A masked terror is on the loose in Philly—early morning, August 12th, around 5:30 AM—a young Black man, 16 to 20, wearing a creepy white “Chucky” baby doll mask and carrying a plaid backpack, chased joggers, made threats, and was allegedly filmed. One brave woman intervened, screaming for help and kicking him in the chest when he turned his attention to her.
