- 0:23printed material. Our first article today is Morgan County Tennis
- 0:29sixls at EKC Tournament by Hope Phipps. Morgan County Tennis
- 0:34had an EKC tournament to remember last week at Rowan
- 0:39County High School. The Morgan County High School tennis teams
- 0:44represented Morgan County beautifully across boys and girls singles and doubles,
- 0:49competing at high level both days. For the boys, it
- 0:54was an incredible run. Gavin Turner and Brad Johnson captured
- 0:58the boys doubles championship, while Adam Gunnell claimed the boys
- 1:03singles title and Luke Roseberry finished as runner up to
- 1:08help propel the boys to the EKC Team championships. The

- 1:18Stacey advancing to the semifinals before falling to eventual champions.
- 1:24Both Lilly Little and Danika Phipps reached the semifinals. Danica
- 1:29Phipps fought hard against Russell's number one player, but fell
- 1:34just short. Lily pushed through her semifinal match against Russell's
- 1:39number two competitor and went on to dominate in straight
- 1:43sets in the finals against Russell's number one. With that win,
- 1:48Lily secured the EKC team's championship for the MChS girls teams.
- 1:54The EKC tournament consisted of eighth sixteenth region schools East

- 2:12is LPD Police Department investigating multiple cases of fraudulent mail
- 2:19activity identity theft. Police say they have identified up to
- 2:24upwards of fifty thousand dollars in stolen checks. Editor's note.
- 2:29The following press release detailing ongoing fraud investigations was provided
- 2:35by Detective Michael Williams of West Liberty Police Department. West
- 2:40Liberty Police Department is currently conducting investigations into fraudulent mail
- 2:46activity and identity theft. The West Liberty Police Department confirmed
- 2:51these active investigations have identified upwards of fifty thousand dollars
- 2:56in stolen checks from businesses and entity within Morgan County,
- 3:01and more are believed to have occurred. The investigation encompass
- 3:08three separate cases of multiple mail checks being intercepted en
- 3:13route to their intended destinations pardon me. These occurrences are
- 3:20believed to be related acts part of a larger identified
- 3:23problem burdening the commonwealth in the country, the simplicity of
- 3:28the methods utilized in altering the checks and obtaining illicit
- 3:33gains and usable identifiable information from them provides for a
- 3:39low cost, high reward fraud for threats. For threat actors,
- 3:46the theft of these mail checks is simply the initial
- 3:50phase of the fraud. The police Department has observed the
- 3:53thefts develop into identity theft to include the reuse of
- 3:58the victim's names, signatures, and addresses. Threat actors utilize the
- 4:03combination of identifiable information to conduct open research, open pardoning,
- 4:09open source research on the victim and in doing so
- 4:14build target packages and combo list which they utilize to
- 4:19commit further fraud or to sell to other threat actors.
- 4:25West Liberty Police Department observed threat actors to have open
- 4:29bank accounts, utilizing victims information, and to have utilized victim
- 4:34information and fraudulent acts against other victims, effectively making their
- 4:39identity with the original victims. The particular checks originating from
- 4:45multiple entities related to these investigations were destined for delivery
- 4:50in Georgia and Illinois. We have subsequentially identified further victims
- 4:58in Louisville and Philadelphia. During the course of the investigations,
- 5:02the West Liberty Police Department is conducting court authorized activity
- 5:07in cooperation with civilian fraud units within numerous financial institutions
- 5:13in multiple states, to include Kentucky, Pennsylvania, Georgia, Illinois, North Carolina, Minnesota,
- 5:21and New York. During the course of the investigations, the
- 5:25West Liberty Police Department has flagged two persons of an
- 5:28interest in Chicago, Illinois in Dalton, Illinois, and is working
- 5:33with law enforcement partners, financial institution investigators, and intelligence providers
- 5:38to confirm the identities of these persons of interest. However,
- 5:44it is anticipated these persons of interest are a small
- 5:49entity in a much larger scheme which we have identified
- 5:53while canvassing for similar cases and while conducting dec confliction
- 5:59with other jurisdictions. A simple Google search of check theft
- 6:04will provide the reader with countless pages of active and
- 6:08resolved investigations around the country related to this act. Often,
- 6:13a sophisticated yet rudimentary operation is identified which develops recognizable
- 6:21hierarchies and pipelines of theft from persons with special access
- 6:26to the material, robberies, burglaries, and organized crime, leading to
- 6:31physical and online markets showcasing these stolen articles. The financial
- 6:37losses are often reimbursed by financial institutions after identifying and
- 6:42confirming the fraudulent acts. However, the stage of identity theft
- 6:47continues against the victim, often without their knowledge as it
- 6:52relates to the active investigations. West Liberty Police Department has
- 6:57observed numerous forms of check fraud and identity theft to
- 7:01include check washing, check kiding, counterfeit checks, mobile deposit fraud,
- 7:08identity theft, check cloning. Aside from security measures utilized by
- 7:14the making of the checks by financial institutions and organizations
- 7:20to combat fraud, measures can be taken by the sender
- 7:24to enhance the security of mailing checks to include mailing
- 7:28via priority mail, allowing for the tracker of the article.
- 7:34This allows not only the sender and processor the ability
- 7:38to track the article during its journey, but also for
- 7:42law enforcement to identify probable interception locations of the article
- 7:47if the article becomes stolen. Other measures include utilizing appropriate
- 7:52packaging that effectively conceals the article's view from the naked
- 7:58eye and introduce lighting, utilizing online payment methods via secure banking,
- 8:05and utilizing indelible black and jail pens to compat to
- 8:11pardon me to combat chemical washing of the checks. These
- 8:15investigations represent only a portion of fraudulent crimes being actively
- 8:21investigated and prosecuted. Others include online romance scams, online extortion,
- 8:29cryptocurrency crimes, fishing, spoofing, malware introduction, bank fraud, account a
- 8:37pardon me account takeovers, and cloning, identity theft, and elder fraud.
- 8:43Statistics show check fraud is up thirty three hundred eighty
- 8:47five percent, with an estimated twenty billion in losses to
- 8:52victims in twenty twenty three alone and in twenty twenty five.
- 8:58Cyber crimes related to many of these frauds account it
- 9:02for victim's losses up to twenty one billion dollars educating
- 9:08yourself about the different types of scams and frauds, in
- 9:12combination with safeguards like strong passwords, limited open source information,
- 9:18and verification of requesters are simple and effective approaches to
- 9:24safeguard yourself from falling victim to these threat actors. Anyone

- 11:10remarks about the local resident Caitlin Haney, after Haney addressed
- 11:15board members during their regular April thirteenth meeting. Neither Harper
- 11:19nor Haney attended the special April twentieth meeting. After Haney's
- 11:24departure from the April thirteenth meeting, Harper made the following
- 11:28comment to follow board members prior to the German So,
- 11:33I asked Caney how far down did they drill to
- 11:36hit water at his house. It was going to cost
- 11:41too much to drill it down too far, But he
- 11:44doesn't care that it's going to cost an arm in
- 11:48a leg to put water to his house. I don't
- 11:52care if it's that little. I ever get water, Oh,
- 11:57blankety blank, ever get water? April thirteenth meeting, which Mountain
- 12:02telephone broadcast television will as well as the Spree TV
- 12:09production's Facebook page and YouTube channel, garnered significant attention on
- 12:14social media, with commenters largely classifying Harper's comments as unprofessional
- 12:21several and several calling her dismissal from the water board.
- 12:26Some posters were also urged the public to contact Judge
- 12:32Casey's office with complaints regarding Harper's statements at the board meeting.

- 12:45at the time of this incident, issued a statement to
- 12:49the Courier on April nineteenth. I have received and accepted

- 15:30Judge Gayzy noted in an April twentieth interview with WKYT
- 15:36that the Kentucky Public Service Commission must also accept Harper's
- 15:40resignation before the vacancy can be filled. Caitlin Haney, who
- 15:44resides on Bethel Chapel Road off Highway one ninety one,
- 15:48indicated during the April thirteenth meeting that he had previously
- 15:52addressed the board in hope of obtaining water service for
- 15:56his home. An extensive discussion ensued as Haney highlighted the
- 16:03inadequacies of the well that currently serves his home, including
- 16:09low water pressure, hard water, and water stains. Haney questioned
- 16:14whether the Morgan County Water Department is actively pursuing grant
- 16:19funding for water line extensions, before mentioning the state's Water
- 16:24and Wastewater Assistance for Economically Restrained Systems WWA no W
- 16:32waters program, and urged board members to apply for those moneies.
- 16:39The Morgan County Water Department General Manager Andy Legg told
- 16:43Haney that the Water Department had received five hundred thousand
- 16:48dollars in W Water's funding. The Morgan County Water Department
- 16:53Board Chairman Chris Adams clarified last week to The Courier
- 16:59as no it previously noted in this publication. W Water
- 17:03funds awarded in twenty twenty five were allocated for payment
- 17:08of outstanding debts that were incurred during the administration of
- 17:13former Morgan County Water Department General Manager Shannon Elam and
- 17:18the previous board. However, leg indicated during the April thirteenth
- 17:25meeting that a pump station must be installed to provide
- 17:29adequate water pressure to Haines's home, and that such a
- 17:33project would require an engineer's planning and the approval of
- 17:37the Kentucky Public Service Commission. Additionally, Legg told The Courier
- 17:42on April twentieth that Hainey had previously stated the distance
- 17:46from the main line to his home is approximately a
- 17:51quarter of a mile. Chairman Adams clarified the board's response
- 17:56to Haney's requests last week's edition. In the Career to
- 18:01address mister Haney's desire to have water run to his home,
- 18:05we have offered to set a meter at cost as
- 18:08far as for all water customers, Adams said, by PSC regulations,
- 18:15we can only install a meter at the beginning of
- 18:18his driveway. We cannot install water lines from his meter
- 18:22once he chooses to have that place, and that is
- 18:26the customer's obligation as it has always been, and we
- 18:30cannot make an exception. Our priority is to reach areas
- 18:35with multiple families. Donald Harper echoed Chairman adams comments in
- 18:41an April nineteenth interview with WKYT and further stated that
- 18:45the cost involved in providing water service to Haines's home
- 18:49would be nearly seven hundred thousand dollars. Chairman Adams told
- 18:56The Courier April twentieth that he couldnot verify the amount
- 19:00cited by Harper, which he assumed would include the cost
- 19:05of a pump station. We have never put a price
- 19:08on it, Adams said, I'm not sure where she got
- 19:11that number. We can't even get a quote on it
- 19:14without consulting in engineer. Chairman Adams also reiterated, as Harper
- 19:20has in multiple public statements, that the Morgan County Water
- 19:25Department has not denied water access to Hainey. Haney told
- 19:30w l e X in an April fourteenth interview that
- 19:33he will continue to advocate for water access and again
- 19:38express his desire as stated during the April thirteenth meeting,
- 19:43to work with the Morgan County Water Department on the issue.
