A 19-year-old brother of the suspect in the fatal shooting of Penn State student Billy Schmidt has turned himself in, adding another twist to a rapidly unfolding case that also involves an attempted carjacking with shots fired. His younger brother, 16-year-old Azzubair Outen-Fleming, is already charged with murder and was captured by U.S. Marshals in Colorado.
