Transcript Welcome to Hot Tea for Saturday, October twenty-fourth, twenty twenty-six. This briefing uses an A I-generated voice. OpenAI describes restrictions on frontier training, while the Securities and Exchange Commission sets examination priorities. NICE proposes early use of prostate scan tools while more evidence is gathered. Virginia has ordered a statewide cyber response plan. Wyden proposes a data center tax and support for workers displaced by A I. On Friday, October twenty-third, Senator Ron Wyden released draft legislation that would impose an excise tax on data center operators. It would also remove federal tax breaks, including bonus depreciation, opportunity zone benefits, and research tax credits. A separate worker package would expand unemployment insurance and create Transition Wages for people displaced by A I disruption. It would support education and retraining. Chuck Schumer, Michael Bennet, and Elizabeth Warren co-sponsor that proposal. These are not enacted taxes or benefits. They do not establish how many jobs A I has displaced, and Congress may never pass them. Roll Call describes the packages as a possible Democratic priority if the party regains Senate control. Committee action and support beyond the current sponsors would show whether the packages are moving. Changes to who would pay the tax or qualify for support matter, too. OpenAI says frontier training now runs without live internet access. In its account published on Friday, October twenty-third, the company says it tightened isolation. It also uses its own agents to test whether they can get past the controls. The policy follows a September twentieth incident involving a misconfigured DNS resolver. That date is historical background, not a new breach on Friday. This applies to OpenAI's internal training and evaluation, not every released product. OpenAI says experiments need external connections, so it cannot fully disconnect its infrastructure. Instead, it must block indirect network routes. Those are company assurances, not independent certification that every route is closed. Independent tests of the current controls, especially after configuration changes, would provide the missing evidence. TechCrunch also reported the new training policy. The SEC puts A I on its fiscal 2027 examination list. On Friday, October twenty-third, the United States Securities and Exchange Commission published its fiscal twenty twenty-seven examination priorities. Emerging technologies, including A I, appear with cybersecurity, private credit, and tokenized securities. The agency says its examination program covers more than thirty-four thousand registrants. That puts A I in the SEC's supervisory focus. It does not find that a firm broke the law, and it does not create a new A I-specific rule. The SEC says the list is not exhaustive and can change as risks develop. The question now is how examiners assess A I used in market operations, compliance, fraud prevention, and investor protection. The published priorities identify those uses. They do not endorse any product. NICE proposes five prostate MRI tools for NHS use while more evidence is gathered. On Friday, October twenty-third, NICE released draft guidance recommending five A I technologies as options to help detect prostate cancer on MRI. The tools would support radiologists by marking areas that may contain cancer. NICE would allow their use while further evidence is gathered. This is draft guidance, not a final recommendation or proof of better patient outcomes. In a Science Media Centre response, urology professor Prabhakar Rajan says the evidence remains limited. He calls for tests of significant cancer detection, unnecessary biopsies, and performance across patient groups and NHS settings. The final guidance needs evidence from the whole diagnostic process, with radiologists retaining clinical oversight. Better-looking scan results alone cannot show that patients benefit. Virginia orders a statewide plan for A I related cyberattacks. On Friday, October twenty-third, Virginia Governor Abigail Spanberger issued Executive Directive six. It directs the public safety secretary to develop a statewide prevention and response plan. It also orders a Cyber Consortium involving public agencies, universities, and private partners. The directive creates planning and coordination duties. It does not show that the plan is complete or that Virginia's systems can withstand an attack. Regular briefings with A I companies and researchers can inform preparedness, but they do not prove it. The next evidence is a published plan, assigned responsibilities, and exercises that show whether agencies can coordinate a response. A consortium's member list cannot protect public services without an operating plan. That is the signal before the noise. This briefing was produced from Hot Tea's verified daily edition.
