Latest / The Slippery Slope / Police Shooting in Townsville
Transcript
- 0:12Hi, I'm Jay Fallon. Thanks for listening to the
- 0:14Slippery Slope. So one thing I'm going to say
- 0:18something, and this is something I don't, I'm going to do
- 0:21something. This is something I don't do a
- 0:24lot of and that is actually complement the Queensland Police
- 0:27Service in the offices involved in this incident.
- 0:32And even though it was an incident which resulted in the
- 0:37in the shooting of a of a man in QLD, I'm reading through the
- 0:43story thinking you you can tell that these guys, these officers,
- 0:49they they weren't there. They were there to to do their
- 0:52duty. They were trying to avoid.
- 0:55Seems to me after reading this, they were out there to avoid
- 0:59what actually happened there and they put everything into, I
- 1:02think, trying to avoid this outcome, but it seems like it
- 1:08was possibly virtually unavoidable.
- 1:12What else could you do? And you know, like I said, I'm
- 1:16very rarely, very rarely these days sitting there complimenting
- 1:24police in Queensland. But I've got to take my hat off
- 1:28to these officers and also empathise with what they've gone
- 1:35through here. And you can see the actions that
- 1:38they've taken and why and how, why.
- 1:41I'm saying that they were obviously trying to avoid this
- 1:45outcome that actually happened. So a few days ago I'll bring
- 1:50this story up so you can see a few days ago at Townsville Man,
- 1:54the Townsville Man was was shot dead by police.
- 1:58I'll bring this story up. 26 year old Townsville man has been
- 2:00shot dead by police. So please write to me as
- 2:05residents an hour after they were called to form a mental
- 2:08health check. Well, that's pretty routine.
- 2:10It's pretty standard being asked to perform the mental health
- 2:13check, so mental welfare cheque by police resulted in the
- 2:17shooting death. Police were called to amount
- 2:19Louisa Townsville address just after 12:10 AM on Sunday, with
- 2:24two officers arriving at the residence an hour later,
- 2:27Queensland Police Service said in a statement.
- 2:29The man allegedly advanced at the attending officers with a
- 2:32knife before being shot, QPS confirmed.
- 2:37At the time of the shooting, 6 police officers were present and
- 2:41This is why I these are some of the reasons why I believe you
- 2:45know they will. Obviously they knew that there
- 2:49was a threat. They knew that there was
- 2:50something. This was something serious and
- 2:51they weren't. It wasn't just about, hey,
- 2:53having a couple of people there. There's nothing blase about it.
- 2:57You got six officers. That's really, especially in a
- 3:00place where towns, that's a lot of resources to send to one's
- 3:03mental health check job, but obviously they're taking it
- 3:06seriously. I think so.
- 3:07Queensland Police. So Queensland Police said the
- 3:10officers performed first aid over there.
- 3:12Off efforts were unsuccessful. Acting Chief Superintendent
- 3:15Chris Lawson said police attempted to use a Taser to
- 3:19disarm him. I heard this initially when the
- 3:22story first came out and it really pricked my ears because
- 3:26that's not the procedure. You don't.
- 3:30If someone is presented an eye, you're a police officer and some
- 3:34someone presents a knife, you don't go for the Taser to go for
- 3:37the gun and that. That's just, that's just
- 3:40procedure because there's certain people overlook this.
- 3:43It's so easy to kill with a knife, you know.
- 3:48There's footage out there, you can see footage and people
- 3:51killing with a knife. Remember there's a I'd seen the
- 3:53footage, the chapter got killed in Brisbane.
- 3:56Couple of young followers, sparring, having a bit of a
- 4:00fight. One of them's got a little, just
- 4:01a tiny little knife, straight jab, straight out, grabs, hits a
- 4:07big fella right in the neck. Just very quick, big, full of
- 4:11goes down. It's slashed his artery there
- 4:14and seven seconds later he's bled out.
- 4:16It is so quick, so easy to kill with a knife.
- 4:19You. You it's not recommended to
- 4:22pelletizer. You're supposed to pull your gun
- 4:24last time. You know, I've been out for a
- 4:26bit over year now, but I've been out of GD for a long time.
- 4:29But like, you know, it was never the procedure that you pull your
- 4:33Taser. If you if you're presented
- 4:34someone's presented a knife, you, you pull your gun.
- 4:37And This is why I'm saying it seems obvious.
- 4:39It seems like these officers were trying.
- 4:42They were their and they were trying to avoid this very
- 4:45outcome. But acting Chief Superintendent
- 4:49addressed questions during a press conference on Sunday where
- 4:52he was asked why it took police now to respond.
- 4:54They're in Townsville, Richie. We were responding to a number
- 4:58of incidents and as a result of priorities and police being
- 5:00available, the first available unit got there at 1:15.
- 5:04I'm look, like I said, I don't know if I have a lot of sympathy
- 5:11for QBs as a whole, the organisation, but these
- 5:13officers, especially these officers at the moment in
- 5:15Townsville, they're they're being run ragged, ragged because
- 5:19of the youth crime. So you know, it's it really,
- 5:24come on. It's understandable.
- 5:26It is understandable. You got to have a bit of a bit
- 5:28of empathy for what police are going through up there, he says.
- 5:32It's understood that family members were present at the home
- 5:35during the time of the call and shooting and were attempting to
- 5:38deescalate the situation. The matter is under
- 5:40investigation by ESC there. So the the the two main reasons
- 5:48why I'm saying I'm, I can see, I can understand.
- 5:53And it seems to me that police were trying their best to avoid
- 5:57the situation. If there were six officers there
- 5:59at the time of the shooting, you know, they they weren't just
- 6:02looking at this, OK. It's just another mental health.
- 6:05It's just another check, OK. Something serious is going on.
- 6:09More resources, especially in the town like Townsville, it's
- 6:12it's a big deal to have 6 copies of one job like that and then
- 6:17for them to attempt to Taser someone when there's already a
- 6:19knife presence It it I think it shows that there is
- 6:23consideration that hey you know we this is something we want to
- 6:31avoid. We want to avoid taking a life
- 6:34and in the end it seems like, well, and I'm probably reading a
- 6:38lot into it that were the backs against the wall.
- 6:44But one thing I'd like to share with my own experience,
- 6:49especially obviously it was only when I was in general duties
- 6:53GD's that I was dealing with mental health patients.
- 6:56And there was one job I remember very clearly that it made me
- 7:00realise that I was very ill equipped, very ill equipped to
- 7:05deal with mental health, people who had mental health issues.
- 7:13I remember I shouldn't laugh at me.
- 7:16It was it's I felt sorry for this lady.
- 7:18She OK, so we we called to this job going dumb.
- 7:23Come in with the actual quality. It might have been like a mental
- 7:26health check as well. Go and do a check on this lady
- 7:29some. She'd been having some issues
- 7:31and I can't remember who called it in and we had to go and
- 7:35check. Now I remember my partner.
- 7:38He was saying that, well, he hadn't dealt with her in quite a
- 7:43while and he made the comment on she must be off her meds because
- 7:47I haven't had to deal with it for quite a while.
- 7:51And then he he told me the story the the last time he had dealt
- 7:55with her, and she'd been, she'd been.
- 7:59She's being held, so police had to take her into their custody.
- 8:04She had then, while she was in the watch here she had smeared
- 8:08herself with her own faeces and he's told me there's probably
- 8:14just a but anyway true story. And our it was.
- 8:19I want to tell you his name. But he they, they called him,
- 8:22they called him Cracker. What the heck?
- 8:26I don't wanna deal with someone that likes to smear themselves.
- 8:29I'm just all the stuff going through it anyway.
- 8:31So I remember we get to this place and all, you know, we're
- 8:34calling out, we're trying to see what's going on.
- 8:36About to walk in to the place and and check it out even though
- 8:39no one answered. I've gone inside just because
- 8:42you know, you don't know whether you know.
- 8:45You've got to check in case someone's, you know, decided to
- 8:48end, end things themselves. And I'm going through the living
- 8:52room, walking through the house, remember walking to the living
- 8:55room. It's very kind of old style.
- 8:56And the furniture is very old style.
- 8:58And it's like in the living room, it's one of these old
- 9:01settings where you've got, like, the cupboards.
- 9:03And then you've got the cupboards and you've got, like,
- 9:06a settee where you would have, like, plates and stuff all on
- 9:10display. And then it kind of like sinks
- 9:12back into a mirror down the back and then comes out again.
- 9:16And you've got more, more like, shelf space where you can have
- 9:19things on display. And so there's no one.
- 9:21I'm calling you out, and there's no one in this living room.
- 9:24And so I'm walking through. I'm walking through the living
- 9:27room, and then I jump with a fright because where it kind of
- 9:30sinks back. And you see the mirror.
- 9:32I kind of see it at the corner of my eye.
- 9:33And I jump back. There's a woman sitting.
- 9:36She's perched like a little bird and she's all jump up.
- 9:41So she's she's like crunched up like this, like crunched up in
- 9:47the in the little city, hidden in like where it sunk in in with
- 9:53the mirror behind her and just crouched there, sitting with her
- 9:56hands up like this, sitting. And I'm like, what the flip
- 10:00she's she scared me. It's just like, I got a fright.
- 10:03I'm like, what the heck am I? And I'm like, I just remember
- 10:09because she's sitting there like like a bird, literally like a
- 10:12bird just sitting there looking at me and I'm like, what the
- 10:15heck is going on? Anyway, I kind of coasted down
- 10:20eventually and she gets, but it was at that moment I realised I
- 10:24am not equipped. I I I don't have the the skills,
- 10:30the skill set. I I have the skill set to arrest
- 10:34people, to wrestle, to get into a fight, maybe if I had to, to
- 10:38defend myself, to try and you know to investigate, to look at
- 10:42things to crime and and a bit of skill with dealing with law law
- 10:49issues. But dealing with mental health
- 10:51patients mean I'm sitting there going, man, I don't know what
- 10:55I'm doing. This lady is crashed up there
- 10:57like a bird just looking at me, not saying anything.
- 11:00OHS is a little unsettling. Kind of coached it down.
- 11:05Talk to her. Got her to get into the the car
- 11:10with us and then transported to Cairns.
- 11:14If my memory serves me correctly, I think she might
- 11:16have been released from the mental health ward before we'd
- 11:19even made it back to our station.
- 11:21So. But all I'm saying all this for
- 11:27is police. Unfortunately when it when it
- 11:34comes to these jobs. I think Lisa called to these
- 11:37jobs in this. In a lot of ways this is beyond
- 11:41them. It is and and I'm not saying
- 11:43that police shouldn't be at the jobs cause you probably should
- 11:45be at those jobs because to help with secure with security kind
- 11:51of thing and to help with that presence of law.
- 11:55But realistically, some of these things I think I felt like
- 11:59police were unequipped. I felt that day I was
- 12:01unequipped. What am I gonna do?
- 12:02How am I? How am I handling this?
- 12:04I mean, everything ended up OK with this lady eventually, but
- 12:08it just made me realise how easily things can escalate when
- 12:11you're dealing with people who have have some serious mental
- 12:15health issues. And then what I found was they
- 12:19inadvertently that's like they'd always decide, oh, it's all
- 12:22good, I'm going to go off my meds.
- 12:24I'm going to have a change. I've got some family coming.
- 12:26So you know, I I'm not supposed to drink alcohol, but I've got
- 12:30friends and family coming over. So hey, I'm going to get on the
- 12:34we're all this weekend and just hit it and then you're like and
- 12:37then it it all goes pear shaped form and police are called in
- 12:43and unfortunately that's what it seems like happened here.
- 12:47Lisa called in from mental health check and sometimes I
- 12:52think you know would have been better off if something like
- 12:55this. They had a know you can't have a
- 12:58doctor or something but someone else present who can.
- 13:01Just go in there beforehand and start talking.
- 13:04Try and get a sense of the situation.
- 13:06Trying a mental health worker. A, You know, a a health worker,
- 13:12a counsellor, Someone stop. I felt like I wasn't equipped to
- 13:17deal with with people who were having mental health issues, who
- 13:21were having breakdowns by the and how much more and how The
- 13:27thing is. It's like to me these officers
- 13:30have been put in a into a situation and and and then you
- 13:37you confronted, they put into a situation which realistically
- 13:40you're you're not. I don't think you're you're
- 13:42really that well trained for when it comes to dealing with
- 13:46mental health patients. You can go through scenarios at
- 13:49the Academy, but nothing. Nothing, really, no, nothing can
- 13:58really help you. You know, for that time when
- 14:02you're really confronted with people with some serious issues
- 14:05and they cannot be talked down, you need more than just the
- 14:10experience of lease training. But anyway, look, just reading,
- 14:18just going by the reports. From what I've heard on the
- 14:21radio, the the news reports and from what I have read, ah,
- 14:26condolences to the to the, to the man who, you know, his
- 14:30family, the man that lost his life and his family, but also to
- 14:35these officers who are presented with this and then were forced
- 14:38into this situation. I don't, I don't think our
- 14:43governments, I don't think QPS, the organisation and I don't
- 14:47think our government, because this is a situation that's been
- 14:50going on for a long, long time. So I I don't think this is a
- 14:55situation, I don't think the sorry that the government and
- 14:59the police organisation and the union are really supporting
- 15:03things and really coming up with solutions that really help
- 15:08prevent these situations from continuing.
- 15:11We need to come up with a better way.
- 15:13We really do. Yeah, that's just my opinion.
- 15:16Let me know what you think, Jay Fallon.
- 15:21As always, just my opinion. Thanks for listening to this
- 15:24slippery slope.
