Transcript
- 0:00Speaker 1: So the government is announcing this major shakeup of the
- 0:02Speaker 1: Resource Management Actor at one o'clock today. Will bring you
- 0:06Speaker 1: everything as it happens. Regional councils have already been slashed,
- 0:09Speaker 1: but now the government's eyeing up a forty to fifty
- 0:11Speaker 1: percent cut in the number of consents required. Zoning is
- 0:14Speaker 1: getting a clean up too, trimming down from the one
- 0:18Speaker 1: and seventy five zones we've got at the moment. And
- 0:20Speaker 1: apparently there's some new agency that will over environmental concerns.
- 0:23Speaker 1: So I'm joined now by Federated Farmer's ROMA Reform spokesperson
- 0:27Speaker 1: Mark Hooper, who joins with kill Mark, Good morning, this
- 0:31Speaker 1: is what you've been wanting for years.
- 0:33Speaker 2: Yeah, well, that's right. We have been campaigning around this
- 0:36Speaker 2: for a long time.
- 0:38Speaker 1: And with your campaigning, have you been coming up with
- 0:41Speaker 1: the ideas and you've been helping the government, you know,
- 0:43Speaker 1: in their time in opposition. Because I heard the EMA
- 0:46Speaker 1: guy yesterday he's been working on reform and reform ideas
- 0:49Speaker 1: and presenting it to politicians for eight years. Have you, guys,
- 0:53Speaker 1: fed Farmer has been doing the same.
- 0:55Speaker 2: Yeah, yeah, I think ours goes back for a good
- 0:58Speaker 2: twenty odd years in some form or another. But certainly,
- 1:02Speaker 2: you know, since the term of the previous government, you know,
- 1:04Speaker 2: we've been pretty pretty proactive around this and particularly focusing
- 1:08Speaker 2: I guess, a really really quite simple message that the
- 1:12Speaker 2: current system is broken, that it's too expensive, it's too
- 1:18Speaker 2: time consuming, and it's too unpredictable. So really we're looking
- 1:22Speaker 2: for a good outcome, which is fast, the cheaper better.
- 1:26Speaker 1: I said a bit earlier in the program, though, the
- 1:28Speaker 1: reason the garram A balloon to become this cancerous growth
- 1:30Speaker 1: around our economy is because too many people actually did
- 1:33Speaker 1: some stuff and actually ruined the environment. Will there be
- 1:36Speaker 1: environmental safeguards you reckon from what you know.
- 1:40Speaker 2: Yeah, absolutely there will be. I mean, one of the
- 1:43Speaker 2: reasons you mentioned there in the intro cutting consents by
- 1:48Speaker 2: you know, up to fifty percent. So that's around the
- 1:51Speaker 2: basis of having a good set of national standards for
- 1:54Speaker 2: common activities things like farming, vegetable growing, various thing that
- 2:00Speaker 2: we need just to kind of run. If you have
- 2:02Speaker 2: good national standards around there, you've still got environmental conditions
- 2:06Speaker 2: in place, and as long as those conditions have been met,
- 2:08Speaker 2: then that becomes a permitted activity and cuts down the
- 2:11Speaker 2: number of consents.
- 2:11Speaker 1: So mistery Craig. This year Christopher Luckx at the Prime Minister,
- 2:16Speaker 1: reckoned that this would cut the costs of consents required
- 2:19Speaker 1: by farmers by forty six percent. Now what is that
- 2:23Speaker 1: going to do to the farmer's bottom line and what
- 2:25Speaker 1: is that going to do in terms of what they
- 2:26Speaker 1: can do going forward to make their operations better.
- 2:31Speaker 2: Yeah, well, I think this is the big thing, is
- 2:34Speaker 2: that really we've got to get back to a position
- 2:37Speaker 2: where we can have a growth economy and we've got
- 2:41Speaker 2: to look at what are the things that are holding
- 2:42Speaker 2: us back, and it's this ability to get on and
- 2:45Speaker 2: do things. It's all the additional cost associated with what
- 2:50Speaker 2: would otherwise be a standard farming activity. So it's having
- 2:53Speaker 2: to get all of the expert planners, the consultants, the
- 2:59Speaker 2: extra e wee constation at a consent level, all this
- 3:02Speaker 2: sort of thing. It all takes time, slow things down,
- 3:04Speaker 2: adds a huge amount of bureaucratic costs. So it's going
- 3:07Speaker 2: to help enormously.
- 3:09Speaker 1: Well, Mark, we wait for one o'clock and I thank
- 3:11Speaker 1: you so much for your time today. For more from
