Sixteen years after Dodd-Frank aimed to track small business lending, not a single data point was ever collected—until now. A 2023 attempt collapsed in court, but the Consumer Financial Protection Bureau rolled out a watered-down version that excludes merchant cash advances, agricultural loans, and all loans under $1,000. The reporting threshold jumped from 100 to 1,000 transactions, and small business revenue caps tightened from $5M to $1M.
