- 0:00What's up everybody, Charlie Marlow here on the Kenny Wallace
- 0:03YouTube channel. I just came inside.
- 0:05I was actually shoveling my snow in St.
- 0:07Louis, MO. We got a ton of snow, but I saw
- 0:10on my phone some crazy NASCAR news and I'm just going to read
- 0:14it right to you guys from nascar.com, Basically NASCAR
- 0:19dropping a ton of rule changes just about 20-30 minutes ago.
- 0:24So the article, it's a 3 minute read, it's on nascar.com, so
- 0:28it's from them and it's by Zach Albert and I'll just basically
- 0:34read it for you. It's only about 3 minutes, but
- 0:36I'm talking about a ton of new rule changes for NASCAR.
- 0:40So here it is. Competition officials released
- 0:42updates to the NASCAR rule book on Friday, including a measure
- 0:46that creates a new provisional starting birth, which would
- 0:49increase the Cup Series starting grid to a maximum of 41 cars for
- 0:54select races. The quote open exemption
- 0:58provisional rule was one of a handful of changes issued in a
- 1:01rule book bulletin to the NASCAR industry Friday.
- 1:05That's today. Of course, other updates were
- 1:07made to the Cup Series damaged vehicle policy.
- 1:10That's the DVP, the process for granting waivers for playoff
- 1:14eligibility and penalties for rules violations by
- 1:19manufacturers. That's basically kind of the sub
- 1:21headline. I'm just going to read this for
- 1:22you. It's only about 3 minutes.
- 1:24OK, here we go. Competition officials compared
- 1:28the new provisional spot to the Promoter's Choice provisional
- 1:32that's used in some forms of short track racing to guarantee
- 1:36a starting spot for a special or invited entrant.
- 1:40The open exemption provisional or OEP rule would only become a
- 1:44factor if the entry list exceeded the Cup Series current
- 1:48starting field maximum of 40 cars and eligible drivers would
- 1:52need pre approval by NASCAR on a case by case basis with racing
- 1:58experience and accolades carrying significant weight.
- 2:01So let me break this down for you.
- 2:02That's basically a big time driver with star power from a
- 2:07different series could be added to the field to be the 41st car
- 2:12and wouldn't have to qualify. That's big.
- 2:14So we're talking about somebody coming from, let's say, F1,
- 2:17IndyCar, whatever it is, Helio Castroneves, right, with the
- 2:22Daytona 500. Based on this rule, he would be
- 2:25in an OEP entry, would be eligible for the race, win the
- 2:30trophy and All Star race eligibility, but would not be
- 2:33eligible for championship points from that event, prize money or
- 2:36playoff eligibility. The open exemption provisional
- 2:40takes on added focus for this season's Daytona 500.
- 2:43So I just talked about that, but they're getting to it now.
- 2:46Which of course is February 16th, 2:30 Eastern on Fox, MRN
- 2:50Radio, SiriusXM and NASCAR Radio with several non chartered open
- 2:55entries planned already for the Great American Race and more
- 2:58expected to be announced soon. That's what I was talking about
- 3:02with somebody like Helio Castroneves or again, maybe a
- 3:05big time driver with name recognition that would add to
- 3:08the sport coming from IndyCar, coming from F1, whatever the
- 3:12case may be, OK. Among other updates in Friday's
- 3:16rule book bulletin, NASCAR officials updated the damaged
- 3:20vehicle policy DVP for the Cup Series starting the season,
- 3:24adjusting the rule that damaged cars that are either driven or
- 3:28towed to the garage will be out of the race.
- 3:30Starting in 2025, cars will be permitted to continue in the
- 3:34race after repairs in the garage.
- 3:36Officials will continue to maintain a 7 minute time limit,
- 3:408 minutes for Atlanta Motor Speedway events for repairs made
- 3:45on Pit Rd. Any repairs exceeding the seven
- 3:47minute limit must be made in the Cup Series garage where no clock
- 3:52will be kept on repair work. Teams will be penalized if a car
- 3:55leaves its pit box to rejoin the race and the DVP clock expires
- 4:00before it reaches pit exit. Any vehicle unable to be driven
- 4:04to pit Rd. because of crash damage or flat tires will be
- 4:08towed to the garage if competition officials grant a
- 4:11waiver for playoff eligibility. OK, so this is a new part of it.
- 4:15So basically the first part, as I told you, an exemption
- 4:19essentially for a big name driver from a different series.
- 4:22The second part is the DVP, the damaged vehicle policy change.
- 4:27And now here's the third part, and this is really interesting
- 4:30if competition officials grant a waiver for playoff eligibility.
- 4:34So this is basically about Kyle Larson last year attempting to
- 4:38double with the Indy 500 and also the Coke 600.
- 4:41Then, of course, the weather happened and he wasn't able to
- 4:44make the field for the Coke 600. OK.
- 4:47If competition officials grant a waiver for playoff eligibility
- 4:51in some circumstances, that driver will forfeit any playoff
- 4:55points accumulated in the regular season.
- 4:58Such a driver would start the playoffs with a baseline maximum
- 5:01of 2000 points in the reset standings.
- 5:04I read that to say if what happened last year happens
- 5:08again, Kyle Larson, if he gets the waiver, would start with
- 5:12zero playoff points. So playoff points would be
- 5:16forfeited if a waiver is granted after a suspension, also a
- 5:20suspension, or if a driver chooses to skip a race.
- 5:24That's basically the Kyle Larson rule.
- 5:26Playoff points would not be forfeited in the event of a
- 5:28medical absence. So there's the difference.
- 5:31A medical absence is different than a suspension, and it's
- 5:35different than Kyle Larson basically attempting to double
- 5:39missing a race for the birth of a child or a family emergency,
- 5:42or if age restrictions prevent a driver from racing a full
- 5:45season. So those things don't count.
- 5:47Medical absence, missing a race for the birth of a child or a
- 5:51family emergency, or if age restrictions prevent a driver
- 5:54from raising a full season. NASCAR officials clarified the
- 5:58penalty structure for rules violations made by OEMs,
- 6:01original equipment manufacturers.
- 6:04Such infractions may result in loss of manufacturer's points
- 6:07and or a reduction in wind tunnel testing time or
- 6:10computational fluid dynamics CFD test runs.
- 6:13Penalties will be assessed for violating policies in place for
- 6:16vehicle testing, wind tunnel limits, event roster protocols
- 6:20and code of conduct. Competition officials adjusted
- 6:23the wording for the 100% rule of performance obligations,
- 6:28changing the focus on competitors who artificially
- 6:31alter the finishing positions to competitors who manipulate the
- 6:37outcome of the event. Basically that gets into last
- 6:41year with everything going on with Austin Dillon.
- 6:45But then of course at the end when you have team mates helping
- 6:48each other get into the get into the final race, that was the the
- 6:52Christopher Bell and William Byron situation we had last
- 6:56year. So competition officials
- 6:58adjusted the wording for the 100% rule of performance
- 7:01obligations, changing the focus on competitors who artificially
- 7:05alter the finishing positions. That's the team play to
- 7:09competitors who manipulate the outcome.
- 7:12So it's manipulating the outcome of the event.
- 7:15NASCAR officials also formally added changes to practice and
- 7:18qualifying procedures, which were introduced in December.
- 7:22So there you go. It's about a three minute read.
- 7:25I know I've been going for about 7 1/2 minutes, but this is right
- 7:28from nascar.com, It's right from the horse's mouth, it's from
- 7:31Zach Albert. I tried to to read it to you and
- 7:33then break it down. But you guys should also go and
- 7:36do that yourself. And like I said, this is huge
- 7:39news. So I want to jump on.
- 7:40I actually have a meeting coming up in a few minutes, but this is
- 7:43huge NASCAR news. And basically the headlines are
- 7:47the headlines are the promoter's choice provisional.
- 7:51So that's the big time driver from a different series will now
- 7:55be able to be in an event. You would think if they're
- 7:57bringing credibility, name recognition, right, they're
- 8:00helping the sport. Somebody a big time driver from
- 8:02F1, IndyCar, and it would be a 41st car, OK.
- 8:06And NASCAR specifically talked about the Daytona 500, which
- 8:10makes you think the folks like Helio Castroneves and other
- 8:13people like that, where you would help NASCAR by entering a
- 8:16race, Those folks will be in the other headline is the DVP, the
- 8:21update to the damaged vehicle policy.
- 8:23There's a lot of talk about that last year towards the end of the
- 8:26season. And then also the waiver
- 8:29situation. So how I read this is if you get
- 8:32a waiver for being suspended or skipping a race, like what Kyle
- 8:37Larson had to do because of the weather at the Indy 500, you
- 8:40would then start the playoffs with zero playoff points right
- 8:45there. But it doesn't count if you had
- 8:48a medical absence, you're missing a race for the birth of
- 8:51a child or a family emergency, or if age restrictions prevent a
- 8:54driver from racing a full season.
- 8:56So basically, this new wrinkle is for folks who are granted the
- 9:00waiver after a suspension or if a driver chooses to skip a race.
- 9:05So there you go. Thanks for watching.
- 9:07You guys got about 600 of you watching right now, and I'll
- 9:10read a couple of your comments. I do got to go.
- 9:12I got to go here because I have a meeting, but I want to jump on
- 9:15quick. RIP in the lip says love the new
- 9:18rules. Ken Ruggles says Project 91.
- 9:23Josh Bauer. What if there's more than one?
- 9:26Are you talking about the provisional?
- 9:28That's a good question. That's a good question.
- 9:30Will it be more than one for different races?
- 9:33A big race like the Daytona 500, would you have more than the
- 9:3641st car? We'll find out more about all of
- 9:39this. Let's see, we got video editor
- 9:43EB1 love it. Let's just call it the Helio
- 9:45rule and move on. There you go, Ryan Ryan chant
- 9:49Blaney. I love that rule.
- 9:51Here we go, Colby Cheesy or an exemption for Truex.
- 9:56But I read this as non NASCAR drivers, right?
- 9:59So we'll see how that goes. Obviously Truex was a NASCAR
- 10:01driver forever. Now he's retired, but he's
- 10:03probably going to race a little bit here and there.
- 10:05Jeff says let's go Charlie Brian Newton.
- 10:10Let's see, Brian Newton says, OK, did I understand that
- 10:12correctly? If the damage is beyond the
- 10:14seven minutes, they can go behind the wall into the garage,
- 10:17make the repairs and re enter the race.
- 10:20That's on the DVP damaged vehicle policy.
- 10:23And it's also 8 minutes at Atlanta Motor Speedway.
- 10:27I I can't get into all this folks, but like I said, if I
- 10:30were you guys, I would just I would just read the article on
- 10:32nascar.com. It's only three minutes.
- 10:34And then also all the great reporters on Twitter, Jeff
- 10:37Gluck, Bob Pogras will further break this down.
- 10:41Let's see we got the hobgoblin. Why are they so against drivers
- 10:45trying to do the double? Well, NASCAR has to look out for
- 10:48themselves. You can still do the double, but
- 10:50if you miss a race like Larson did last year, you're going to
- 10:52start the play offs with a severe disadvantage.
- 10:56Let's see Justin mean NASCAR drivers should stick to NASCAR
- 10:59races not getting another competitive series ratings.
- 11:03I think the double S pretty special though.
- 11:05To me. I I think if you can try the
- 11:07double once in your career, you got to do it.
- 11:09Jeff says F1 should stay over there.
- 11:13Let's see the hobgoblin. So NASCAR is all about the one
- 11:16offs coming to their sport but won't let their own drivers do
- 11:19that. Well, they will but you're going
- 11:21to get penalized for the play offs.
- 11:22But I get your point there for sure.
- 11:24Let's see short and sweet. Don't worry these rules will
- 11:28change by by a June Steve Everett.
- 11:32NASCAR is losing the fan base. IndyCar guy at Daytona will not
- 11:36save it. I think this helps.
- 11:37I think it brings eyeballs to the sport.
- 11:39So there you go. Everybody's asking about the
- 11:42rule changes, folks. I'm going to I'm going to end
- 11:44the video. You can go back and watch the
- 11:46beginning here on YouTube. But basically, excuse me, three
- 11:51main points. Three main points right now.
- 11:55And that is to start with, you have the promoters, the
- 11:59promoters choice provisional, which means a big time driver
- 12:03from a different series comes the NASCAR.
- 12:06They wouldn't have to qualify. Could be a 41st car and NASCAR
- 12:09specifically talks about the Daytona 500, so we can call that
- 12:12the Helio Castroneves rule or something like that.
- 12:15A big time IndyCar driver, a big time F1 driver.
- 12:18That's how I read it. Updates to the damaged vehicle
- 12:21policy. I'm not going to get all back
- 12:23into that. You guys can check that out.
- 12:25There's a lot of minutia to that.
- 12:27And then basically waiver playoff eligibility.
- 12:30If you get a waiver, if you're granted a waiver right for a
- 12:34suspension, or if a driver chooses to skip a race that's
- 12:37like Larson last year or he missed because of the double,
- 12:40you will start the playoffs with basically no playoff points.
- 12:44You'll forfeit any playoff points accumulated in the
- 12:46regular season. But this doesn't count if you
- 12:50forfeit the event for a medical absence, missing a race for the
- 12:53birth of a child or family emergency, or if age
- 12:56restrictions prevent a driver from racing a full season.
- 13:00So there you go. The big headlines are about the
- 13:02provisionals, the DVP, and new playoff waiver requirements,
- 13:08which essentially is changed now based on what happened to Kyle
- 13:12Larson last year. So there you go.
- 13:13Thank you guys. I can't read all your comments
- 13:15because I got to get to a meeting.
- 13:17Thank you so much. Had about 600 of you watching.
- 13:18Have 500 now. I'm sure Kenny Wallace will
- 13:21weigh on this very, very soon. I haven't even checked X.
- 13:25He may already have. And I'll post that video here to
- 13:27the Kenny Wallace YouTube channel.
- 13:28Thank you very much. Have a great weekend.
- 13:30It's snowing here in Saint Louis.
- 13:32It was a snow day. My kids are outside, my kids are
- 13:34off school. I was just shoveling the snow.
- 13:37Have a great weekend everybody and a comment also.
- 13:39What do you think of these new rule changes?
- 13:41See ya.
