A 13-year-old boy, Alexander Balandin, was fatally struck by a fleeing SUV while biking across a highway in Farmington, Minnesota. Police are urgently seeking witnesses or dashcam footage of a small black SUV — possibly with front-end or passenger-side damage and missing its passenger mirror — that hit him and sped away. The Minnesota State Patrol is assisting in the investigation.
