- Hey, welcome to VoraPrep Audio. Imagine you just landed the CISO job at a fast-growing tech startup. The CEO says, "Build me a world-class security program. You've got six months." You’re thinking about everything. GDPR, SOC 2, employee training, data handling... it’s a lot. And the exam loves to put you in that exact seat. The core question they're testing is: where do you even begin? The answer is always with a solid governance framework. That's what we're talking about today. Think of building a security program like building a house. You don't just start nailing boards together. You start with a blueprint. That blueprint is your governance framework. It's built out of a few key documents: Policies, Standards, Procedures, and Guidelines. You'll often see this called PSPG. Let's start at the very top, with Policy. A policy is the high-level, mandatory statement from management. It’s the "what" and the "why." It’s the main goal on the blueprint. For example: "We will build a safe, secure, three-bedroom house." In the corporate world, this might be an 'Acceptable Use Policy'. That policy would say, "We will protect company data and use company assets responsibly." It's broad. It's required. And it sets the tone for everything else. Okay, a policy is great, but it doesn't tell you how to do anything. That’s where Standards come in. A standard is also mandatory, but it gets more specific. It's the building code for our house. The policy says "build a safe house." The standard says "all electrical wiring must be 12-gauge copper" or "all exterior doors must have a deadbolt." For our Acceptable Use Policy, a supporting standard might define minimum password complexity requirements. This is a specific, enforceable rule that helps make the policy a reality. Now we get even more granular. We have the policy, and we have the standard. But how does the electrician actually install the 12-gauge wire? That’s a Procedure. A procedure is a detailed, step-by-step guide for a specific task. Think of it like an IKEA instruction manual. "Step one: turn off the main power breaker. Step two: strip a quarter-inch of insulation from the wire..." It's a how-to guide. It ensures tasks are done consistently and correctly, every single time. An IT department might have a procedure for handling a security incident. Or a procedure for onboarding a new employee. These are super detailed and super specific. And finally, we have Guidelines. The key word here is "non-mandatory." A guideline is a recommendation. A best practice. It’s like a suggestion from a design magazine for our house. It might say, "For a modern look, consider using recessed lighting in the kitchen." You don't have to do it, but it's a good idea. In security, you might have 'Guidelines for Secure Remote Work.' These would offer tips on how to set up a home Wi-Fi network securely. This provides helpful advice without making it a strict, mandatory rule. Flexibility is the key. So, to recap that flow: Policy is the big 'what'. Standard is the mandatory 'how'. Procedure is the step-by-step 'how'. And Guideline is the recommended 'how'. This whole structure doesn't exist in a vacuum. It’s driven by compliance. As a Certified Information Security Manager, or CISM, you’re constantly balancing these external demands. You have three main buckets of rules to follow. First, there's the big stuff: Legal requirements. These are actual laws passed by governments. Think of GDPR in Europe for data privacy, or HIPAA for healthcare information in the U.S. You don’t have a choice here. You just have to comply. Next are Regulatory rules. These are often created by industry bodies or government agencies to enforce those laws. A great example is the Payment Card Industry Data Security Standard, or PCIDSS. If you handle credit cards, you follow those rules. They're not technically laws, but they have the force of law in your industry. Breaking them can mean massive fines, or losing your ability to process payments. And finally, you have Contractual obligations. These are the rules you agree to yourself. They're in the contracts you sign with customers or vendors. A client might require you to meet certain security standards in your Service Level Agreement, or SLA. A Non-Disclosure Agreement, an NDA, is another type of contractual obligation. You chose to enter that agreement, and now you’re bound to it. So on the exam, when a question pops up about creating or changing one of these documents, here’s a simple way to think it through. First, identify the highest authority. Is the issue about a broad company goal? That's a policy. Is it about a specific, mandatory rule? That's a standard. Always think from the top down. Second, understand the 'why'. What's driving this? Is it a new law? A new client contract? An internal business need? The driver tells you how urgent and important it is. Let's make this real. An exam question says a new privacy law was just passed in your region. What is the CISM's first action? The answer isn't to immediately buy new encryption software. No. The first action is a governance action. You need to understand the law's requirements. Then, perform a gap analysis against your current policies and controls. And after that, you figure out what needs to change. You start with the policy, not the tool. And that brings up a huge exam trap. The CISM exam is a management exam, not a technical one. They will constantly give you a governance problem. And they'll offer a tempting technical solution as a distractor. Your job is to think like a manager. The CISM ensures the right policies and standards are in place. The technical teams then implement the tools that meet those standards. Always choose the governance-level answer. Another trap is confusing the hierarchy. They might describe a problem where passwords are too weak across the company. The root cause isn't a bad procedure. It's a weak or missing standard for password complexity. You have to fix the highest-level document that's broken. Alright, let's try a quick scenario. The board of directors is worried about "shadow IT"—employees using apps and cloud services without approval. As the CISM, you realize there’s no clear rule on what’s allowed. What's your most appropriate first step? Is it A) implement a new network monitoring tool, B) develop a detailed procedure for IT to provision services, C) draft an 'Acceptable Use Policy' that defines approved software, or D) distribute awareness training on the risks. Think about it for a second. The root problem is a lack of a clear, high-level rule. So the answer is C. You need to create the Policy first. The monitoring tool, the procedure, and the training are all great ideas. But they should support a clear policy, not exist without one. Let’s try one more. Your company processes credit cards and you just failed a PCIDSS audit. The reason? Inconsistent encryption settings across different systems. What's the primary piece of documentation that's lacking here? An Information Security Policy? Encryption Standards? Technical Procedures? Or General Guidelines? The issue is inconsistency. That tells you there isn't a mandatory, specific rule being followed everywhere. That points directly to a lack of Encryption Standards. A good standard would say something like, "All payment data shall use AES-256 encryption." That specific, mandatory rule was missing, which led to the compliance failure. So, the big takeaways for exam day are this. Remember the PSPG hierarchy. Policy is 'what'. Standard is the mandatory 'how'. Procedure is the step-by-step. And Guideline is the recommendation. Always think about the driver. Is it legal, regulatory, or contractual? And most importantly, always answer from a manager's governance perspective, not a technician's. Alright, that's our time for today. Keep thinking about that hierarchy. It’s not just an academic concept. It’s how you build a security program that actually works. You’ve got this.
