Latest / Early Edition with Ryan Bridge / Parmjeet Parmar: ACT MP on the outcome of the Parliamentary Select Committee into online safety, youth social media ban
Transcript
- 0:00Speaker 1: The IMPA who kicked off an inquiry into social media
- 0:02Speaker 1: harm for kids doesn't like the outcome. The Education Committee's
- 0:05Speaker 1: final reports say is basically, ban under sixteen from TikTok, Facebook,
- 0:09Speaker 1: other platforms is doing them damage. Dr PALMJ. Palmer represents
- 0:13Speaker 1: ACT on the Education Workforce Committee, joins me this morning,
- 0:16Speaker 1: good morning, Hello, good morning. So you didn't like the
- 0:19Speaker 1: outcome of the inquiry.
- 0:21Speaker 2: Why not? I'm actually quite disappointed to see the outcome
- 0:25Speaker 2: because the idea was to go with an open mind,
- 0:29Speaker 2: not just copy and paste of what others have done
- 0:32Speaker 2: without actually examining everything. I don't like it because banning
- 0:37Speaker 2: social media funder sixteen is one of the recommendations and
- 0:39Speaker 2: this issue was actually central to the reason for the inquiry.
- 0:43Speaker 2: And you will note in the advice that was provided
- 0:46Speaker 2: by the advisors, the advisors didn't provide full advice on
- 0:50Speaker 2: this issue this intervention, and I wrote to the Select
- 0:53Speaker 2: Committee urging the Select Committee to seek advice on this
- 0:57Speaker 2: particular intervention, and the Select Committee members, by maturity, decided
- 1:02Speaker 2: not to proceed. So my view is that they took
- 1:06Speaker 2: a predetermined approach, and in my view, this is a
- 1:09Speaker 2: very serious issue and they didn't get really undermine the
- 1:13Speaker 2: Select Committee's rule.
- 1:14Speaker 1: Didn't get the evidence, didn't get the evidence. They just
- 1:16Speaker 1: go on ahead with a headline grabbing decision. But you,
- 1:19Speaker 1: I mean, you can't say, Palm Jack Kenny. You can't
- 1:22Speaker 1: sit there and tell us that it's not bad for kids.
- 1:24Speaker 1: I mean, look at them.
- 1:27Speaker 2: So we know. And I must say that concerns about
- 1:30Speaker 2: young people online are real and we need to find
- 1:35Speaker 2: real solutions for them. So this is a complex issue,
- 1:38Speaker 2: and what I'm saying is that it was not dealt
- 1:41Speaker 2: with the seriousness that parents and young people deserve. And
- 1:45Speaker 2: now issue here is this that with this approach, what
- 1:48Speaker 2: will happen is that all New Zealanders will be required
- 1:51Speaker 2: to upload their IDs digitally. And this is not just
- 1:54Speaker 2: about the physical part of it. So if you consider
- 1:57Speaker 2: the scale of data these platforms would come out. So
- 2:00Speaker 2: this is your identity, your online behavior, your networks, your
- 2:05Speaker 2: past and current behaviors online. So in my view, this
- 2:08Speaker 2: isn't just information. It's actually powerful.
- 2:10Speaker 1: It's fairy. That is fair. But you can choose, Like
- 2:13Speaker 1: we live in a free society, you do not have
- 2:15Speaker 1: to sign up to a social media platform. You can
- 2:18Speaker 1: choose not to if I go buy alcohol, then I
- 2:22Speaker 1: need to show my ID.
- 2:24Speaker 2: But you don't leave your ID with them here. You
- 2:26Speaker 2: will be required to upload your ID to these platforms,
- 2:30Speaker 2: and that is where we have concerns. We don't want
- 2:32Speaker 2: to see new.
- 2:33Speaker 1: Zealanders, so don't.
- 2:34Speaker 2: You compromise for their polity, But so don't use. What
- 2:37Speaker 2: I wanted the selectimitty to do was oral work to
- 2:40Speaker 2: see how we could mitigate this. But that didn't happen
- 2:42Speaker 2: because we didn't get the advice on this intervention from
- 2:45Speaker 2: the advisors, and the Selectivity then went ahead and made
- 2:48Speaker 2: this as a recommendation one of the recommodity Right, all right.
- 2:51Speaker 1: But let's be honest. If you force under sixteen year
- 2:54Speaker 1: olds to prove their age, that doesn't mean that everyone
- 2:57Speaker 1: over sixteen has to give an ID.
- 2:58Speaker 2: Does it. So that will be the case because when
- 3:03Speaker 2: it is going to be based on age, age verification
- 3:06Speaker 2: will be required. So in many many cases it may
- 3:11Speaker 2: not be possible for even if it's biometrics or some
- 3:14Speaker 2: other ways used to just look at the image and
- 3:17Speaker 2: say the person is sixteen, aren't doing that. So the
- 3:24Speaker 2: issue here is this that we had the opportunity to
- 3:26Speaker 2: learn from them and YouTube also wrote to the Select
- 3:29Speaker 2: Comittee this is when we were doing the second report
- 3:32Speaker 2: to share their experiences, but Selectimitty turned down that request
- 3:36Speaker 2: as well.
- 3:37Speaker 1: Okay, all right, Palm Jack, appreciate your time this morning.
- 3:39Speaker 1: Acting P. Palm Jack Palmer not happy with the inquiry.
