According to AlterNet’s account of The Atlantic’s reporting, CIA Director John Ratcliffe traveled to Moscow in August 2026 and warned Russian security officials that neither Russia nor Ukraine was winning the war. He reportedly said Russia had made no meaningful gains while Ukraine had been unable to expel Russian forces from occupied territory. Ratcliffe did not meet Vladimir Putin; Russian intelligence officials documented the message for him through a private back channel.
