- 14:57:40Welcome to the City Center Podcast. I'm
- 14:57:42Jerry Marcello. Part of a city's soul and
- 14:57:45personality comes from the public art it
- 14:57:47chooses to display. The city of West
- 14:57:49Palm Beach is no exception with a
- 14:57:51thriving public art program with
- 14:57:53installations spread across the entire
- 14:57:55community. But putting both local and
- 14:57:58national arts to work is one thing.
- 14:58:00Getting residents to fully enjoy public
- 14:58:02art is another. Today we're going to talk
- 14:58:05about a new program to encourage
- 14:58:07residents both young and old to explore
- 14:58:09what art life West Palm Beach has to
- 14:58:11offer and what role the Mandel Public
- 14:58:14Library plays in making this new program
- 14:58:16a success. That's next on the City Center
- 14:58:19Podcast from West Palm Beach.
- 14:58:29And joining us this afternoon is Sibile
- 14:58:32Guntal, the Director of Arts, Culture and
- 14:58:34Community Building for the City of West
- 14:58:36Palm Beach. Sibile,
- 14:58:37welcome. Hi Jerry. You
- 14:58:39know a lot of people don't know just how
- 14:58:41active the City of West Palm Beach is as
- 14:58:43far as public arts are concerned. Can you
- 14:58:46give us some background? How did it
- 14:58:47all get started? Oh sure. So in 2014 an
- 14:58:51ordinance was implemented and then the
- 14:58:55sexier stuff came in. We had a five-year
- 14:58:58master plan and I came in and I started
- 14:59:00really developing the program. I started
- 14:59:02off with temporary projects, big scale
- 14:59:04ones. I don't know if you were around but
- 14:59:08there were big ones that
- 14:59:09happened in the Great Lawn and they were
- 14:59:13an introduction to the possibilities of
- 14:59:15what public art can be. Fast forward
- 14:59:17another five years and we really started
- 14:59:20doing public-private partnerships,
- 14:59:22getting the private sector more involved,
- 14:59:25collaborating with communities,
- 14:59:27collaborating with neighborhoods,
- 14:59:28collaborating with all the other entities
- 14:59:30that exist within the city and
- 14:59:33the program really started to take off.
- 14:59:36The last five years we've seen over 55
- 14:59:39projects, permanent artworks, temporary
- 14:59:42projects throughout the city. So you can
- 14:59:46see the growth that has happened. So in
- 14:59:49during those five years that included
- 14:59:51obviously the pandemic years. How did the
- 14:59:53pandemic really affect what we were
- 14:59:55doing as far as public art? I'm glad you
- 14:59:57asked that. So even
- 14:59:59though COVID you know it was a
- 15:00:00global crisis, what occurred during that
- 15:00:03time, what manifested was that the
- 15:00:06virtual and physical worlds of the public
- 15:00:09realm is where the safety net was.
- 15:00:13That's where people felt they were safe,
- 15:00:15they could gather, they could discuss,
- 15:00:17they could experience and so the public
- 15:00:19realm became an integral component of
- 15:00:22like I don't know I guess as a community
- 15:00:25getting better and public art
- 15:00:28we realized right there was an important
- 15:00:32aspect of how to continue to build upon
- 15:00:36a city's growth because everybody had
- 15:00:39stalled. So yeah I mean everyone
- 15:00:42realized where the public realm was just
- 15:00:45absolutely important. Sure and so you're
- 15:00:48saying that during the five years though
- 15:00:50you there were 55 different
- 15:00:53projects or even around that number are
- 15:00:55they all still in place or do they rotate
- 15:00:57out after a while? So there's the
- 15:01:00permanent pieces that obviously are
- 15:01:02permanent but there's a lot of temporary
- 15:01:04pieces that we work on and especially
- 15:01:05with the local artists we do we try to do
- 15:01:08initiatives and we try to you know
- 15:01:11take more risks when you do temporary
- 15:01:13pieces you don't have to have every
- 15:01:16little nut and bolt put into place like
- 15:01:19you would a permanent piece that has to
- 15:01:21like withhold all sorts of things not
- 15:01:23just nature and that way you can play
- 15:01:26around and also you have an opportunity
- 15:01:28to introduce the public to something
- 15:01:30that hadn't maybe considered and the
- 15:01:33artists themselves gets to play around a
- 15:01:36little more from their studio practice
- 15:01:38into the public art practice. And I would
- 15:01:41think that with the idea of temporary art
- 15:01:44that would be there just for a short
- 15:01:46period of time that's more reason for
- 15:01:48folks to go back out again. It's not like
- 15:01:50you've seen everything you don't have to
- 15:01:51go back out for another couple years
- 15:01:53there's always something new coming out.
- 15:01:55The exhibits keep rotating it's exactly
- 15:01:57it it's like a rotating public art
- 15:02:00experience all the time. Now what sort of
- 15:02:03artists do you bring to the city are they
- 15:02:05all are they around the country or
- 15:02:07the local what are you looking for? It's
- 15:02:09a mix it's a mix pack so we have
- 15:02:11international superstars we have national
- 15:02:14we have regional and we have
- 15:02:15our local artists that are defined by
- 15:02:17being Palm Beach County artists. And so
- 15:02:21it's a mixed bag and that's where really
- 15:02:23the richness of the program lies because
- 15:02:27you have artists of all different
- 15:02:30backgrounds in different you know levels
- 15:02:33of their art experience their art
- 15:02:35professions and you mix that all up with
- 15:02:39you know something like a Fred Eversea
- 15:02:41portals and you mix it in with a couple
- 15:02:45the local mural artists and you and in
- 15:02:48between all that you have other layers
- 15:02:51of artists in different places in their
- 15:02:53in their careers. And so I think that's
- 15:02:56the richness of this program is a little
- 15:02:58bit of everything. How do the residents
- 15:03:02who live nearby the yard how do they
- 15:03:04react to it? Oh they love it you know the
- 15:03:07best part is when you go especially when
- 15:03:09you go into neighborhoods they get
- 15:03:10really involved. We just finished one at
- 15:03:12Echo Lake Park and all those the
- 15:03:15neighborhood surrounding neighborhoods
- 15:03:16were very involved from inception into
- 15:03:19the final installation. And they loved
- 15:03:21the whole process and they learned a
- 15:03:23tremendous amount. And the best you know
- 15:03:25my idea of success there's many ideas of
- 15:03:29success but one of them is when you hear
- 15:03:31back like that's oh that's our artwork.
- 15:03:35That's like ownership and they're they
- 15:03:37become the stewards that to me it's like
- 15:03:40did the job. So one of the challenges I
- 15:03:43think you would face is that you may
- 15:03:45have a neighbor who a neighborhood where
- 15:03:48just down the block there is a beautiful
- 15:03:50piece of art. But how do you manage to
- 15:03:53get people from blocks away or maybe
- 15:03:55miles away different different districts
- 15:03:57come to see all the art that's been
- 15:04:00created? So we're working a couple
- 15:04:02different things. We're working on an
- 15:04:06ongoing art map. We have it on the GIS
- 15:04:09you can find it on the city's website
- 15:04:10and you can find the GIS map. It's
- 15:04:13actually more user-friendly on your phone
- 15:04:16than it is on the city on like a desktop.
- 15:04:22So when you're on your phone what
- 15:04:24happens is okay so you're let's say at
- 15:04:27Jose Marti Park and you look and you're
- 15:04:29like oh I didn't know you know on the
- 15:04:32rise was here and then you go and look
- 15:04:34for it and it gives you all the
- 15:04:35information and then it pinpoints all
- 15:04:38the other different artworks that are
- 15:04:40nearby that you can walk to. So on the
- 15:04:44phone it's you really user-friendly. Yeah
- 15:04:47we're working on the
- 15:04:49move and you're at it
- 15:04:50you have an opportunity to walk to the
- 15:04:51next piece and you can actually find
- 15:04:53your way using the map on your phone. Now
- 15:04:56again that that map lives at the city
- 15:04:59website WPB.org. Yeah probably search for
- 15:05:03artlife map. Yeah I think it's called
- 15:05:07the art life map and you can find it
- 15:05:09right on your you don't have to download
- 15:05:11an app on your phone. That's key right.
- 15:05:14Everybody loves that so you just look it
- 15:05:16up and then you'll find it. You can
- 15:05:18Google it find it and
- 15:05:19you're like oh there it
- 15:05:20is. So but that's a work in progress as
- 15:05:24is the the web pages for the art life
- 15:05:28page where you can see all the art and
- 15:05:31see what's coming and it'll tell you
- 15:05:32coming soon ongoing temper it's about to
- 15:05:35go. So you know all these are work in
- 15:05:38progress. So you would you would
- 15:05:39recommend it if people want to keep up
- 15:05:41with what's going on the program you they
- 15:05:43can get a lot of information right
- 15:05:44from the city website. Mm-hmm. Okay
- 15:05:46that's great. So and I
- 15:05:49think you're about to
- 15:05:49launch a new project that is going to be
- 15:05:51really really exciting in 2025. Tell us a
- 15:05:54little bit about that. So one one of many
- 15:05:56new projects. But this new one is called
- 15:05:59Collection Connection and it is in
- 15:06:01partnership with the Mandel Public
- 15:06:03Library. They are big partners of the art
- 15:06:06life program. You
- 15:06:07know the library's books
- 15:06:08are you know we go together right? Right.
- 15:06:11We're good cousins. We have been working
- 15:06:16on this on this project where the idea is
- 15:06:18that oh and I brought little samples.
- 15:06:20Sure. So I'm gonna give you the kids
- 15:06:22version. So this is the kids version.
- 15:06:26This way. And Collection Connection and
- 15:06:29the adult version. So what they are is
- 15:06:32they're passports that you go to the
- 15:06:34library to and you pick them up there.
- 15:06:36And it gives you the opportunity to then
- 15:06:39you I'm just gonna random. I'm gonna be
- 15:06:41random. You pick any artwork any artwork
- 15:06:45doesn't matter. Okay.
- 15:06:47And you go to it and
- 15:06:48for this one you know it says today I
- 15:06:51visited the place where I saw give us a
- 15:06:54noun. It was blank size and the color.
- 15:06:58And so you know you
- 15:06:59fill it out. You can you
- 15:07:01can go into another one. You know if this
- 15:07:06if I made this art artwork I would call
- 15:07:10it. If I licked it it would taste like
- 15:07:13this is the kids version. No well that's
- 15:07:17really neat because it really gets the
- 15:07:19gets the kid into thinking about the art
- 15:07:21and sort of becoming involved in being
- 15:07:23creative with the art. Very
- 15:07:25involved. And so you could
- 15:07:26pick one of these up at the third floor
- 15:07:28children's library.
- 15:07:30Third floor library at
- 15:07:31Mandel Public Library right here next to
- 15:07:33the kids zone. For the
- 15:07:35kids one. Right. And you
- 15:07:37when you come when you've done a few of
- 15:07:38them you come back you get a stamp and
- 15:07:41if you get enough stamps you get enameled
- 15:07:43pens. And then if you get enough
- 15:07:44enameled pens after a quarter like we
- 15:07:46have it it's a year-long project then
- 15:07:49you come back and you get raffled off for
- 15:07:51some big prizes. Now you said that
- 15:07:52they can come back after they've done a
- 15:07:54few. Is there a number they have to do
- 15:07:56or just you want to do? There is. So the
- 15:07:59way on the children's have less than the
- 15:08:03adults. Okay fair enough. Right right.
- 15:08:06Well continue talking about it. So what
- 15:08:08you do is here's the adult version.
- 15:08:11There's the QR code to scan the art
- 15:08:13map that we just talked about on the
- 15:08:15phone. Right. So you
- 15:08:16scan it. And what I'm
- 15:08:19just gonna pick out something random. You
- 15:08:21go to any page you don't have to do this
- 15:08:23in order. I mean you can do it in order
- 15:08:25but you can be nonlinear if you want. And
- 15:08:28this one that says what did you notice
- 15:08:30that was not apparent upon first glance?
- 15:08:34Does your opinion of the work change? You
- 15:08:38know it just prompts and there's a
- 15:08:39little prompts. Start at the artwork
- 15:08:41without glancing away from it for any
- 15:08:43extended period of time. At least a
- 15:08:46minute or more if you can. That's the
- 15:08:48prompt. Right right. Because you when you
- 15:08:50when you first approach a piece of work
- 15:08:53you have obviously a very visual
- 15:08:56response. Yeah but if you look at it if
- 15:08:59you stick with it long enough longer
- 15:09:01let's say longer.
- 15:09:02Mm-hmm. Five minutes, ten
- 15:09:03minutes, twenty minutes. It changes. You
- 15:09:07start walking around. You start picking
- 15:09:09up nuances. Things that you didn't see
- 15:09:11before. And that's the idea is like okay
- 15:09:15take a moment. Look at it. Now look at it
- 15:09:19again and give it a whole
- 15:09:21minutes attention. Which you believe it
- 15:09:24or not is a lot for in our technology
- 15:09:27world. Right. In our social media capital
- 15:09:29world. And then I guarantee you your
- 15:09:33thoughts will have changed. And and so
- 15:09:36that's kind of like the idea is like
- 15:09:38making that connection with the art, your
- 15:09:40thoughts, going back to the library.
- 15:09:43The same thing go back to the library. We
- 15:09:45have a visitor stamp visitation. So you
- 15:09:50get your little stamps enamel pin. The
- 15:09:52same thing. But it's about making that
- 15:09:54connection of looking at the art in more
- 15:09:57depth. Sure. Going back to the library.
- 15:10:00The library is a wealth of information.
- 15:10:02So you find something and maybe that
- 15:10:04triggers something. And then you can ask
- 15:10:06like you know I'd really like to find a
- 15:10:08book about color theory. Or I really I
- 15:10:11didn't know about this artist. Can I get
- 15:10:13a book about Yinka Shannabari? You know
- 15:10:16and so we and we go from there. And so
- 15:10:19it's just sort of like this back and
- 15:10:21forth while giving the tool. Yeah. What I
- 15:10:25really like about it especially in the
- 15:10:27adult version is that you have to make a
- 15:10:30commitment to go to this art. You're not
- 15:10:32going to spend 15 seconds and swipe
- 15:10:34your way away from it. You're gonna take
- 15:10:36some time and breathe it in and really
- 15:10:38think about it. Which pays homage to the
- 15:10:41to the art and the artist. But it also
- 15:10:44sort of rewards you by taking a moment
- 15:10:47and really breathing in what's happening
- 15:10:49with the art. And really opening up a new
- 15:10:52kind of moment of absorbing and
- 15:10:56thinking about something rather than just
- 15:10:58simply swiping it away and
- 15:10:59scrolling through it. Which is sort of
- 15:11:02where we are in things in our life and
- 15:11:04in our culture. Yes we're very Instagram
- 15:11:05I like boom. Yeah.
- 15:11:08Right. Yeah. So this one
- 15:11:09makes you slow down a bit. That's really.
- 15:11:11And then hopefully you'll have you'll
- 15:11:13you'll find surprises. Mm-hmm. You know
- 15:11:15because it's it's not we're not telling
- 15:11:18you you got to go to this this. We're
- 15:11:21just saying just pick out any artwork in
- 15:11:23the public realm. Yeah. Just start
- 15:11:25choosing some. Right. And you can go
- 15:11:27anywhere in the city and choose them. Now
- 15:11:29is this something that's just going to
- 15:11:30be taking place for a month or a couple
- 15:11:32months. How long does
- 15:11:32this last? This is a
- 15:11:33year. Oh it's a full year. It's a full
- 15:11:35year. So we're gonna launch Tuesday
- 15:11:38February 12th at the Urban Living Room 4
- 15:11:41p.m. So come to the party and basically
- 15:11:45we're gonna go the librarians are gonna
- 15:11:47walk you through this is you know this
- 15:11:49is how you get your passport. This is the
- 15:11:51anticipation. This is how it'll go. And
- 15:11:54it'll be a year long because as we spoke
- 15:11:58earlier the landscape keeps changing in
- 15:12:00the arts. Right. So I'll be introducing
- 15:12:02as this launches we anticipate by March
- 15:12:07having five new pieces. Mm-hmm. And then
- 15:12:10by the following month we'll probably
- 15:12:12have another one. And you know it just
- 15:12:13keeps evolving. So there's no reason to
- 15:12:15like cut it off. Sure. It's an
- 15:12:17evolutionary thing. Well
- 15:12:18that jumps right into my next
- 15:12:19question for you. Obviously 2025 is gonna
- 15:12:21be an exciting period of time for you.
- 15:12:24Tell us a little bit about what's going
- 15:12:25on what you have planned. So we have
- 15:12:28Collection Connection. Yeah that's
- 15:12:29fantastic. We have the Commons Project
- 15:12:31which is five artists five spaces. So
- 15:12:35these are this is a local artist
- 15:12:38initiative that started during COVID. And
- 15:12:40what we do is when I say we it's the
- 15:12:44Public Art Committee. We put out a call
- 15:12:47for all Palm Beach County artists. They
- 15:12:49selected through a competitive process
- 15:12:51five artists who are either emerging or
- 15:12:54not, but they're new to the public art
- 15:12:57field. So they could be you it could be
- 15:13:00you you have 30 years you've never been
- 15:13:02in the public realm. And you could be
- 15:13:03that person who for the first time goes
- 15:13:06out into the and creates a piece
- 15:13:09specific to a public space. That's really
- 15:13:12different from being in the studio. So
- 15:13:15that's one of them. I'm excited about
- 15:13:16that one. Then we have coming up a lot in
- 15:13:21the private development sector.
- 15:13:24Especially in the downtown area Forte
- 15:13:27Residencies will open up in spring. We'll
- 15:13:29have three new works there by three
- 15:13:32prominent women artists. Very exciting
- 15:13:34for that one. Mr. C's Residencies is
- 15:13:37developing something as is the Berkeley
- 15:13:39811 South Dixie. I'm working with on a
- 15:13:44public-private partnership with that one.
- 15:13:45And that's on the south end of the city.
- 15:13:47The entrance to the city from the south
- 15:13:49part. Working on a new piece there. We
- 15:13:53have the Northwood Village. I'm always
- 15:13:55working with the CRA. They're a great
- 15:13:56partner also. Library's a great partner.
- 15:13:59CRA is a great partner. The
- 15:14:01community. So what you know
- 15:14:06we're I gotta tell you it's all over the
- 15:14:08city. It's all over the
- 15:14:09city. There's a lot of
- 15:14:11energy happening here. This program that
- 15:14:13we're describing here sounds like a
- 15:14:15great place to start especially
- 15:14:17introducing young
- 15:14:18people. Absolutely. To art.
- 15:14:19And really thinking about what they're
- 15:14:21looking at rather than just swiping left
- 15:14:23and being gone. You know it's really nice
- 15:14:26to see that. It's very exciting. We're
- 15:14:28really excited about this. And it'll be
- 15:14:29fun just to you know people don't take
- 15:14:34the time to just sit and like really
- 15:14:36think about the art that they're seeing
- 15:14:39sometimes. I mean there are people who do
- 15:14:41but I think this is the opportunity to
- 15:14:43do it. So and I hope they and it's a
- 15:14:45perfect size. You don't have to write a
- 15:14:46lot. Just throw it in your back pocket.
- 15:14:50All the efforts upstairs. Take a look at
- 15:14:53interpret the art. So we've talked a
- 15:14:56little bit about how you know the
- 15:14:58library is involved. And we want to give
- 15:15:00love back to the website because it's
- 15:15:02gonna be a place where a lot people are
- 15:15:03gonna be getting a lot of information. So
- 15:15:05wpb.org. Go ahead and look for Art Life
- 15:15:09West Palm Beach. And you'll find
- 15:15:11information there about this program as
- 15:15:13well as everything else you're doing.
- 15:15:15Yes. Which is tremendous. And the other
- 15:15:17can I just throw this
- 15:15:18in too for this one too.
- 15:15:19Don't forget to look under the library
- 15:15:21too for this project. That's right.
- 15:15:23Collection connection. Of course. So as
- 15:15:25well so really you can find out
- 15:15:27information about the program on the
- 15:15:29library's web pages. Step by step. Very
- 15:15:34good. So really how it's done is gonna be
- 15:15:36living at the
- 15:15:36library. Excellent. So go to
- 15:15:38the library pages of the city website.
- 15:15:40You'll find out a lot more about this
- 15:15:42particular project and how to get
- 15:15:43involved. That's very cool.
