Latest / Early Edition with Ryan Bridge / Martin Glynn: AA Policy Director on the introduction of congestion charging
Transcript
- 0:00Speaker 1: The legislation is on the way to introduce congestion charging
- 0:03Speaker 1: on our busiest roads. The bill will be drafted and
- 0:06Speaker 1: introduced this year select committee. From early twenty twenty five,
- 0:09Speaker 1: local councils will propose what their ideas are for local roads.
- 0:13Speaker 1: N ZTA will help with the design. The funds supposedly
- 0:18Speaker 1: will be ring fence. They must be reinvested back into
- 0:22Speaker 1: transport in the area. They were taken from the AA
- 0:25Speaker 1: Policy director as Martin Glynn's with us this morning. Martin,
- 0:28Speaker 1: good morning, Good to have you on the show.
- 0:31Speaker 2: Good morning, right.
- 0:32Speaker 1: So is this just local roads that we're talking about?
- 0:36Speaker 1: Will this actually help motorway traffic?
- 0:40Speaker 2: No, I don't think it's local roads at all. I
- 0:42Speaker 2: think there's a very high chance that the two scheme
- 0:45Speaker 2: will be on one or more walks leaves.
- 0:49Speaker 1: Okay, so we're not just talking about CBD congestion charging here.
- 0:54Speaker 2: No, we're not. I mean all the singles we've had
- 0:56Speaker 2: Ryan As. It'll be focused on negwork performance. Auckland City
- 1:00Speaker 2: centers to such a tiny proportion of the traffic it
- 1:03Speaker 2: doesn't it's sort of unable to have it impact on
- 1:05Speaker 2: the whole network. So yeah, we're expecting it'll be beyond
- 1:09Speaker 2: the city center. But we'll have to wait and see
- 1:10Speaker 2: what finally, what Auckland proposes.
- 1:12Speaker 1: Which I guess makes sense. The NZTA is involved, right,
- 1:16Speaker 1: given the motorway networks run by central.
- 1:20Speaker 2: Yeah, I think it's a combination of that and the
- 1:22Speaker 2: government wanting to be really sure whatever's proposed is actually
- 1:25Speaker 2: going to shift the dialogue congestion.
- 1:28Speaker 1: In Europe, Asia the Middle East where they've done this.
- 1:31Speaker 1: It only seems to work in those central areas if
- 1:34Speaker 1: you have good public transport alternatives. Do we have that
- 1:38Speaker 1: on our motorway network, No.
- 1:42Speaker 2: We don't. Most of the motorway trucks are heading to
- 1:47Speaker 2: the city center, they're all over the place. A public
- 1:50Speaker 2: transport is now pretty good. And then out of the
- 1:52Speaker 2: city center and an Auckland's cases, of course we'll get
- 1:55Speaker 2: a lot better with the city rail length. But generally, ye,
- 1:58Speaker 2: public transport is a unable to provide a motorway trips.
- 2:03Speaker 1: What's a reasonable charge? Do you reckon? I saw Wayne
- 2:05Speaker 1: Brown saying five bucks a cup of coffee?
- 2:09Speaker 2: Yeah. I think it's a hard question to right to answer,
- 2:14Speaker 2: and I will need to be about that. And they've
- 2:16Speaker 2: automated people, you know, really think about whether they need
- 2:19Speaker 2: to be on the network or not. But they're led up. Yeah,
- 2:22Speaker 2: like you know, five bucks a trip for someone who's
- 2:25Speaker 2: you know, it doesn't work in the office and they're
- 2:26Speaker 2: not not don't have the kind of work from home
- 2:28Speaker 2: offer in a couple of days a week, that's you know,
- 2:29Speaker 2: that could be fifty bucks, that's the way. But yeah,
- 2:31Speaker 2: that's a big amount. And that's one of the things
- 2:34Speaker 2: we're really concerned about that the charges has got to
- 2:36Speaker 2: be affordable because you know, people don't need the alternatives.
- 2:39Speaker 2: You know, they've still got to drive.
- 2:41Speaker 1: Absolutely, Thanks for you Tom this morning. Martin Martin Glenn,
- 2:44Speaker 1: the AA policy director for US. And don't forget that
- 2:47Speaker 1: those changes, I mean that will be a couple of
- 2:49Speaker 1: years before they come into for so for people who
- 2:52Speaker 1: are worried right now.
