- 0:00Joining us now, you know her. She's Maine Secretary of State.
- 0:03She's a Democrat candidate for governor.
- 0:05Please join me in welcoming back to the program, Shanna Bellow.
- 0:08Shanna, welcome back to INSIDE Maine.
- 0:10Good morning. It's always a pleasure to be on
- 0:13your show. So, Senator, I want to ask you
- 0:15the question. I see, Senator, old habits die
- 0:17hard. I was a senator, you know that.
- 0:21I represented central Maine. I represented a district and
- 0:24voted for Donald Trump and voted for me.
- 0:26I used to have to stand in front of you and answer your question.
- 0:29See how the tables have turned. You know, I'll always answer
- 0:35your questions. Well, so we've been asking
- 0:37people to text in and there's, there's one question I kind of
- 0:40want to unpack because people have said they've they've seen
- 0:42your commercials and I know you've gotten a lot of mileage
- 0:45out of standing up to Donald Trump telling him to go jump in
- 0:48the Gulf of Maine. There's this kind of attitude
- 0:51and atmosphere out there right now when it comes to Democrats
- 0:54and Republicans. And I think you you've spent a
- 0:56lot of time in Augusta and I'm sure you've seen the change
- 0:58since you've been there. And here we are now at a point
- 1:01where the Democrats over the last several sessions have
- 1:03passed majority only budgets. There are Republicans in elected
- 1:07office or there might be Republicans or independents out
- 1:09there that worry if the next governor is a Democrat.
- 1:13They might shut out all external perspectives.
- 1:16And we realize that you have to be strong against Donald Trump
- 1:19in order to win a primary. But here's the question, when
- 1:22you become governor, how can people have different points of
- 1:25view than yours feel that their views would be represented in a
- 1:29Bellows administration? I love that question.
- 1:33And we've known each other for a long time.
- 1:35And so, you know that my work ethic has always been about
- 1:38diverse perspectives. And in fact, you know, I have
- 1:42been standing up to Trump. I have been protecting Mainers
- 1:45voter data. I have been pushing back against
- 1:48ICE. However, at the very same time
- 1:51I've been modernizing our elections and the beer motor
- 1:54vehicles and while the general fund budgets, those budgets for
- 1:58education and healthcare and other programs have been
- 2:02majority only under Governor Mills and I'm not part of the
- 2:05Mills administration. The Secretary of State is
- 2:07completely independent because the Secretary of State is
- 2:11elected by the Legislature. Of course, the transportation
- 2:15budget is separate from the rest of the budget and the Bureau of
- 2:19Motor Vehicles budget. That has included initiative to
- 2:24bring new online services like online renewals of Real ID, for
- 2:29example, bringing appointments to the BMV be bringing a new
- 2:32mobile unit for the BMV like ABMV branch and a truck that we
- 2:36deployed to Belfast and Dover, Foxcroft and Holton.
- 2:39Those budgets that I have proposed, I've worked closely
- 2:42with Republicans like Senator Brad Farren and Representative
- 2:47Wayne Perry so that we have had unanimous support for all of my
- 2:51budgets. And so my commitment to
- 2:53Republicans when I am governor and I I think I will win the
- 2:57primary and I think I'll win in November, is that I will always
- 3:00have an open door for for every good idea.
- 3:02And I want to work on bipartisan budgets and bipartisan
- 3:06legislation. It's what I've done as
- 3:08secretary. And I think it actually sets me
- 3:10apart from other folks in this race because you don't have to
- 3:14just take my word for it. Look at my record as secretary.
- 3:18Look as look at my record. And you were in the Le Page
- 3:21administration. And in my first term as a state
- 3:23senator, I was representing a Trump district.
- 3:27And I brought bills that didn't get support from the governor,
- 3:31but I brought one bill and that was to streamline medical
- 3:34licensing because Governor Le Page was concerned about the
- 3:37lack of doctors in our state. I am too.
- 3:39I still think it's an issue. And we wanted to update the
- 3:43licensing process and make it more efficient.
- 3:45And I was really delighted that he ended up supporting that bill
- 3:48and we got it passed into law. And it's.
- 3:51So I think that those are a couple of examples of how I've
- 3:54worked really closely with Republicans in the past.
- 3:57And it's, it's why, you know, yesterday after the debate on
- 4:00Thursday night, I, you know, a long time Republican former
- 4:05candidate for federal office texted me and said you did a
- 4:08great job. We need to get coffee sometime
- 4:10soon. Well, I noticed you, you've
- 4:11mentioned at that debate and again here this morning that
- 4:13you're not in the Mills administration, which I think
- 4:15says something about the popularity of our current
- 4:17governor. But two things that people that
- 4:19listen to my show are concerned about under this administration
- 4:22has been the reports of Medicaid fraud and also the reports of
- 4:28the the proliferation of no bid contracts that have been awarded
- 4:31by the Mills administration. What specifically would you do
- 4:34to address those two concerns? We need 0 tolerance for fraud
- 4:39and no bid contracts are a real problem and honestly our
- 4:43procurement system needs complete reform.
- 4:46We're wasting for example millions of dollars on an out of
- 4:50state company for non-emergency transportation.
- 4:53This is for seniors and people with disabilities.
- 4:55This company's not doing its job.
- 4:57I've heard from folks all across the state that get stranded and
- 5:00if they miss more than three doctor's appointments, then they
- 5:02lose their their doctor, they lose their provider.
- 5:05So that's an example of waste in government that needs reform.
- 5:10And I think my experience with Secretary of State shows that
- 5:13you can find savings. I found millions of dollars of
- 5:16savings in the DMV, turned it back into streamlining, cutting
- 5:21red tape, making things more efficient for businesses and for
- 5:24our customers. And I think that's what we need
- 5:27to do now. When it comes to fraud, we
- 5:29should be auditing every single program where taxpayer funds are
- 5:33being spent and we need to make sure that there is no waste,
- 5:38abuse or fraud. We as secretary, I brought post
- 5:42election audits to me. We didn't used to have post
- 5:45election audits and now we do. I partnered with the legislature
- 5:48to do that. I also oversee very strict
- 5:52audits of our license and ID transactions at the BMV.
- 5:56That is extraordinarily important.
- 5:58I take cybersecurity really important, really highly
- 6:01importantly and the national level I've cared A bipartisan
- 6:05election security and cybersecurity working group and
- 6:08in Maine I'm I serve on the Cybersecurity Advisory Council
- 6:11and and we need to make sure that we are using taxpayer
- 6:15dollars effectively. That's really important.
- 6:18You mentioned the election audits and integrity.
- 6:20The one other question that our listeners wanted me to ask you
- 6:23is obviously the Secretary of State overseas elections.
- 6:26You're on the ballot this time. Some people have suggested that
- 6:29you should step away from that, You should take a leave of
- 6:31absence. What do you say to people who
- 6:34have that concern? Obviously, if there's a ranked
- 6:36choice tabulation, are we going to see you standing in the
- 6:39election counting room providing us with the updates?
- 6:41Or why is it that you feel it's appropriate to oversee an
- 6:43election when you're on the ballot?
- 6:45You will not see me on the live stream stream at the ranked
- 6:49choice voting tabulation nor have I been part of the
- 6:52day-to-day operations of elections.
- 6:55There are strong checks and balances in our system.
- 6:58Many secretaries, including Republican Secretary Charlie
- 7:01Summers for the late and amazing Democratic Secretary Bill
- 7:06Diamond, have run for office while being on the ballot.
- 7:10Of course, the last secretary to run for governor in Maine and
- 7:13when was Governor Ken Curtis. And so those checks and balances
- 7:18have been established over time. And Deputy Secretary Julie
- 7:22Flynn, who is our elections director and in charge of the
- 7:25elections, she is the nation's nation's longest serving
- 7:30election director. She's been doing this for over
- 7:3130 years. She served under Democrats and
- 7:35Republican Charlie Summers. She knows exactly what she's
- 7:38doing. And those those lines are very
- 7:40clear. However, I'm not going to step
- 7:43down because it's such an important moment for the states
- 7:46to be standing up for state sovereignty and for protecting
- 7:49election data. And I think that is where I am
- 7:52at the forefront. I've helped organize a coalition
- 7:55of 30 states. And it's not just blue states
- 7:57that are standing up for the sovereignty of the states
- 8:00because the Constitution places the states, not the federal
- 8:02government in charge of elections.
- 8:04It's red states like Idaho and West Virginia and Kentucky.
- 8:07You know, I recently did a public television appearance
- 8:10with the Kentucky Secretary of State about the importance and
- 8:14the checks and balances on our elections.
- 8:16So you'll also look around the country and, and secretaries
- 8:19like he, him, Michael Adams, and in fact, most secretaries around
- 8:23the country are actually elected on the ballots that they're
- 8:25overseeing. So these checks and balances
- 8:27aren't unique to Maine. They're long standing and well
- 8:30established. Jenna, we have about a minute
- 8:32left. What is the closing argument you
- 8:34would like to make? The people who haven't made a
- 8:35decision yet of who they want to support and where can they go to
- 8:38find out more about your campaign?
- 8:40They should check out bellows for maine.com and I am running
- 8:44to protect democracy and deliver on affordability.
- 8:47I'm the only candidate in the race who has three things.
- 8:51I'll fight for the working class because I grew up working class
- 8:54in Down East Maine. I have legislative experience
- 8:57representing a Trump district in the legislature and executive
- 9:01experience saving money and getting things done to modernize
- 9:06the BMV in elections, and if I can modernize the DMVI, can
- 9:09modernize anything. I mean, it's a definitely got
- 9:13your work cut out for you Shana. We appreciate having you on and
- 9:15wish you the best in the final Sprint of the campaign.
- 9:18Thanks for being on and we'll have you on election night or
- 9:21when you're the candidate. Yes, I look forward to that and
- 9:24I look forward to being on again when I'm governor.
- 9:26Thanks so much. Take care.
- 9:27Thanks, Secretary Bellows. That was state of Maine.
- 9:30Secretary of State Shanna Bello, she's Democrat candidate for
- 9:33governor. When we come back, we will be
- 9:35joined here in studio. I see him in the room right now,
- 9:38Doctor Neeraj Shah, one of the other Democrat candidates for
- 9:41governor. Later in the show, we'll have
- 9:43Rick Bennett, the Independent, and we'll close the show with
- 9:46Troy Jackson. I'm Aaron Shadborn.
- 9:49This is inside Maine.
