- 0:00Speaker 1: You are listening to Mix ONEOW four point nine and
- 0:02Speaker 1: joining me live in the studio is the Lord Mayor
- 0:04Speaker 1: of Darwin convat Sculus.
- 0:06Speaker 2: Good morning to you, Conn.
- 0:07Speaker 3: Good morning Kate, and this I agree with you. Perrup
- 0:09Speaker 3: Village is awesome to go there shopping. I love it
- 0:13Speaker 3: my life. I'm enjoying myself every time I go there.
- 0:16Speaker 3: And I can't stop going to Perrupt Delhi.
- 0:18Speaker 4: As I know you. It was the first shop.
- 0:20Speaker 3: I went when I came here for my job with
- 0:22Speaker 3: the Review ninety ninety two, and I'm mad the grief
- 0:25Speaker 3: owners and since then I have always to go and
- 0:27Speaker 3: say hello to Napoleon and Erini and all the people
- 0:30Speaker 3: that are working there.
- 0:31Speaker 2: Oh they are like a territory icon. Really aren't they.
- 0:34Speaker 4: Not like a.
- 0:37Speaker 1: Well yes, my live reads for Perhap fine foods they
- 0:40Speaker 1: always they are.
- 0:42Speaker 2: They have beautiful products, no doubt about that.
- 0:44Speaker 4: Hey.
- 0:45Speaker 1: Now I want to ask you obviously the vaccine mandate.
- 0:47Speaker 1: It is just one week since the Chief Minister Michael
- 0:50Speaker 1: going To have made that announcement that this mandate is
- 0:53Speaker 1: coming into play.
- 0:54Speaker 2: How does it impact the council.
- 0:55Speaker 3: Well, it's a Chief Health Officer direction, yes, it's a
- 0:58Speaker 3: legal direction.
- 0:59Speaker 4: It's not if, but we have to follow it.
- 1:01Speaker 3: So immediately we read it, we ask our lawyers to
- 1:04Speaker 3: have a look at it. They did and they told
- 1:05Speaker 3: us that we have to ask all our stuff to
- 1:07Speaker 3: be vaccinated. On top of that, we have to ask
- 1:10Speaker 3: all our contractors and subcontractors to be vaccinated or if.
- 1:14Speaker 4: They are not, they're not getting a contract with the council.
- 1:16Speaker 3: And now we're actually looking to see the elected members
- 1:19Speaker 3: because under the Act, elect members are not employees.
- 1:23Speaker 4: But there is also the Fair Work Australia. We have
- 1:25Speaker 4: to ask and save Work safe.
- 1:28Speaker 3: So we have this situation now because the reality is
- 1:31Speaker 3: when we act as elected members and we meet with people,
- 1:34Speaker 3: we might meet with some whi's actually vulnerable or Indigenous people,
- 1:38Speaker 3: which actually comes under the Chief Health Office direction. So
- 1:41Speaker 3: this is the last step. But everybody works for council
- 1:44Speaker 3: has to be vaccinated. Every contractor subcontractor that deals with
- 1:47Speaker 3: council has to be vaccinated.
- 1:49Speaker 1: It actually sounds like it's going to be fairly extensive
- 1:51Speaker 1: for the council. Can I ask you first, do you
- 1:54Speaker 1: know if all of the elected members are actually vaccinated?
- 1:57Speaker 3: I don't because I haven't asked, but I have to
- 1:59Speaker 3: tell you that I am vaccinated. I believe a number
- 2:01Speaker 3: of them are vaccinated. We had a meeting yesterday with
- 2:04Speaker 3: the local gun association and with the department, and with
- 2:08Speaker 3: the legal representatives and with the Health Department because a
- 2:12Speaker 3: lot of councils, they're not in Dowwin, they're not in
- 2:14Speaker 3: an urban situation or the remote communities. They're dealing daily
- 2:17Speaker 3: with vulnerable people and a digenous community. So we had
- 2:20Speaker 3: to clarify that one I alsaid to you before. It's
- 2:23Speaker 3: a direction by the Chief Health Officer. It's got a
- 2:25Speaker 3: legal status. If you don't comply, well you might lose
- 2:29Speaker 3: your job.
- 2:29Speaker 2: Is it going to have an impact?
- 2:30Speaker 1: Do you think for the counsel in terms of your
- 2:33Speaker 1: contractors and subcontractors as well well, we will.
- 2:36Speaker 3: Put out if you want a contact with the country
- 2:38Speaker 3: to be vaccinated. Is your decision then to decide what
- 2:41Speaker 3: you're going to do or we.
- 2:43Speaker 4: Don't force you.
- 2:43Speaker 3: But it's a legal direction because if we don't do it,
- 2:47Speaker 3: then something happens and somebody gets COVID because of a
- 2:50Speaker 3: subcontractor they get around.
- 2:52Speaker 4: Should a council for the lack of duty of care?
- 2:55Speaker 4: We're in the middle.
- 2:56Speaker 3: I mean, we have to protect our workers, but at
- 2:59Speaker 3: the same time to be seen to do the right
- 3:01Speaker 3: thing according to the direction.
- 3:02Speaker 1: Do you know if there's staff within the City of
- 3:04Speaker 1: Darwin council that do not want to be vaccinated, we.
- 3:08Speaker 3: Put information around, We put a circular, We told them
- 3:11Speaker 3: what's going to happen, and we told them the cutoff dates.
- 3:14Speaker 3: If people do not want to be vaccinated, perhaps to
- 3:17Speaker 3: be looking for a new job.
- 3:19Speaker 2: And so like, there's no lenients from you or from
- 3:22Speaker 2: the council.
- 3:22Speaker 3: It's a legal direction. It's a lot simple as that.
- 3:25Speaker 3: The same way we say you don't drink and drive,
- 3:28Speaker 3: You don't drive without wearing a seat belt, you don't
- 3:30Speaker 3: actually the speed limit, you don't drink, don't sell alcohol
- 3:33Speaker 3: to people under eighteen. It's a legal direction. It's the law.
- 3:38Speaker 1: Look, we've had so many people contact us here at
- 3:40Speaker 1: the station who are genuinely concerned about their jobs. They
- 3:43Speaker 1: are worried about getting the vaccine for whatever reason, and
- 3:46Speaker 1: they're then genuinely concerned about.
- 3:48Speaker 2: Losing their jobs.
- 3:49Speaker 1: We have also had some serious anti vaxxines who have
- 3:52Speaker 1: been in contact and been quite nasty, I've got to
- 3:54Speaker 1: say in some instances about the way that they've you
- 3:58Speaker 1: know that they've kind of raised that issue with may
- 4:00Speaker 1: you know our trauma best to be incredibly respectful of
- 4:02Speaker 1: everybody having different views, But are you sort of I mean,
- 4:06Speaker 1: do you, like, are you worried about the impact that
- 4:09Speaker 1: this might have on some of your employees If they've
- 4:11Speaker 1: got genuine worries about having the vaccine, if they've.
- 4:15Speaker 4: Got a medical original, there's no problem.
- 4:17Speaker 3: If you're going to suffer consequts because of the vaccine
- 4:19Speaker 3: and that's certified by a doctor, that's acceptable.
- 4:22Speaker 4: That's even in the legal direction.
- 4:24Speaker 3: If you don't want a vaccine because you read in Facebook,
- 4:27Speaker 3: I'm sorry, that's not a legal reason. And the news
- 4:30Speaker 3: today are really worrying. There's a delta plus variant in Britain.
- 4:34Speaker 3: Have seen jumping the admission to hospital from forty thousand
- 4:37Speaker 3: a week to one hundred and eighty five thousand a week.
- 4:40Speaker 3: It's more infectious, we find out now it's the youngest
- 4:44Speaker 3: people copying it. And yesterday degrees had two two hundred
- 4:47Speaker 3: people new cases to day's three thousand, seven hundred more deaths.
- 4:51Speaker 4: And the deaths are twenty and thirty years.
- 4:54Speaker 3: And I said that because I read the newspaper every
- 4:56Speaker 3: day I've got family increase.
- 4:57Speaker 4: I want to see what's happening because my mother's there.
- 4:59Speaker 4: You years old.
- 5:00Speaker 3: The reality is a lot of people they say that
- 5:04Speaker 3: the vaccination are not safe. Well, seventeen million are trying
- 5:08Speaker 3: to be vaccinated today. We had nine days from complication.
- 5:11Speaker 3: We're complication from acts of the flu vaccine or any
- 5:13Speaker 3: other vaccine. We had hundreds of millions of people vaccinated
- 5:16Speaker 3: around the world, so had a very few deaths. Now
- 5:19Speaker 3: people coming up says it's an experimental vaccine. Well, yes,
- 5:22Speaker 3: if there was one hundred thousand people vaccinated, but when
- 5:25Speaker 3: you've got one hundreds of millions with very few deaths,
- 5:28Speaker 3: well that argument actually is not really valid.
- 5:32Speaker 1: Corn I do want to ask you. We've had a
- 5:33Speaker 1: few people guessing contact with us. Actually, I'll just go
- 5:37Speaker 1: we just got a call from Rob on the phone. Coln,
- 5:40Speaker 1: what are you going to do if one of the
- 5:41Speaker 1: old women don't.
- 5:42Speaker 3: Get the jab That's what we're actually trying to find out.
- 5:46Speaker 3: For example, they might not be able to attend meetings,
- 5:48Speaker 3: they have to do it remotely, and also certainly wouldn't
- 5:51Speaker 3: be able to go out and talk to people because
- 5:53Speaker 3: they might have some vulnerable person in past COVID nineteen.
- 5:56Speaker 3: But we clarify and now get a legal opinion about
- 5:59Speaker 3: the oldoman and we'll comply with the legal opinion and
- 6:01Speaker 3: the legal direction.
- 6:02Speaker 1: Okay, well, we'll be interested to hear exactly what happens there.
- 6:05Speaker 1: Con I have been asked by a few different listeners
- 6:07Speaker 1: about the casual Ina swimming pool and where it's at.
- 6:10Speaker 1: I know that I thought that work was due to
- 6:12Speaker 1: start early this year, but I could be wrong on
- 6:14Speaker 1: next we.
- 6:15Speaker 3: Did, and we had the number of tenders, and the
- 6:18Speaker 3: tenders went through a very rigorous process.
- 6:20Speaker 4: The twenty nine million dollar tender.
- 6:22Speaker 2: Twenty nine million dollars. Has that gone up because.
- 6:24Speaker 3: Twenty exactly always twenty nine million dollars because you have
- 6:27Speaker 3: to consider twenty five million dollars the.
- 6:29Speaker 4: Construction plus add on costs.
- 6:31Speaker 3: So we actually assessing now the tenders and now we
- 6:35Speaker 3: actually the stage where it goes through the probity auditors
- 6:37Speaker 3: to make sure that everything is done. And I expect
- 6:39Speaker 3: the next few weeks we'll have a decision about who
- 6:42Speaker 3: is the success from tender.
- 6:43Speaker 2: So it's going to be twenty nine million, well.
- 6:46Speaker 3: Before twenty five million dollars construction, but always putting out
- 6:49Speaker 3: on costs?
- 6:50Speaker 1: Is that was that a bit disingenuous to the right
- 6:52Speaker 1: place to begin with, because everybody sort of thought it
- 6:54Speaker 1: was going to be twenty.
- 6:55Speaker 4: Five to go back and check it out to give
- 6:57Speaker 4: you a right thing.
- 6:57Speaker 3: But my understanding is it's twenty five million dollar contract
- 7:00Speaker 3: for the constructional Casurina.
- 7:02Speaker 4: And then I don't know if I have to come
- 7:04Speaker 4: back on that to make it sure and give you
- 7:05Speaker 4: the right answer.
- 7:06Speaker 1: Right. But so when do you anticipate that it's going
- 7:08Speaker 1: to get on the way, Katie.
- 7:10Speaker 4: I would like to have it as soon as possible.
- 7:12Speaker 3: Certainly now we've got the wet period and that creates
- 7:15Speaker 3: a problem with us because you can't dig holes just
- 7:17Speaker 3: in case.
- 7:17Speaker 4: They fill up with water.
- 7:18Speaker 3: But certainly when everything is finished and we will start
- 7:21Speaker 3: doing the work we can do at the beginning, and
- 7:24Speaker 3: then of course we close it down to continue to
- 7:26Speaker 3: the work we have to do.
- 7:27Speaker 1: Well.
- 7:27Speaker 2: It's a big problem is going to be if you.
- 7:29Speaker 3: Look at the plans, it's got a massive amount of
- 7:32Speaker 3: earth moving and earthwork digging our fols and everything else
- 7:35Speaker 3: and construction on your facilitation.
- 7:37Speaker 1: And based on those tenders that have come through, is
- 7:39Speaker 1: it going to sort of be as spectacular as what
- 7:42Speaker 1: everybody had been visited straight from the get go, or
- 7:44Speaker 1: is that maybe a bit and.
- 7:45Speaker 3: Will be spectacular as we said, it's going to be
- 7:48Speaker 3: our plans to create a state of the art facility
- 7:51Speaker 3: that's going to be there for the next sixty seventy years,
- 7:54Speaker 3: and we have to make sure that it's planned properly,
- 7:56Speaker 3: is constructed properly, and maintained properly.
- 7:59Speaker 2: Anything else we should about very quickly.
- 8:01Speaker 4: Cycle and cleanup. If you have done it, please let
- 8:04Speaker 4: us know we look around about it.
- 8:06Speaker 3: We actually have now going to do a mock up
- 8:09Speaker 3: exercise for cycling because we want to be prepared.
- 8:11Speaker 4: Just in case something happens.
- 8:13Speaker 3: We don't want to see again the cyclone market situation
- 8:15Speaker 3: be repeating, so we are really gearing up. It's going
- 8:18Speaker 3: to be, according to the Bureau of Meteorology, a very
- 8:21Speaker 3: very active monson, a lot of rain and.
- 8:25Speaker 4: Perhaps lots of cyclone.
- 8:27Speaker 3: So if you have done your cyclone preparation, highly recommend
- 8:30Speaker 3: you do it every year. Prepare your cyclone kit. If
- 8:34Speaker 3: you go to anywhere in the Facebook and any of
- 8:36Speaker 3: the media outlets will have you what you have to
- 8:39Speaker 3: do and you make a choice, we won't have baked bean,
- 8:41Speaker 3: so you have to have something more.
- 8:43Speaker 4: Go make probably a bit at the.
- 8:46Speaker 2: Perupt day or anyway. Really, there's so many wonderful stores
- 8:49Speaker 2: around the place.
- 8:50Speaker 1: Combat Scarlet. It's always good to catch up. The Lord
- 8:52Speaker 1: Mayor of Darwin.
- 8:53Speaker 2: Thank you so much for your time.
- 8:54Speaker 4: Thank you, Katie,
