
15:29
reopen for regular business on Monday, April sixth. And the
15:36
next story is golf Scramble April twenty second. The Center
15:41
for Rural Development will host its third annual Rogers Scholars
15:46
Golf Scramble on April twenty second at Woodson Bend Resort.
15:51
This is a fundraising event to support the Rogers Scholars program.
15:55
And high school students who will be attending our twenty
15:59
twenty six summer program. To sponsor a four member team.
16:04
The cost is three hundred dollars. And In the next story,
16:09
buy America rules slowing projects in Eastern Kentucky, a federal
16:16
law requiring US made materials is delaying affordable housing projects
16:22
and raising costs for developers in Eastern Kentucky and across
16:26
the country. The Build America, Buy America Act requires materials
16:32
in federally funded projects to be produced in the United States,
16:37
but many items commonly used in construction are difficult to
16:40
source domestically. Developers must apply for waivers, a process that
16:46
can take months. Some builders say the delays are forcing
16:51
them to scale back projects or avoid federal funding altogether.
16:56
One Kentucky developer said he plans to build fewer units
17:00
to sidestep the requirements. With housing shortages already affecting rural communities,
17:07
delays could further limit options for residents across the region.
17:13
In the next story, dumping fees dropped for the month
17:17
of April, as spring cleaning starts with spring comes spring cleaning,
17:24
and April is the month Letter County has set aside
17:27
spring clean up month. For the entire month, residents can
17:33
bring things they need to dispose of to the county
17:35
transfer station without paying the normal dumping fee. The transfer
17:41
station will be closed April third and fourth for Easter,
17:44
but it will be open from nine am to two
17:47
pm Monday through Sanity through April thirtieth. It's an annual
17:52
event for the County. Judge Executive Terry Adams said it
17:56
gives people an opportunity when they're cleaning around their homes.
18:00
They can get stuff to the transfer station and it's free.
18:04
The tire amnesty held last month is over, but residents
18:08
can still bring tires for a fee of three dollars
18:11
each or eight dollars for truck tires. Large amounts of
18:15
building materials will be charged the regular rate. Adams said.
18:21
Local organizations that want a fundraise can arrange with the
18:24
County Garage for their group to pick up garbage on
18:28
roadsides for one hundred dollars a mile. That program operates
18:33
throughout the year until the money is exhausted. The next
18:38
headline is new filings. Regulators watchdogs press Kentucky Power for answers.
18:47
New filings in the Mitchell power plant case show that
18:51
state regulators and outside groups are closely scrutinizing Kentucky powers
18:56
proposal to spend nearly two hundred million dollars on an
19:00
new cooling tower. The Kentucky Attorney General's Office and a
19:05
group representing large industrial customers have filed detailed questions asking
19:11
the company to explain how the project will be paid
19:14
for and whether customers could face higher costs over time.
19:19
Among other things, the groups are seeking information about when
19:23
structural problems in the existing cooling tower were first discovered,
19:28
and whether earlier inspections might have identified the issues sooner.
19:34
The filings also question how long the new cooling tower
19:37
is expected to last, and whether the company's cost estimates
19:41
accurately reflect the full expense of the project. Environmental group
19:47
Sierra Club has raised additional questions about whether Kentucky Power
19:52
fully considered alternatives, including buying power from other utilities or
19:57
converting the plant to use natural guess. Meanwhile, staff at
20:03
the Kentucky Public Service Commission are asking their own questions
20:06
about the project's cost, construction timeline, and potential impact on
20:12
electricity supply during the work. The filings mark the beginning
20:17
of a detailed review process that could shape, whether the
20:21
project is approved, and how much customers may ultimately pay.
20:28
The next story is turkey numbers up statewide, but what
20:33
about here? Turkey populations may be improving statewide, but harvest
20:40
numbers in Electric County tell a different story. With Kentucky's
20:45
twenty twenty six spring turkey hunting season arriving, state officials
20:50
say recent data shows turkey populations have rebounded in recent years,
20:56
offering encouraging signs for the twenty twenty six six spring season. However,
21:03
harvest numbers in Letter County have declined over the past
21:06
several years, reflecting concerns many local hunters have voiced about
21:11
turkey populations in the mountains. According to the Kentucky Department
21:16
of Fish and Wildlife Resources, hunters harvested one hundred seventy
21:20
one turkeys in Letter County in twenty nineteen. That number
21:26
fell to one hundred fifty nine in twenty twenty, one
21:30
hundred thirty seven in twenty twenty one, one hundred thirty
21:33
eight in twenty twenty two, and one hundred forty three
21:37
in twenty twenty three, before dropping more sharply to one
21:41
hundred seventeen in twenty twenty four. And ninety three in
21:46
twenty twenty five. Despite those local trends, statewide data suggests
21:53
improving conditions. Higher than usual brood survey results summertime accounts
22:00
of young turkeys hatched each year indicate strong reproduction and
22:05
a healthy number of gobblers available for hunters this spring.
22:09
All evidence suggests turkey numbers have improved over the past
22:13
five years, said Zach Danks, turkey grouse program coordinator for
22:19
the Kentucky Department of Fish and Wildlife Resources. We share
22:24
many hunters concerns about the turkey population, but the more
22:28
we learn about our flock, the more excited we can
22:31
be about the future. The spring season begins with a
22:36
youth only weekend April fourth through fifth, followed by the
22:40
general season from April eighteenth through May tenth. Hunters with
22:46
proper permits may harvest two birds during the season, but
22:50
only one per day. Legal birds must be male or
22:55
have a visible beard. Hunters telechecked thirty thousand, six hundred
23:01
and sixty one birds statewide during the twenty twenty five season,
23:06
fewer than in twenty twenty three and twenty twenty four,
23:11
but higher than totals recorded in twenty twenty one and
23:14
twenty two. Biologists say this year's season could produce another
23:19
strong harvest, based largely on reproductive success two years ago.
23:26
Brooge surveys conducted in twenty twenty four showed seventy percent
23:30
of hens had poults, up from sixty two percent in
23:34
twenty twenty three. Male poults hatched in twenty twenty four
23:39
will be vocal two year old gobblers this spring, typically
23:44
the age most sought by hunters. The average number of
23:49
poults for hen also increased statewide, rising from two point
23:53
three in twenty twenty three to two point seven in
23:57
twenty twenty four. Ganes were recorded across all regions, with
24:03
some of the strongest increases in Eastern Kentucky. Last summer's
24:08
survey showed an average of three point five polts per
24:11
hen statewide, with particularly strong production in eastern and central Kentucky.
24:18
Hunters are expected to see more jakes or juvenile males
24:22
this season. Danks said. Those findings are supported by a
24:28
three year study in western Kentucky that tracked more than
24:31
two hundred thirty turkeys using small transmitter devices. The study
24:37
examined nesting success, habitat use, and survival rates. Preliminary results
24:44
showed adult hen survival rates between seventy and seventy four percent,
24:50
with juvenile hens exceeding seventy five percent, higher than biologists
24:55
had expected. Researchers also found that the emergence of thirteen
25:01
year cicadas in twenty twenty four contributed to higher nesting
25:06
success and pulse survival in parts of western Kentucky. A
25:12
separate four year study involving nearly thirteen hundred banded male
25:16
turkeys found that annual harvest rates were twenty nine percent
25:20
for adult gobblers and six percent for jakes. Year to
25:25
year survival averaged fifty six percent for gobblers and seventy
25:30
eight percent for jakes. Harvest rates did not exceed the
25:34
thirty to thirty five percent threshold that past research indicated
25:38
could be unsustainable, so we're right where we want to be,
25:43
Dank said. We're providing opportunities to hunters while protecting the
25:48
flock long term. Officials encouraged hunters to review regulations before
25:55
heading afield. Key rules include youth season April fourth to
26:00
fifth and general season April eighteenth through May tenth. Hunters
26:06
may take two birds per season, but only one per day,
26:10
and must record and TeleCheck their harvest by midnight of
26:13
the day it is taken. Hunting turkeys over bait is prohibited.
26:20
The next story is jenkins man facing new charges after
26:25
alleged threats in jail. A Jenkins Man accused of having
26:31
his girlfriend smuggle contraband to a now former jail guard,
26:36
has been indicted again, this time for allegedly threatening the
26:41
girlfriend over a monitored jail telephone line. Gavin Polly, twenty seven,
26:48
of seventy seven to fifty nine Highway one, nineteen North
26:51
Jenkins is charged with two counts of intimidating a participant
26:56
in the legal process, third degree terroristic threatening, and second
27:01
degree terroristic threatening. Polly allegedly made threats to Samantha Mullins,
27:08
his co defendant in the earlier case, as well as
27:11
to individuals at her work place. The calls were made
27:15
from jail on a telephone line monitored by jail's staff.
27:20
Wachburg Police officer Justin Hunsucker testified before the grand jury.
27:26
He was named in an indictment returned by the Letter
27:29
County Grand Jury and handed up to Circuit Judge James W.
