Latest / Early Edition with Ryan Bridge / Chris Cahill: Police Association President on the government's $1.3 billion dollar road policing investment programme
Transcript
- 0:00Speaker 1: The government wants police to do an extra two hundred
- 0:02Speaker 1: thousand breath tests per year and also to start drugs
- 0:07Speaker 1: saliva testing. They want fifty thousand of those done every year.
- 0:11Speaker 1: It comes after yesterday. Well actually at the weekend, boy
- 0:15Speaker 1: races over seemingly overwhelming police in Hamilton and one of
- 0:20Speaker 1: them ramming a cop car. Have listen, pretty frightening and
- 0:35Speaker 1: the police officers were standing at look like standing at
- 0:38Speaker 1: the door of their car, had to jump out of
- 0:39Speaker 1: the way. Very dangerous stuff. Chris Carhill's the Police Association president.
- 0:43Speaker 1: He's with us Live this morning.
- 0:44Speaker 2: Good morning, Good morning Ryan.
- 0:46Speaker 1: First, see what did you think watching that video?
- 0:49Speaker 2: Yeah, it's pretty horrific, isn't it. Through these events seem
- 0:53Speaker 2: to have made a dramatic change. They were driving events
- 0:56Speaker 2: that were bad and incredibly annoying at times a bit dangerous.
- 1:01Speaker 2: Now they seem to be disorder offenses where people they're
- 1:05Speaker 2: there to almost bake the police, take on the police,
- 1:07Speaker 2: and it sees who are here to do the craziest
- 1:09Speaker 2: thing there and get the biggest video is the winner
- 1:12Speaker 2: And it's pretty concerning. I mean those officers could have
- 1:15Speaker 2: been seriously hurt. It was very marginal.
- 1:17Speaker 1: What do you do about that if they're filming it
- 1:19Speaker 1: and it's almost becomes a sport in and of itself,
- 1:22Speaker 1: do you just not turn up to these events?
- 1:24Speaker 2: Well, I think they cannot because they're already doing. I mean,
- 1:27Speaker 2: we're having even when the police aren't there, people are
- 1:30Speaker 2: being put at risk, people injured as well. Look, I
- 1:34Speaker 2: think there has to be some penalty for those that
- 1:37Speaker 2: are actually posting this stuff, and certainly the ones that
- 1:39Speaker 2: are inciting on those posts. You know, it's telling police
- 1:43Speaker 2: to people to turn up, telling people to throw things
- 1:45Speaker 2: at the police, these sorts of things. I think there
- 1:48Speaker 2: has to be something that's cracked down on as well
- 1:50Speaker 2: as not just turning up at the event.
- 1:52Speaker 1: Some in Brown wants police doing more breath tests. They
- 1:55Speaker 1: also want to start that drug saliva test, and let's
- 1:57Speaker 1: start with the breath test for a start, extra two
- 2:00Speaker 1: hundred thousand a year up to I think it's three
- 2:02Speaker 1: point four million, sorry, three point three million now up
- 2:07Speaker 1: from three point one million roadside alcohol breath tests. Is
- 2:10Speaker 1: that a reasonable ask?
- 2:12Speaker 2: Well, it's a bigger ask. I mean, you know, we
- 2:15Speaker 2: currently have a target of around that three million, but
- 2:18Speaker 2: I think police have only man has hit it twice
- 2:20Speaker 2: in the last ten years, and that just gives you
- 2:22Speaker 2: an mind how but the police are there's a lot
- 2:25Speaker 2: of other work going on out there and something you'll
- 2:28Speaker 2: have to give. I mean again, pat stuff. You are
- 2:31Speaker 2: police from the beat, You've got the retail cry and
- 2:34Speaker 2: we still have them down with the issue of family
- 2:36Speaker 2: harm and mental health. So it's going to be a
- 2:39Speaker 2: big stretch for police to be able to achieve this.
- 2:41Speaker 1: And they're doing one and the other with the drug testing.
- 2:45Speaker 1: How long? What is the process for the drug testing?
- 2:48Speaker 1: Is that as easy as a breath test?
- 2:50Speaker 2: Now that's not I mean at this the proposals you'll
- 2:54Speaker 2: do two mouth swabs so and then there's variations of
- 2:59Speaker 2: that opinion on what the results are and what the
- 3:01Speaker 2: person lecks to do. But I would have thought that's
- 3:04Speaker 2: going to take a minimum sort of fifteen minutes, maybe longer.
- 3:08Speaker 2: And so you work out fifty thousand, that's about twelve
- 3:11Speaker 2: and a half thousand officer airs a year. So that's
- 3:14Speaker 2: an incredibly increase. And we're at the police as well,
- 3:18Speaker 2: So it's going to be a real challenge. And I
- 3:20Speaker 2: think the question that I'll be asking the Minister at
- 3:22Speaker 2: Plice what's going to give. Where do you want them
- 3:24Speaker 2: to stop doing because you can't just keep any more on?
- 3:27Speaker 1: Yeah? Absolutely, Chris, Thanks so much for your time. Chris,
- 3:30Speaker 1: can't hold the police Associa. Oh actually, just before you go, Chris,
- 3:33Speaker 1: we've had a text coming from someone who works at
- 3:35Speaker 1: police saying that there's some redundancies apparently going to be
- 3:38Speaker 1: announced today or tomorrow.
- 3:39Speaker 2: Are you aware of those? Yeah, there over will be
- 3:42Speaker 2: a big announcement I think probably tomorrow's staff for getting
- 3:46Speaker 2: the facts in the next twenty four hours sort of thing.
- 3:49Speaker 2: So I don't want to say too much, but yeah,
- 3:52Speaker 2: there's certainly a proposal that we're going to get all
- 3:54Speaker 2: the details of in the next couple of days, which
- 3:57Speaker 2: we'll be watching closely. They will be employees or non
- 4:01Speaker 2: sworn staff, not sworn police officers, but a lot of
- 4:04Speaker 2: those staff are what actually enabled police officers to go
- 4:07Speaker 2: out and do their job every day, so we'll be
- 4:09Speaker 2: watching that very closely.
- 4:11Speaker 1: Any idea of numbers at the stage, Chris, Look, the.
- 4:15Speaker 2: Figure that was bended around at the start was in
- 4:17Speaker 2: their one hundred and seventy five range. But we just
- 4:19Speaker 2: want to see what has actually been settled on now
- 4:22Speaker 2: that they've gone through a process.
- 4:23Speaker 1: Thanks so much for your tome really appreciated, Chris Carhell,
- 4:25Speaker 1: Police Association President.
