- 0:00Welcome to the Hoover Daily Report, Ideas Advancing Freedom. It's Thursday,
- 0:04March 5th, 2026.
- 0:06Today,
- 0:07Condoleesa Rice offers her view on what the immediate US priority should be in
- 0:10its war with Iran.
- 0:12A new study by Hoover Scholars finds the proposed California billionaire tax
- 0:15will likely leave the state worse off financially in the long run.
- 0:20And Mickey D.
- 0:21Levy says concerns in the credit markets about a rising risk of major defaults
- 0:25are not substantiated by fact.
- 0:27Condeliza Rice calls on Trump administration to finish Iran's military.
- 0:32Hoover Institution Director Condoleza Rice joins special report with Brett Bear
- 0:36on Fox News on March 4th to discuss the aims of the US-Israeli war with Iran,
- 0:41reminding viewers that Iran has threatened US troops and interests in the region
- 0:46frequently since the 1979 revolution.
- 0:49I think the goal of the administration is to render Iran incapable of using its
- 0:54military forces outside of its borders or threatening its neighbors, our allies,
- 0:59or threatening our bases abroad because we are seeing what they are capable of
- 1:04doing, Rice said.
- 1:05She added that it was a strategic blunder on Iran's part to fire missiles and
- 1:10drones at the Gulf Cooperation Council states around the Persian Gulf.
- 1:14Bear and Rice also discussed the possibility of helping armed Kurdish minority
- 1:19groups fight Iranian security forces inside the country.
- 1:23California's proposed billionaire tax will cost the state an estimated $25
- 1:26billion Hoover study fines.
- 1:29California's proposed one-time wealth tax on billionaires would leave the state
- 1:32worse off by an estimated $25 billion once lost income tax revenue is
- 1:36considered, according to new research by Hoover Institution scholars.
- 1:41The study by senior fellow Joshua D. Rao, research fellow Benjamin Jaros,
- 1:47research associate Gregory Kearney,
- 1:49and research analyst John Doran and Matthews Caso finds that the one-time levy
- 1:54would collect approximately $40 billion in wealth tax revenue,
- 1:57less than half of the roughly $100 billion projected by proponents.
- 2:02This is because many billionaires have already departed California even before
- 2:05the initiative has qualified for the ballot. Furthermore,
- 2:08because the departures by billionaires eliminate their future state income tax
- 2:11contributions,
- 2:12the researchers estimate that the measure would produce a negative net present
- 2:16value under most scenarios.
- 2:19Forecast for credit conditions mostly sunny.
- 2:22At least one prominent executive has expressed concern that banks are doing some
- 2:26dumb things that echo the fateful run up to the great financial crisis,
- 2:302008 to nine. In defining ideas, visiting fellow Mickey D.
- 2:34Levy takes a close look at financial data and concludes to the contrary
- 2:39that credit conditions are not worrisome.
- 2:42Consumer and business debt are in fairly good shape.
- 2:45Commercial banks well capitalized, he writes,
- 2:47"And banking practices are far different from what they were 20 years ago.
- 2:51In particular,
- 2:52the mortgage debt bubble that began to pop in 2006 relied on a dysfunctional
- 2:57degree of connectedness and contagion," he reminds readers.
- 3:01"There are concerns about the vulnerability of today's private lending,
- 3:04"he says," and these may call for caution.
- 3:06But as for the debt being used to build AI infrastructure,
- 3:09Levy does not think any failures among the innovators will be pervasive or
- 3:14unhinged society and commercial banking.
- 3:18"Capturing the administrative state word by word.
- 3:21A new essay at Freedom Frequency argues that the vast amounts of regulation
- 3:24produced in the United States make it extraordinarily difficult to know which
- 3:28regulations work, which don't, and whom various rules affect. In this piece,
- 3:33research fellow Patrick McLaughlin explains a high tech tool he has developed
- 3:36that treats these oceans of regulation as data,
- 3:39making the information searchable and measurable. Once regulation is analyzed,
- 3:43he writes," Policy makers have the ability to see whether it's being
- 3:48applied inefficiently or unfairly and to better understand its real world
- 3:52impact.
- 3:53" McLaughlin emphasizes that this data set goes beyond what any team could read,
- 3:57summarize, or cross reference,
- 4:00and this makes it a powerful new tool for reform. When regulation is measurable,
- 4:05reforms can be audited, he writes. Targets can be set.
- 4:09Trade-offs can be debated in the open.
- 4:12Hoover acquires the papers of Shuja Nawaz,
- 4:15distinguished journalist and advisor on South Asian and Middle Eastern affairs.
- 4:19The Hoover Institution Library and Archives has acquired the papers of Shuja
- 4:24Nawaz, an advisor to civil and military leaders and legislators in South Asia,
- 4:29the United States and Europe,
- 4:30who has held roles at the International Monetary Fund,
- 4:34the International Atomic Energy Agency, and the World Health Organization.
- 4:39The collection includes rare Pakistan army documents,
- 4:42correspondence between Middle Eastern and Pakistani leaders during the Cold War,
- 4:47original research on US Pakistan relations,
- 4:50restricted materials on the Kashmir and 1971 Indo-Pakistani wars
- 4:55and Nawaz's investigation into the suspicious death of Pakistan's army chief in
- 5:001993.

- 5:0940 in March 2024 to follow up on the findings of the original landmark federal
- 5:14report, a nation at risk on the state of K to 12 education.

- 5:22schooling in America and what lessons education administrators and policymakers
- 5:26should learn from those efforts.
