• 2:03
Speaker 3: Charleston City Council met and the discussion on marijuana continues.
• 2:08
Speaker 3: Councilman Chad Robinson, one of the council members who's kind
• 2:11
Speaker 3: of been a part of the story from the very beginning.
• 2:18
Speaker 3: We're having a little technical issue here because I screwed
• 2:20
Speaker 3: something up royally. So Ryan, I'm gonna take care of
• 2:23
Speaker 3: this for you right now. Okay, just one second, and
• 2:27
Speaker 3: I'm going to tell you a funny story about what
• 2:29
Speaker 3: your radio buddy Dave did here that really actually you know,
• 2:34
Speaker 3: that is right? That is right. Okay. We are trying.
• 2:37
Speaker 3: Here's what's going on. We are trying to get Amanda
• 2:40
Speaker 3: east ap Burton, who is a former member of the
• 2:43
Speaker 3: House of Delegates here and from the canaw County area,
• 2:48
Speaker 3: and we are trying to get her on the phone
• 2:50
Speaker 3: from the Democratic National Convention. I actually texted her about
• 2:52
Speaker 3: thirty minutes ago and said, are we going to be
• 2:55
Speaker 3: good to go? And she said, yeah, just call us.
• 2:57
Speaker 3: And every time we try to call miss burd it
• 3:00
Speaker 3: goes straight to voicemail. So we're efforting. We're efforting right
• 3:04
Speaker 3: now to try to get her on the phone. But
• 3:06
Speaker 3: for some reason it keeps going straight to voicemail. So
• 3:10
Speaker 3: maybe a reception issue. One would think in Chicago that
• 3:12
Speaker 3: you would have you'd have good reception, but apparently not,
• 3:17
Speaker 3: so we're trying. We're efforting. Ryan is working feverishly trying
• 3:21
Speaker 3: to get her on the show. So I just I
• 3:24
Speaker 3: think we just texted you. I'm going to send you
• 3:27
Speaker 3: another number. Ryan. There's nothing like technology when it works,
• 3:32
Speaker 3: and me trying to do this while talking on the air.
• 3:35
Speaker 3: So just give me one second here, and all right,
• 3:42
Speaker 3: I just sent you In case I type the number wrong,
• 3:45
Speaker 3: Ryan in the email, I just texted you her phone number,
• 3:49
Speaker 3: so hopefully I got it right. It's still that's the
• 3:52
Speaker 3: right number we have and it's still going straight to voicemail. Okay. Well,
• 3:55
Speaker 3: we tried Amanda, Amanda frequent, She's been a guest on
• 3:58
Speaker 3: the show several times. We try, but it just keeps
• 4:01
Speaker 3: going straight to voicemail. So I just texted her Ryan
• 4:04
Speaker 3: and said, okay, track calling us. So well, we'll see
• 4:07
Speaker 3: if that works. We will make an effort to get
• 4:09
Speaker 3: her on the show. But anyway, back to the Charlet
• 4:11
Speaker 3: City Council story, Councilman Chad Robinson is going to join
• 4:14
Speaker 3: us a little bit later on the show. This has
• 4:16
Speaker 3: been an effort by certain members of city council to
• 4:20
Speaker 3: not decriminalize marijuana and to not make it legal or
• 4:23
Speaker 3: anything like that. It's basically just to kind of change
• 4:26
Speaker 3: the wording and some of the what many people think
• 4:30
Speaker 3: was archaic language that was written into city code years
• 4:34
Speaker 3: and years ago, and it's really not even in line
• 4:36
Speaker 3: with what West Virginia law is. And so basically it
• 4:39
Speaker 3: I'm gonna let Chad get into this a little bit
• 4:40
Speaker 3: later on, but basically what was passed last night, and
• 4:43
Speaker 3: we'll get the current status of it, but basically it's
• 4:45
Speaker 3: not going to be jail time and not going to
• 4:48
Speaker 3: be as many finds or things of that nature, if
• 4:51
Speaker 3: any finds at all. So I'll let Chad discuss us
• 4:56
Speaker 3: a little bit later. And this has not been nearly
• 4:58
Speaker 3: as controversial as what you would think it would be.
• 5:02
Speaker 3: It's you know, and I guess the attitudes toward marijuana
• 5:08
Speaker 3: have changed greatly over the years. And we'll get into
• 5:12
  Speaker 3: that fire.
• 5:13
  Speaker 5: I got.
• 5:13
Speaker 3: There's some issues I have with though, and I'll get
• 5:15
Speaker 3: into that with Chad a little bit later on. But
• 5:17
Speaker 3: I do understand now that Ryan looks like he's getting
• 5:21
Speaker 3: my attention like he's got in an airplane in in here.
• 5:23
Speaker 3: I think we have a delegate to the DNC, Amanda
• 5:27
Speaker 3: eastep Burton with it, Samanda, you there, It just kept
• 5:32
Speaker 3: going straight to voicemail.
• 5:33
Speaker 5: Well, so I'm in the basement of the hotel for
• 5:36
Speaker 5: our mandatory breakfast, so I can't miss the breakfast floors underground.
• 5:41
Speaker 3: A lady after my own heart. You're not going to
• 5:44
Speaker 3: miss the breakfast, all right. So we got you now,
• 5:46
Speaker 3: and we won't keep you along. We'll let you get back.
• 5:48
Speaker 3: What will he happened for breakfast?
• 5:49
Speaker 5: By the way, Oh so it's actually horrible. It's hotel
• 5:53
Speaker 5: eggs and cornby fash.
• 5:55
Speaker 3: Well, I like corn beef hash. I mean, they need
• 5:57
Speaker 3: some tutors up in there, do they not?
• 5:58
Speaker 5: They do? I would give anything for to your career now,
• 6:02
  Speaker 5: all right?
• 6:03
Speaker 3: All right, So Amanda's with us right now. She's one
• 6:04
Speaker 3: of the delegates, one of the local How many delegates
• 6:06
Speaker 3: are there to the DNC from this.
• 6:08
  Speaker 5: Area, So there's twenty seven of us. I don't I
• 6:11
Speaker 5: think twenty five are delegates. We have some alternates and pages,
• 6:15
Speaker 5: but they're twenty seven with the West Virginia delegation.
• 6:18
Speaker 3: Okay, all right, And of course President Biden spoke last night.
• 6:23
Speaker 3: I want to go so far? Is this your first
• 6:25
Speaker 3: one of these that you've gone to the DNC is
• 6:27
  Speaker 3: the first one?
• 6:27
Speaker 5: Absolutely, my first one.
• 6:29
Speaker 3: All right, Well, so it was that everything you would
• 6:31
Speaker 3: thought it would be.
• 6:31
Speaker 5: So far, So far it is so much more than
• 6:34
Speaker 5: I thought it would be, so exciting, it's so much
• 6:36
  Speaker 5: it's a great.
• 6:37
Speaker 3: So set the mood for us in Chicago, Amanda, after
• 6:41
Speaker 3: after day and Night one, As I said, President Biden
• 6:44
Speaker 3: spoke last night, as there were some other speakers as well,
• 6:47
  Speaker 3: talk about Day.
• 6:48
Speaker 5: One, Day one. The energy is high. Everybody's really eager
• 6:53
Speaker 5: and excited. There are a lot of people send three
• 6:56
Speaker 5: overload lights, cameras, action everywhere you go. But everybody's just
• 7:01
Speaker 5: really hopeful and energized and happy to be together.
• 7:06
Speaker 3: Do you get the idea, Amanda, that most of the
• 7:09
Speaker 3: Democrats you've encountered their supported President Biden's decision to step
• 7:12
Speaker 3: aside and for Vice President Harris to step up.
• 7:15
Speaker 5: Oh, I think so. I haven't seen anybody opposed to it.
• 7:19
Speaker 3: Well, tonight among the speakers, the Obamas are scheduled to
• 7:22
Speaker 3: speak tonight, And I'm going to go ahead and make
• 7:23
Speaker 3: a prediction right now. I don't care what people think
• 7:25
Speaker 3: about Barack Obama. He's a dynamic speaker. One way or
• 7:28
Speaker 3: the other. And I think he's going to blow the
• 7:31
Speaker 3: roof off that place.
• 7:32
Speaker 5: Tonight, I hope. So I agree with you. I absolutely
• 7:35
  Speaker 5: agree with you.
• 7:36
Speaker 3: He's a fantastic, fantastic speaker. Again, we're talking with Amanda
• 7:41
Speaker 3: east at Burton, who is a delegate from West Virginia
• 7:43
Speaker 3: to the Democratic National Convention in Chicago. I know you obviously,
• 7:47
Speaker 3: or I would think you probably didn't spend a great
• 7:49
Speaker 3: deal of time watching the Republican National Convention last month,
• 7:52
Speaker 3: but I'm sure you saw some of it, at least
• 7:54
Speaker 3: the highlights. Comparing contrast, Amanda, the message that you saw
• 7:57
Speaker 3: coming out of the r NC with what you're seeing
• 8:00
Speaker 3: thus far in Chicago with the DNC, Dave.
• 8:03
Speaker 5: Honestly, I don't watch much TV, and I only caught
• 8:07
Speaker 5: like the entertainers from the R and C and the
• 8:09
Speaker 5: JD vance introduction, so I don't really know what happened
• 8:12
Speaker 5: at the RNC, So to compare the messages, I would
• 8:17
Speaker 5: be lying if I said I even knew what the
• 8:19
Speaker 5: message of the RNC was.
• 8:21
Speaker 3: I appreciate your honesty. That's one of the reason why
• 8:23
Speaker 3: I love heavy on the show from time to time.
• 8:26
Speaker 3: What message, Amanda, do you want to impart to the
• 8:29
Speaker 3: listeners this morning about voting for and supporting not just
• 8:32
Speaker 3: Kamala Harris, but but Democrats in general, because as you know,
• 8:36
Speaker 3: it's a big ask of people in a dark red state, Amanda.
• 8:39
Speaker 5: It absolutely is, and I realize it's an uphill battle.
• 8:44
Speaker 5: The Democrats and Kamala Harris especially are working to rebuild
• 8:47
Speaker 5: the middle class, revive our economy, make it to so
• 8:51
Speaker 5: everyday working Americans can have an easier life and find
• 8:56
  Speaker 5: quality job.
• 8:58
Speaker 3: Why do you think that Kamala Harris is a better
• 9:00
Speaker 3: choice for president than former President Trump?
• 9:05
Speaker 5: Well, I mean, for instance, part of someone's speech last
• 9:10
Speaker 5: night was that the billionaires in America pay eight and
• 9:13
Speaker 5: a half percent tax. Well, my tax rates much higher
• 9:15
Speaker 5: than eight and a half percent. Why aren't they at
• 9:17
Speaker 5: least paying what I'm paying? Because we need to start
• 9:21
Speaker 5: taxing wealthier people, some middle class people can be more
• 9:27
Speaker 5: have a better quality of life.
• 9:30
Speaker 3: Okay, anything else that excites you about to about Kamala
• 9:33
Speaker 3: Harris as opposed to Donald Trump? A man, I know
• 9:35
Speaker 3: you're a Democrat. I know you're going to support Kamala Harris,
• 9:37
Speaker 3: but what are some of the things that for you
• 9:39
Speaker 3: are are are going to make you pull that lever
• 9:41
Speaker 3: other than the fact that she's the Democrat, what are
• 9:43
Speaker 3: some of the things that are going to make you
• 9:45
Speaker 3: pull that lever come November.
• 9:47
Speaker 5: So this is a real opportunity for us to really
• 9:48
Speaker 5: get to know Kamala what we all know, who she is,
• 9:52
Speaker 5: not many of us know a lot about her. So
• 9:55
Speaker 5: I can't exactly tell you everything that excites me about
• 9:58
Speaker 5: her because I'm sure I'm going to learn a lot
• 9:59
Speaker 5: more this week. But she is, she has she has
• 10:03
Speaker 5: been a working class citizen. She has came from the
• 10:08
Speaker 5: you know, she grew up a lot like I did.
• 10:11
Speaker 5: She has worked hard for a living to achieve what
• 10:13
Speaker 5: she's achieved, and look at her. She's amazing. So I'm
• 10:17
Speaker 5: really excited to get to know more about her and
• 10:20
Speaker 5: just grow from her.
• 10:22
Speaker 3: Have you seen any of the protesters? I know a
• 10:24
Speaker 3: lot was made about the protesters and their state's going
• 10:26
Speaker 3: to ramp up as the week goes along, Amanda, have
• 10:29
Speaker 3: you seen any any protesters?
• 10:31
Speaker 5: So, yes, I have, and I'm obviously we're walking around
• 10:33
Speaker 5: the city. Everything's really secure, but I have not seen
• 10:36
Speaker 5: the level of protesting that I've seen when I've turned
• 10:39
Speaker 5: on the news. I don't care which news media is.
• 10:42
Speaker 5: It's like they've got some zoomed in shots of a
• 10:46
Speaker 5: few people protesting. There's not mass protests happening around me.
• 10:50
Speaker 5: I don't feel unsafe. We have some transportation that takes
• 10:54
Speaker 5: us from our hotel to the Convention Center, Secret Services
• 10:57
Speaker 5: on it. They had to reroute us because there was
• 10:59
Speaker 5: some a test in front of the United Center yesterday
• 11:02
Speaker 5: that they have to use some feargas for. But I
• 11:06
Speaker 5: haven't felt unsafe for a second. I think everybody has
• 11:10
Speaker 5: a right to protest, just do so peacefully, and everything's fine.
• 11:14
Speaker 3: So what's on tap for today?
• 11:17
Speaker 5: I mean today we have the Obamas. Honestly to yesterday.
• 11:20
Speaker 5: I learned more about the agenda for the evening ceremonies
• 11:24
Speaker 5: from watching CNN. So James Taylor is supposed to be
• 11:28
Speaker 5: there last night, he may be there tonight. We've got
• 11:31
Speaker 5: the Obamas, We've got several great speakers lined up. This afternoon,
• 11:34
Speaker 5: We've got caucus meetings, so I'll be attending the Rural
• 11:37
Speaker 5: Caucus because you know, I'm from West Virginia's free rural
• 11:39
Speaker 5: and the Women's Caucus at nine point thirty. Yeah, So
• 11:43
Speaker 5: it's just it's just a bunch of beatings, learning, growing
• 11:46
Speaker 5: and connecting with each other.
• 11:48
Speaker 3: Well, I appreciate you taking time away from your corn
• 11:50
Speaker 3: beef hash. Sorry, sorry, it's not tutors. If we ever
• 11:54
Speaker 3: get these folks to West Virginia, we'll learn them. We'll
• 11:57
Speaker 3: learn them on what they eat. Right absolutely about time,
• 12:01
Speaker 3: Amanda Ea step Burton. I appreciate you being there. Have
• 12:03
Speaker 3: fun and try to keep Mike Pushkin out of jail. Okay, oh,
• 12:06
Speaker 3: no problem, all right, we'll let you get back to it.
• 12:09
Speaker 3: I appreciate you being here. Thanks a lot, Amanda Eas
• 12:12
Speaker 3: step Burton. And she's a delegate to the Democratic National
• 12:15
Speaker 3: Convention in Chicago. The interesting about the protest what she said,
• 12:19
Speaker 3: because you know, I wanted I actually just re xed
• 12:25
Speaker 3: some some video from a friend of mine who does
• 12:27
Speaker 3: radio in Pittsburgh of some of the more outlandish protests
• 12:32
Speaker 3: that were there. I get that on my on my
• 12:35
Speaker 3: social media, actually just on the on the X page.
• 12:38
  Speaker 5: Uh.
• 12:38
Speaker 3: But but she says she hadn't seen a whole lot.
• 12:40
Speaker 3: But then they had to reroute traffic because some protesters
• 12:44
Speaker 3: had to be tear gassed. According to Delegate Burton, I
• 12:47
Speaker 3: will mention this programming note that we will have coverage
• 12:51
Speaker 3: of the d n C from Chicago. Again, the Obamas
• 12:54
Speaker 3: will be speaking tonight and that's just some of the
• 12:57
Speaker 3: speakers are just a couple that will be speaking tonight.
• 12:59
Speaker 3: We'll have coverage following Reds Baseball tonight's via ABC. But
• 13:03

• 13:24
Speaker 3: we're gonna bring Chad Robinson in Texas. So taking money
• 13:27
Speaker 3: from the rich makes the middle better? Question Mark. Yeah,
• 13:31
Speaker 3: I got a little bit of a problem with that too,
• 13:33
Speaker 3: But again I was being respectful because Amanda was doing
• 13:35
Speaker 3: us a favor. I got a little bit of problem
• 13:37
Speaker 3: with that that ideology as well. Uh, Texas, so she's
• 13:41
Speaker 3: excited to vote for Harris because she's a Democrat. Not
• 13:43
Speaker 3: any of her policies. Hope to learn why she supports her, says.
• 13:47
Speaker 3: He what she's gonna learn, That's what she said. She said,
• 13:49
Speaker 3: I'm looking forward to learning more. So, so there you go.

• 17:23
Speaker 3: I mean people have a tendency to think that you

Speaker 3: can't do that. Why why why do we think that way.
• 17:28
  Speaker 10: I don't understand.
• 17:29
Speaker 3: I mean, you got two ques and and other schools

• 18:14
Speaker 3: As a Texter, Texas says, we need to tax the
• 18:16
Speaker 3: wealthy so that we can give money to other people.
• 18:19
Speaker 3: Ha ha, says a texture. All right, So Chad Robinson
• 18:24
Speaker 3: is here city counciling in the great City of Charleston.
• 18:27
Speaker 6: How are you, man?
• 18:27
  Speaker 3: Good?
• 18:28
Speaker 10: Morning, Dave. I'm here having a good morning.
• 18:31
Speaker 3: I'm having a good morning cool down some outside. I
• 18:33
Speaker 3: love it. I went out to get to pay for
• 18:34
Speaker 3: this morning man, and I was like, wow, this feels
• 18:37
Speaker 3: like but next week it's going to be in the
• 18:39
  Speaker 3: mid nineties again.
• 18:40
Speaker 10: So well it'll be talking about de view noon. Yes hot,
• 18:45
Speaker 10: Yes against Penn State.
• 18:46
Speaker 3: Yeah, go ahead and make your prediction on the game. Now.
• 18:49
Speaker 10: I think we'll hang in there. I'm not sure we
• 18:51
Speaker 10: can win, but we'll hang in.
• 18:52
Speaker 3: There, spoke Hope Springs Eternal as they say, so Councilman
• 18:56
Speaker 3: last night the conversation about simple possession of marijuana, and
• 19:00
Speaker 3: you'd during the council meeting last night, you and Councilman
• 19:05
Speaker 3: Anti I think had been on this kind of from
• 19:07
Speaker 3: day one. So what happened last night? We passed a bill.
• 19:11
  Speaker 10: I don't think it's a bill that either side wanted,
• 19:14
Speaker 10: but it's a bill that we passed, and I think
• 19:16
Speaker 10: it's a good piece of legislation that moves Charles forward.
• 19:20
Speaker 10: At passed twenty to five. Lots of discussion, as you know,
• 19:24
Speaker 10: and you said earlier that we had this bill back
• 19:27
Speaker 10: in committee. We heard the bill on my committee three times.
• 19:32
Speaker 10: We also met with some interested parties and the Charlesto
• 19:36
Speaker 10: and Police department in between those meetings. And you know,
• 19:40
Speaker 10: when both sides aren't happy, that's usually a good piece
• 19:43
Speaker 10: of legislation, as we do at the Capitol.
• 19:46
Speaker 3: So tell us take us back to and you've been
• 19:49
Speaker 3: on the show three or four times talking about this,
• 19:51
Speaker 3: but let's go back to the very beginning. Where did
• 19:54
Speaker 3: this entire thing come from? Did you have a lot
• 19:57
Speaker 3: of residents and the city and said we need to
• 19:58
Speaker 3: look at it. Was it the police departm I'm in
• 20:00
Speaker 3: a combination of all the above. How did this whole
• 20:03
  Speaker 3: idea come about?
• 20:05
Speaker 10: Well, I'm the chairman of Ordnance and Rules Committee on
• 20:07
Speaker 10: City Council and I perceive my role as chairman to
• 20:11
Speaker 10: look at code, outdated code or ordinances that we can change,
• 20:16
Speaker 10: update to state code. This part of our ordinances about
• 20:22
Speaker 10: marijuana and simple possession has not been updated since twenty
• 20:26
Speaker 10: eleven and state code has changed since then.
• 20:29
Speaker 3: So basically what this does is work. Let me go
• 20:31
Speaker 3: back to that state code has changing and send for
• 20:33
Speaker 3: the listeners what has changed in.
• 20:35
Speaker 10: State the different penalties things of that sort. I mean
• 20:37
Speaker 10: marijuana has evolved. I mean it you know, look, I
• 20:40
Speaker 10: think my personal opinion, I think we're behind times in
• 20:43
Speaker 10: West Virginia. I mean, Ohio just passed recreational. I'm not
• 20:46
Speaker 10: a marijuana user, but we're the financials of recreational are
• 20:51
Speaker 10: beneficial for West Virginia. I mean, look, Ohio's right next door.
• 20:56
Speaker 10: It's coming. But we need to update our code in
• 20:58
Speaker 10: in terrust. And it's just it's dealing with simple possession.
• 21:02
Speaker 3: And so define again for the people who may not
• 21:04
Speaker 3: have heard your other interviews, what are we talking about
• 21:06
Speaker 3: with simple possessions are lower?
• 21:08
  Speaker 2: All right?
• 21:08
Speaker 3: So I'm downtown and I get stopped for something. Not
• 21:12
Speaker 3: that I would because I'm not a marijuana user either,
• 21:14
Speaker 3: but I would get stopped for something and they find
• 21:17
Speaker 3: it on me. They are frisking me for some other reason,
• 21:20
Speaker 3: and it's my first defense. It's simple possession at that point, right.
• 21:23
Speaker 10: Correct, fifteen grams or lower, you could be pulled over.
• 21:28
Speaker 10: It could be a reason to search things of that sort.
• 21:31
Speaker 10: The officer's discretion of whether it's simple possession or intent
• 21:36
Speaker 10: to distribute over fifteen grams.
• 21:38
Speaker 3: Yeah, because if you're doing under fifteen and you're going
• 21:41
Speaker 3: to sell it, you're the worst salesman. In the world.
• 21:43
  Speaker 10: That's probably right. I don't know anything about I couldn't
• 21:46
Speaker 10: tell you what fifteen grams looks like. Well, it's not
• 21:48
  Speaker 10: a whole lot. I didn't think, so it's not a
• 21:50
Speaker 10: whole lot. But and also too, just this is municipal court.
• 21:54
Speaker 10: This has nothing to do with magst court. If a
• 21:57
Speaker 10: state trooper pulls you over or searched you, or a
• 22:00
Speaker 10: county sheriff deputy sheriff, that stuff, those things would go
• 22:04
Speaker 10: to master court. Just all municipal, municipal court citations.
• 22:07
Speaker 3: Yea, all within the City of Charleston. And we're talking
• 22:09
Speaker 3: with councilmen Chad Robinson, and I think it's very important
• 22:14
Speaker 3: as I heard the audio from the city council meeting
• 22:17
Speaker 3: this morning on our news that you you said on
• 22:20
Speaker 3: the record, you know, in front of God and everybody there,
• 22:22
Speaker 3: that we are not legalized in marijuana in the City
• 22:24
  Speaker 3: of Charleston.
• 22:25
Speaker 10: I started, I started my comments, this does not legalize marijuana.
• 22:29
Speaker 3: Because that was a misconception out there, is that we're
• 22:31
Speaker 3: going to become a mini Denver.
• 22:33
Speaker 10: And we can't. The federal government has to schedule marijuana. Reschedule,
• 22:37
Speaker 10: then the state has to take action, and then that
• 22:40
Speaker 10: gives the municipalities the opportunity to change their ordinances if
• 22:43
  Speaker 10: that ever happens.
• 22:44
Speaker 3: So what has been the response from people when you talk?
• 22:47
Speaker 3: I mean, obviously there's people that have brought this up
• 22:49
Speaker 3: to you, as I said, from various parts of the community,
• 22:51
Speaker 3: from law enforcement to residents and so on and so forth.
• 22:53
  Speaker 3: I know you're a guy that listens a lot to
• 22:56
Speaker 3: your constituents. What has been the response to even that.
• 23:00
Speaker 3: I know it just happened last night, but the discussion
• 23:02
Speaker 3: about the whole thing overall, it's well received.
• 23:06
  Speaker 2: You know.
• 23:06
Speaker 10: I took my time, you know, a lot of times
• 23:09
Speaker 10: that council and a lot of times at state Capital.
• 23:11
Speaker 10: You know, things are brought up in committee, passed and
• 23:14
Speaker 10: done well. This bill was introduced on July first, so
• 23:18
Speaker 10: we took over six weeks of time, effort, discussion, brought
• 23:23
Speaker 10: everybody in. We went from one extreme of the introduced
• 23:26
Speaker 10: version to the other extreme of no penalties, no jail
• 23:29
Speaker 10: time for any offenses, and then we brought it back
• 23:32
Speaker 10: to the middle, and I think we passed a good
• 23:34
  Speaker 10: piece of legislation.
• 23:35
Speaker 3: This is an editorial comment on my behalf chat and
• 23:37
Speaker 3: it has nothing to do with you, but I think
• 23:41
Speaker 3: there are one of the reasons why that across America
• 23:45
Speaker 3: that a lot of people that may not necessarily be
• 23:49
Speaker 3: that all part of the pun fired up anti marijuana
• 23:54
Speaker 3: get a little bit sideways on this because there are
• 23:58
Speaker 3: those who want marijuana to be I can smoke it anywhere,
• 24:02
Speaker 3: I can do it anywhere or whatever, and that I
• 24:04
Speaker 3: think that hurts the argument.
• 24:06
Speaker 10: I agree with you, and it's those individuals are not
• 24:11
Speaker 10: going to be happy or pleased with whatever we do
• 24:13
Speaker 10: until it's legal and you can walk around charless and smoking,
• 24:16
Speaker 10: smoking a blunt or smoking.
• 24:18
Speaker 3: Marijuana, and that's not going to happen.
• 24:19
Speaker 10: That's not going to happen with this peace of legislation, and.
• 24:22
Speaker 3: Not at all. I mean it's not to say that
• 24:23
Speaker 3: it couldn't happen eventually. Sure, it's because I think we
• 24:25
Speaker 3: are going to get to the police Council when where
• 24:27
Speaker 3: we're West Virginia legalizes marijuana.
• 24:30
Speaker 10: I do too, and I think I think we should
• 24:32
Speaker 10: be looking at it, but that's not that's not my decision, right, Yeah,
• 24:35
Speaker 10: And I think it's very interesting and I think the
• 24:38
Speaker 10: council and your rules Committee and anyone involved should be
• 24:42
Speaker 10: committed for getting the police officers involved in this because
• 24:45
Speaker 10: so many times when things like this are brought up,
• 24:50
Speaker 10: and we saw this as an example with campus carry,
• 24:53
  Speaker 10: they didn't really talk to And I'm I am a
• 24:57
  Speaker 10: I know.
• 24:57
Speaker 3: I'm getting off on a tangent here. I'm one hundred
• 24:59
Speaker 3: percent Second Amendment, I'm pro gun whatever. But when that
• 25:03
Speaker 3: legislation was crafted, one of the responses from law enforcements
• 25:06
Speaker 3: they didn't really talk to us about this. And sometimes
• 25:09
Speaker 3: that happens, you know, legislators or council people or commissions
• 25:13
Speaker 3: or whatever. They want to do something, but they don't
• 25:15
Speaker 3: talk to the people that this is going to directly
• 25:18
Speaker 3: involve you folks did this, Yeah, and that's that's exactly.
• 25:21
Speaker 10: You know, I've been at the state capital on my
• 25:23
Speaker 10: real job for over twenty five years, and that's the
• 25:25
Speaker 10: best thing to do. Bring everybody in. I don't you know,
• 25:28
Speaker 10: I might. I told one of the advocates for West Virginia,
• 25:32
Speaker 10: can't wait. You can't get everything you want. You have
• 25:37
Speaker 10: to negotiate and get to something that we can pass.
• 25:41
Speaker 10: And I think we did that. I mean, I'm of
• 25:44
Speaker 10: the of the opinion that if a person makes a mistake,
• 25:49
Speaker 10: and that's what we're trying to do. If somebody makes
• 25:50
Speaker 10: an honest mistake and has a simple possession charge, they
• 25:53
Speaker 10: should have the opportunity to get rid of that second offense. Okay,
• 25:57
Speaker 10: you know, maybe you had a second offense and you
• 26:00
Speaker 10: messed up. But as we get down the line the third, fourth,
• 26:03
Speaker 10: and fifth, you have to start learning. And that's what
• 26:06
  Speaker 10: this bill does.
• 26:07
Speaker 3: Zero two fifty five.
• 26:08
Speaker 10: Hundred on the first, second, and third offensive.
• 26:11
Speaker 3: So when I mean, is it over now?
• 26:12
  Speaker 8: Is it done?
• 26:13
Speaker 10: It is past twenty to five last night.
• 26:15
Speaker 3: When is it going to five days?
• 26:17
Speaker 10: So after last night?
• 26:19
Speaker 3: Five days after last night? So okay. One of the
• 26:22
Speaker 3: comments that was made from one of the individuals that
• 26:23
Speaker 3: spoke last night, a counseled again, I wasn't there, but
• 26:26
  Speaker 3: I did hear it, and I don't recall a gentleman's
• 26:29
Speaker 3: name is really not important. But it was someone from
• 26:30
Speaker 3: the public who said something to the effect of this
• 26:33
Speaker 3: was going to negatively impact low income people. I'm sorry, counselmen,
• 26:39
  Speaker 3: I can't go along with that. I mean, I'm sorry.
• 26:43
Speaker 3: If it's still illegal, then it doesn't matter what your
• 26:47
Speaker 3: income is. You're still breaking the law, no matter if
• 26:49
Speaker 3: you're a multi millionaire or your minimum wage worker. That's
• 26:52
Speaker 3: just where I am totally agree.
• 26:53
Speaker 10: I think you know, just like I said, you know,
• 26:56
Speaker 10: sometimes there's a mistake made, you know, second, second time, Okay,
• 27:00
Speaker 10: but it doesn't matter. You're still making mistakes and you
• 27:02
Speaker 10: should pay the pay the fine. And you know, there's
• 27:04
Speaker 10: no jail time. Last year, I think there was over
• 27:07
Speaker 10: two hundred citations written for simple possession. There was no
• 27:11
Speaker 10: jail time given by the municipal judge. Back in twenty nineteen,
• 27:14
Speaker 10: I think it's over three hundred, uh and there's no
• 27:16
  Speaker 10: jail time.
• 27:17
Speaker 3: So again, we've updated our code.
• 27:19
Speaker 10: We worked with the officers. I think this helps them
• 27:22
  Speaker 10: in Charleston, and I think it's it's it's middle of
• 27:24
Speaker 10: the middle of the road passage of something that need.
• 27:28
Speaker 3: To be updated. Now, what you're gonna do about the
• 27:31
Speaker 3: trafficking Kanal City, Oh, don't start that one thing at
• 27:36
Speaker 3: a time. You know you brought that up.
• 27:37
Speaker 10: You know, November, it's almost November. You know what, let's
• 27:40
Speaker 10: see if we have a road November.
• 27:42
Speaker 3: What else you're working on? What else? Has said this
• 27:44
Speaker 3: is kind of taking up a lot of your time.
• 27:46
Speaker 3: But but there's other things on every council person's agenda
• 27:49
Speaker 3: and on your plate. What you're looking at?
• 27:52
Speaker 10: Hey, you look at Morgantown, you look at wheeling. The
• 27:55
Speaker 10: pay handling issue. UH, there's several years ago I introduced
• 27:59
Speaker 10: a bill to UH restrict pain handling or reduced for
• 28:02
Speaker 10: safety call safety reasons. I'd like to read, you know,
• 28:06
Speaker 10: readdress that at some point we have to again look at.
• 28:11
Speaker 3: The the and you're just asking for trouble much. You
• 28:13
Speaker 3: can't wait people, You know that.
• 28:15
Speaker 10: But you know what, Dave, it's it's a safety concern.
• 28:18
  Speaker 11: You know.
• 28:18
Speaker 10: You here, counselman, counsel woman, fag You talk about the
• 28:21
Speaker 10: west side, They're they're standing in the medians, are standing

Speaker 3: be giving us a talk about his new book, which
• 33:18
Speaker 3: is entitled The Governor and Others who Won't Talk to Me?
• 33:21
Speaker 4: Is it too soon for that, Brad Well, I've only
• 33:24
Speaker 4: got the one chapter, but I'm working on all right.
• 33:26
Speaker 3: Lead story this morning, BRADWV Metro News dot com. Stop
• 33:29
Speaker 3: me if you've heard this before. The governor's financial issues.
• 33:33
Speaker 3: Now it's health insurance for Greenbrier workers.
• 33:38
Speaker 4: And that was a story first worken by the Real
• 33:41
Speaker 4: w E, which is a nonprofit news agency in the
• 33:44
Speaker 4: Grand Barra Valley. It's run by former Senate Minority Leader
• 33:48
Speaker 4: Stephen Baldwin, who has taken on a journalistic hat, you
• 33:54
Speaker 4: know hat sort of speak in that area. And you
• 33:57
Speaker 4: know he's got good sources. Baldwin does because that community
• 34:03
Speaker 4: is just filled with Green Brier employees or people who
• 34:07
Speaker 4: depend on the green Brier as an economic driver. And
• 34:13
Speaker 4: of course, a letter went out to the Green Brier's employees.
• 34:18
Speaker 4: Kind of a stunner yesterday, maybe not in retrospect, but
• 34:22
Speaker 4: a stunner in the moment to say that that the
• 34:26
Speaker 4: owners of the Green Brier are severely behind four months
• 34:31
Speaker 4: to the tune of millions of dollars on their premiums
• 34:35
Speaker 4: for health insurance. Furthermore, that letter said that the employees
• 34:39
Speaker 4: of the Greenbrier who would be cut off their health
• 34:42
Speaker 4: insurance next week, one week from today, if the Green
• 34:46
Speaker 4: Brier doesn't make good on it. And finally, there was
• 34:52
Speaker 4: a reference in that letter written by lawyers for the
• 34:58
Speaker 4: insurance company that help insurance provider to say that the
• 35:03
Speaker 4: Grammar had collected premiums from those employees and then didn't
• 35:09
Speaker 4: pass on the money. So, you know, just an incredible
• 35:13
Speaker 4: and upsetting set of circumstances.
• 35:17
  Speaker 5: There.
• 35:18
Speaker 4: I obviously sometimes get a public reaction on social media
• 35:23
Speaker 4: to elements of this Greenbrier saga and the other justice
• 35:30
Speaker 4: financial problems, but yesterday really touched a nerve and there
• 35:35
Speaker 4: was a lot of social media response, and I think
• 35:37
Speaker 4: it's just because it you know, to owe seven hundred
• 35:41
Speaker 4: million dollars to international banker credit switch is one thing,
• 35:46
Speaker 4: but kind of unimaginable three hundred million dollars to your
• 35:50
Speaker 4: longtime local banker quarter bank. Again a vast amount, but
• 35:54
Speaker 4: hard to imagine that people can put themselves in the
• 35:57
Speaker 4: shoes of those hard working employees who are will have
• 36:01
Speaker 4: to be worried one week out about whether they are
• 36:06
Speaker 4: going to have health insurance next week, and who must
• 36:08
Speaker 4: at the same time be a gas and four or
• 36:12
Speaker 4: five if it's true that the groundar collected their premiums
• 36:16
Speaker 4: and then didn't put it toward that health insurance.
• 36:19
Speaker 3: Brad, I agree with you, and I was actually going
• 36:20
Speaker 3: to say that, you know, you and I and normal
• 36:23
Speaker 3: people cannot relate to owing millions and millions of dollars
• 36:27
Speaker 3: to a bank or to a lending service, or whatever
• 36:30
Speaker 3: the case may be. But when we start talking about
• 36:32
Speaker 3: dangling people's health insurance in front of them, people that
• 36:36
Speaker 3: and I don't know what people at the Greenbrier make,
• 36:38
Speaker 3: but I'm gonna guess they all aren't making six figures, Okay,
• 36:41
Speaker 3: not the ones that are cleaning your room and are
• 36:43
Speaker 3: opening the doors and cooking and waiting tables. You start
• 36:46
Speaker 3: at that point to say, okay, this is real now.
• 36:50
Speaker 3: I mean it was always real, but this is really real.
• 36:53
Speaker 3: Does that make any sense because you can think about that,
• 36:55
Speaker 3: you know, put yourself in the position, no matter what
• 36:58
Speaker 3: your job is, if you're fortunate enough to health insurance
• 37:00
Speaker 3: to know that, through no fault of your own, I
• 37:04
Speaker 3: may lose my health insurance because my employer didn't make
• 37:09
  Speaker 3: the premiums.
• 37:11
Speaker 4: Yeah, I mean your heart goes out to those folks.
• 37:15
Speaker 4: I've had significant public reaction to the stories that you
• 37:21
Speaker 4: can wrap your arms around. The thing about chasing down
• 37:24
Speaker 4: the helicopter and trying to liquidate it to pay down
• 37:29
Speaker 4: that people. That captured people's imagination because you can imagine
• 37:33
Speaker 4: the helicopters. I mean it was a little bit funny.
• 37:36
Speaker 4: The US Marshall's trying to chase the thing down. The
• 37:41
Speaker 4: potential auction of the ground brier has really captured the
• 37:45
Speaker 4: public's imagination because you can't afford to go there. You
• 37:48
Speaker 4: know what it looks like, you know, the lush green
• 37:50
Speaker 4: grass of a golf course. You probably kind of pride
• 37:53
Speaker 4: in it as a West Virginia. You know it's history
• 37:55
Speaker 4: and its destination as a place that America's presidents have
• 38:00
Speaker 4: gone members of Congress. Uh, So that that pride is
• 38:04
Speaker 4: in your heart and you hate to see that it's
• 38:06
Speaker 4: potentially going to be up for auction on the courthouse steps,
• 38:09
Speaker 4: and you can again it's tangible, you can you can
• 38:13
  Speaker 4: imagine it.
• 38:14
  Speaker 5: Uh.
• 38:14
Speaker 4: And then finally it's it's this one that's related to that,
• 38:17
Speaker 4: which is uh, those employees, and that could be any
• 38:21
Speaker 4: one of us who are potentially not going to be
• 38:26
Speaker 4: with health insurance next week. You know, got to help
• 38:29
Speaker 4: you if you've got a surgery coming up or your
• 38:31
Speaker 4: spouse does, and now you've got that kind of thing
• 38:35
  Speaker 4: to worry about.
• 38:36
  Speaker 5: Uh.
• 38:37
Speaker 4: And and finally, I will say that on things that
• 38:42
Speaker 4: the patriarch of the Justice family has said, as we
• 38:46
Speaker 4: somewhat jokingly described at the beginning of our conversation, he
• 38:51
Speaker 4: lashed out at me for raising questions about these financial
• 38:55
Speaker 4: problems that he then described as as fake news. After
• 39:02
Speaker 4: the Greenbrier was announced foreclosure sale. He has in multiple
• 39:08
Speaker 4: instances blamed politics, said the political forces out to thwart
• 39:14
Speaker 4: his run for the US Senate have have somehow caused
• 39:19
Speaker 4: that auction to go into effect. But to my way
• 39:25
Speaker 4: of thinking, this matter of owing three and a half
• 39:31
Speaker 4: million dollars on health premium contributions and potentially having the
• 39:36
Speaker 4: employees without health insurance undercuts all of that, I have
• 39:41
Speaker 4: no idea how you could spend health insurance premiums and
• 39:45
Speaker 4: the failure to pay them Politically.
• 39:47
Speaker 3: It's all politics. It's all politics.
• 39:50
Speaker 4: There may be a way, but I do not know.
• 39:52
Speaker 4: You know, not to say though the people might not
• 39:56
Speaker 4: take a look at this and assess their views on
• 39:59
Speaker 4: polic But I cannot imagine how politics has costed.
• 40:03
Speaker 3: But Dave alland showing five abye line brought to you

• 40:14
Speaker 3: Where are we on said auction? Brad? So it's supposed
• 40:18
Speaker 3: to be one week from the day, right, that is
• 40:20
  Speaker 3: a good question.
• 40:21
Speaker 4: The Justices on behalf of Charleston Attorney, through through the
• 40:25
Speaker 4: efforts of Charleston Attorney Steve Ruby, put forward a emotion
• 40:31
Speaker 4: for a temporary injunction yesterday. There are there are three
• 40:35
Speaker 4: distinct reasons they cant have to And then there is
• 40:38
Speaker 4: a broader argument that the lawyers for the justices make
• 40:42
Speaker 4: that this could throw the ground briar into turmoil. As
• 40:51
Speaker 4: an employer and as an economic driver, and they're asking
• 40:56
Speaker 4: a local judge in Greenborough County to at le delay
• 41:01
Speaker 4: that auction, which is scheduled for two pm one week
• 41:04
Speaker 4: from today, next Tuesday, there's going to be a hearing
• 41:07
Speaker 4: in Greenborough County nine a m. Friday. I know where
• 41:11
Speaker 4: I'll be, So don't boot me for this show for
• 41:14
Speaker 4: chapter two of my book, but so that this is
• 41:19
Speaker 4: an effort at least to slow this whole thing down.
• 41:23
Speaker 4: Even if it doesn't derail the auction permanently, it potentially
• 41:27
Speaker 4: could throw some scene in the gears. Delay things offer
• 41:32
Speaker 4: a greater opportunity for all of the signs of this
• 41:35
Speaker 4: complex loan and debt matter to come to the table,
• 41:42
Speaker 4: maybe to reach some agreement. The other thing it does,
• 41:46
Speaker 4: I'm not sure you can kick it down the tracks
• 41:48
Speaker 4: so far that it runs past the election. But to
• 41:51
Speaker 4: the degree that this does go into the political gristmill,
• 41:56
Speaker 4: it would be to go our justice is political advantage
• 41:59
Speaker 4: to teck it on down past the election.
• 42:02
Speaker 3: What are you working on today, Brad?
• 42:05
Speaker 4: That is a good question, Dave. Yesterday was quite and
• 42:08
Speaker 4: I may be picking up the the the pieces of
• 42:13
Speaker 4: what we what we laid down yesterday these these two
• 42:16
Speaker 4: Green Briar stories are still happening. There are, believe it
• 42:19
Speaker 4: or not, there are other debt problems not caused by
• 42:22
Speaker 4: me UH that that maybe deserves some some circling back.
• 42:26
Speaker 4: And there was a state Senate issue if we just
• 42:28
Speaker 4: have a second Senator Chandler Swoope UH filed an official
• 42:34
Speaker 4: challenge to the voting in his district, which the district
• 42:40
Speaker 4: currently serves, which is Mercer County, UH, McDowell, Mingo and
• 42:45
  Speaker 4: part of Wayne.
• 42:46
  Speaker 5: UH.
• 42:46
Speaker 4: There were some questions about the Mingo County voting. The
• 42:50
Speaker 4: results came back from that and and both sides. The
• 42:54
Speaker 4: other side is Republican challenger Craig Hart UH. They agree
• 42:59
Speaker 4: that they're really were some uh some flaws and the
• 43:04
Speaker 4: voting in Mingo County Democrats who wound up picking Republican
• 43:09
Speaker 4: ballots and UH election workers who maybe innocently, maybe maybe
• 43:16
Speaker 4: just mistakenly didn't realize that that that should be happening,
• 43:20
Speaker 4: or at least didn't stand in the way of it.
• 43:22
Speaker 4: But those things truly did happen. Both sides went up
• 43:25
Speaker 4: a grand but not to the level that Swope could
• 43:30
Speaker 4: prove that the full precincts of balloting should be thrown out,
• 43:35
Speaker 4: So Swope, the incumbent is throwing in the towel on
• 43:39
Speaker 4: that matter. Craig Hart is going to be the Republican
• 43:43
Speaker 4: nominee uh for for that district. And you know we'll see,
• 43:48
Speaker 4: uh to what degree out of all this turmoil any
• 43:52
Speaker 4: Democrat might be able to pick up some steam and
• 43:56
Speaker 4: potentially give Heart a challenge.
• 43:58
Speaker 3: All right, Brad, I a little programming note. The Chief
• 44:00

• 48:55
Speaker 3: was having this conversation with somebody earlier. One of the
• 48:57
Speaker 3: things that always amazes me about the Democrats writing so
• 49:02
Speaker 3: hard on Jim Justice for his lack of Bill Payne
• 49:07
Speaker 3: is if you go back in time, I'm sorry. With

• 49:20
Speaker 3: as a Democrat. Little consistency here, little consistency. So back
• 49:26
Speaker 3: to yesterday's show with Tony Hodge. Tony, of course is
• 49:30
Speaker 3: the vice chair of the State Republican Party, but he
• 49:32
Speaker 3: came on yesterday totally independent of that role to talk
• 49:36
Speaker 3: about families and look. I have known Tony Hodge for
• 49:40
Speaker 3: a number of years I considered Tony to be a
• 49:41
Speaker 3: good friend, in fact, probably one of my best friends.
• 49:44
Speaker 3: Tony and I, though, don't agree on everything, and that's
• 49:46
Speaker 3: okay as far as that goes. I can't think of
• 49:50
Speaker 3: a single one of my five or six closest friends
• 49:53
Speaker 3: and I agree with everything on If you didn't hear
• 49:56
Speaker 3: the show cheap plug here, go back and listen to
• 49:59
Speaker 3: the replay on my social media sites or the sites
• 50:02
Speaker 3: of the station, the website, etc. Etc. Tony has strong
• 50:05
Speaker 3: opinions on things, particularly when it comes to families. Tony's
• 50:08
Speaker 3: a devoted family man to his lovely wife Jessica and
• 50:10
Speaker 3: their two sons. Tony's a real deal. He walks the
• 50:14
Speaker 3: walk and talks to talk, and sometimes what he says
• 50:16
Speaker 3: can rub can rub some people the wrong way. But
• 50:21
Speaker 3: it just made you think. And if you're thinking, then
• 50:27
Speaker 3: I've done my job having him on the show. I
• 50:30
Speaker 3: see my job here as an entertainer to give listeners
• 50:33
Speaker 3: and many times myself something to think about. And based
• 50:36
Speaker 3: on the actions I got on yesterday's show, my listeners
• 50:39
Speaker 3: are doing a whole lot of thinking. The text continued
• 50:42
Speaker 3: well after the show, emails, Facebook messages, etc. Etc. Tony
• 50:47
Speaker 3: apparently hit a nerve with a lot of people yesterday.
• 50:50
Speaker 3: Tony's a big believer in the traditional family husband, wife,
• 50:53
Speaker 3: two point whatever, kids, period, and I don't always agree
• 50:57
Speaker 3: with what he says, but that's okay it. I think
• 51:02
Speaker 3: it's a good thing to have a variety of different
• 51:04
Speaker 3: opinions on the show and ones that will listen, a
• 51:06
Speaker 3: great deal of feedback, both negative and positive, and people
• 51:09
Speaker 3: and I hate to lump them all together, people like Tony,
• 51:12
Speaker 3: Mike Pushkin, Greg Thomas, Rob Cornelius, Don Blanket Chip, even
• 51:15
Speaker 3: Derrick Evans. When I have them on the show, we
• 51:18
Speaker 3: get reactions and hopefully we made people think a little bit.

Speaker 3: Radio Day. I became obsessed with radio when I was
• 52:08
Speaker 3: about five or six years old. Started doing radio at
• 52:10
Speaker 3: my high school station nearly forty years ago, went professional,
• 52:14
Speaker 3: that's what you want to call it, thirty six years ago,
• 52:16
Speaker 3: and have never ever looked back. We radio people are
