- 0:00Speaker 1: Some subjects will just make you furious. Don't worry.
- 0:04Speaker 2: We're here to make it all better.
- 0:06Speaker 1: There you go, Yes, it's okay.
- 0:09Speaker 2: Yes, this is the Morning Show with Preston Scott.
- 0:22Speaker 1: Thirty five past the hour. It is good to be
- 0:25Speaker 1: with you this morning, Monday, October twenty eighth. We're about
- 0:27Speaker 1: to polish off the month of October and boldly move
- 0:30Speaker 1: to election day. And there are a lot of things
- 0:34Speaker 1: besides candidates on this ballot that will have remarkable impact
- 0:39Speaker 1: on your life, and one of the most notably is
- 0:43Speaker 1: Amendment three. Join me on the program is Colonel Gary
- 0:48Speaker 1: Howes with Florida Highway Patrol. Colonel, how in the world
- 0:50Speaker 1: are you?
- 0:51Speaker 3: Hey, Preston, good morning. I'm excited to talk to you.
- 0:54Speaker 3: And by the way, thank you so much for infeasas
- 0:56Speaker 3: some positivity and common sense in the mornings. It's appreciate it.
- 1:00Speaker 1: Try. But I got to tell you now. You called
- 1:03Speaker 1: in early, and it's a little awkward for me to
- 1:05Speaker 1: say to the kernel of FHP, tap the brakes, sir,
- 1:08Speaker 1: tap the brakes slow.
- 1:10Speaker 3: We're checking to see.
- 1:14Speaker 1: In all seriousness, Amendment three. I have explained what I
- 1:19Speaker 1: think are the fears of it. Give me the before.
- 1:22Speaker 1: What you're dealing with now on the highways, when FHP
- 1:26Speaker 1: responds to fatalities on the roads and so forth, What
- 1:30Speaker 1: are the numbers involving marijuana in drivers.
- 1:34Speaker 3: Well, let me tell you we you know, unfortunately, I
- 1:37Speaker 3: have to report we kill about nine people a day
- 1:40Speaker 3: on Florida roadways and a third of that is due
- 1:43Speaker 3: to impair driving. What we're seeing through recent years is
- 1:48Speaker 3: an increase, and we call poly impairments. I know you've
- 1:51Speaker 3: talked about it on your show before, where somebody will
- 1:54Speaker 3: have multiple influencers in their system. And I'll tell you
- 1:58Speaker 3: the thing about marijuana is it is a It's a
- 2:00Speaker 3: magnifier drug. The neurotoxins in marijuana will respond to other
- 2:05Speaker 3: things in your system and really accelerate those impairments. And
- 2:09Speaker 3: at the end of the day, marijuana it does everything
- 2:14Speaker 3: that we don't want to do driving. It slows your
- 2:17Speaker 3: reaction time, It reduces your hand eye coordination, your depth perception,
- 2:23Speaker 3: just your basic cognitive cognitive skills that you need to
- 2:27Speaker 3: drive a vehicle safely is impacted by the use of
- 2:30Speaker 3: marijuana a lot like alcohol, but again with marijuana, it's
- 2:34Speaker 3: a magnifier of whatever else you could be using or
- 2:38Speaker 3: just by itself. And you know, I know you've heard
- 2:42Speaker 3: it talk. I heard it said before that you know,
- 2:44Speaker 3: the marijuana of today is not the same of the
- 2:47Speaker 3: eighties and nineties and seventies. It's it's a lot more toxic,
- 2:50Speaker 3: a lot more potent, a lot higher THHC levels, a
- 2:54Speaker 3: lot to talk about edibles. The edibles have very high
- 2:56Speaker 3: THHD content. And it's just scary what's on what's what's
- 3:01Speaker 3: on our roads? You know, I'll say for years people ask,
- 3:06Speaker 3: you know, what's the harm of somebody smoking marijuana in
- 3:10Speaker 3: the privacy, privacy of their own home, And you know,
- 3:14Speaker 3: really there's there could be a lot of harm with
- 3:16Speaker 3: it actually, and because it's beyond that there, you know,
- 3:21Speaker 3: there could be a lot more that's going on our roadways.
- 3:25Speaker 3: And then dat is in from other states. It's not
- 3:26Speaker 3: an uneducated choice, right, that is in from the other states.
- 3:29Speaker 3: And what they're seeing in states like Colorado, really there's
- 3:33Speaker 3: like twenty something states now they have recreational use marijuana,
- 3:37Speaker 3: and what they're seeing is higher emergency room visits due
- 3:40Speaker 3: to impairments of marijuana. They're seeing fatality rates and crash
- 3:44Speaker 3: rates accelerating, getting getting much higher. They're seeing just the
- 3:49Speaker 3: emergency room visits in general for overdoses related to marijuana. Again,
- 3:54Speaker 3: because you have your poly impairments increasing, your poison hotline
- 3:58Speaker 3: calls are up on the on the flip side of that,
- 4:01Speaker 3: outside of driving, even your property and your person's crimes
- 4:04Speaker 3: are up in those areas. And one thing that's different
- 4:07Speaker 3: in Florida than a lot of those other states is
- 4:09Speaker 3: their statutory You know, they went through their legislature and
- 4:12Speaker 3: the people, but people's representatives voted where in Florida, you know,
- 4:16Speaker 3: a constitutional member, this is going to be a constitutional right,
- 4:19Speaker 3: and law enforcement is not going to be able to
- 4:22Speaker 3: respond and assist you like you're used to, like if
- 4:24Speaker 3: somebody is violent violating a law. You know, this will
- 4:27Speaker 3: be someone's right if this passes. It's a right for
- 4:29Speaker 3: someone to be smoking marijuana in public. And and I'll
- 4:33Speaker 3: tell you not only dangers in our road aways, but
- 4:36Speaker 3: the impacts of secondhand smoke on our kids, and and
- 4:41Speaker 3: and being subject to the stench of you and your
- 4:43Speaker 3: family trying to enjoy something in a public venue. You know,
- 4:48Speaker 3: law enforcements is not going to be intervened because someone's
- 4:50Speaker 3: smoking marijuana.
- 4:51Speaker 1: You're a guy, do what you're talking about? It's the
- 4:53Speaker 1: Morning Show with Preston Scott, Colonel Mary, How's with FHP,
- 5:01Speaker 1: Colonel I can't even imagine the nightmare that will be
- 5:06Speaker 1: faced by troopers across the state dealing with this if
- 5:10Speaker 1: it passes. Have have you even begun to consider what
- 5:14Speaker 1: that looks like the enforcement of just something as simple
- 5:17Speaker 1: as the driving that we're going to see increase where
- 5:21Speaker 1: people are using it.
- 5:23Speaker 3: Yes, we're you know, your Highway Patrol is your very
- 5:26Speaker 3: forward thinking and we do look down the road. But
- 5:28Speaker 3: there's definitely some impacts beyond just the immediate driving. But
- 5:34Speaker 3: you know, as you said, just preparing for that. You
- 5:36Speaker 3: know right now, Florida's DUI laws are very alcohol driven.
- 5:41Speaker 3: You know, for the most part, you have your your
- 5:43Speaker 3: point eight is your prima facia for someone being impaired
- 5:46Speaker 3: where their normal faculties are impaired while they're driving. Where
- 5:49Speaker 3: with marijuana, those standards are not said, and they're fairly
- 5:54Speaker 3: controversial from state to state that has a recreational marijuana use,
- 5:58Speaker 3: whether it be you know, three or five nanagrams in
- 6:01Speaker 3: your blood. But but at any rate, and you know,
- 6:03Speaker 3: Florida is a very alcohol b A c driven UH
- 6:06Speaker 3: statute as far as d U I, which was which
- 6:10Speaker 3: is going to cause your law enforcement to very much
- 6:14Speaker 3: have to depend on roadside sobriety exercises to establish a
- 6:18Speaker 3: baseline from somebody in a short period of time and
- 6:21Speaker 3: then and then judge that impairment, and and and and
- 6:25Speaker 3: are be able to articulate that. It's going to be
- 6:27Speaker 3: very difficult to afforce, right you know, right now, you know,
- 6:32Speaker 3: we have people out on the roads, they have marijuana,
- 6:34Speaker 3: do the medical marijuana the people of medical marijuana cards,
- 6:36Speaker 3: and and that's you know, we've we've navigated that pretty well.
- 6:40Speaker 3: But if Amendment three passes, this is a whole different ballgame.
- 6:44Speaker 3: It's going to accelerate, uh, the the use is going
- 6:48Speaker 3: to accelerate, the just the availability to just everyday folks.
- 6:55Speaker 3: And it's going to be it's going to be a
- 6:57Speaker 3: challenge for law enforcement statewide, UH to to you know,
- 7:01Speaker 3: to be able to articulate in a court of law
- 7:05Speaker 3: someone's impairment. We have tools, you know, for us, you know,
- 7:08Speaker 3: like I said, you know we have in car videos
- 7:10Speaker 3: and you know, at the end of the day, you
- 7:12Speaker 3: really have to establish an ampairment why someone's normal faculties
- 7:16Speaker 3: are impaired, which is kind of the foundation of all
- 7:18Speaker 3: our dui laws. But it's not going to be because
- 7:21Speaker 3: they go in and take a breathalyzer to us how
- 7:23Speaker 3: traditionally it's done.
- 7:24Speaker 1: Now well and not just you know, I mean, you're
- 7:28Speaker 1: you're also going to be increasing the addiction. And I've
- 7:33Speaker 1: talked at nauseum about it. It is a gateway drug.
- 7:36Speaker 1: It will lead to more addiction. It's going to then
- 7:38Speaker 1: impact our prison system. We talked to Correction Secretary Ricky
- 7:42Speaker 1: Dixon last week about it, the consequences of the passage,
- 7:47Speaker 1: and speak to this colonel if you can. There are
- 7:50Speaker 1: some that say, well, legalizing it rids us of the
- 7:53Speaker 1: black market. Everything I've read in every other state says
- 7:57Speaker 1: it enhances the black market.
- 8:00Speaker 3: So you're one hundred percent correct. That is a definitely
- 8:03Speaker 3: a myth, or I like to I'll just call it
- 8:05Speaker 3: a lie, but it's but it's a myth. You know.
- 8:08Speaker 3: What happens is we're going to a tax that first
- 8:11Speaker 3: of all, we're talking just a you know, a handful
- 8:15Speaker 3: of megaweed companies that's controlling this amendment to get it
- 8:19Speaker 3: on the ballot number one. So it's really a constitutionally
- 8:23Speaker 3: sanctioned marijuana cartel in Florida is really what the Amendment's about.
- 8:27Speaker 3: And so when, yeah, absolutely when you know when, when
- 8:34Speaker 3: when when someone is driving and they have when they
- 8:41Speaker 3: have marijuana in their system. Like I said before, it's
- 8:45Speaker 3: a it is a just accepted fact. You're going to
- 8:48Speaker 3: have cognitive skills delayed. You're going to be your hand
- 8:52Speaker 3: eye coord nation is going to suffer, your depth procession
- 8:55Speaker 3: is going to suffer. It's not going to be a
- 8:58Speaker 3: good scenario for you to be operating on the road.
- 9:00Speaker 3: And as you're doing that, to your point, this is
- 9:04Speaker 3: a gateway drug. Every piece of data that we see
- 9:08Speaker 3: from across the country, especially these states that have gone
- 9:11Speaker 3: this direction down this roadway and regretted one hundred percent
- 9:14Speaker 3: of them, regretted every single one of them, will tell
- 9:16Speaker 3: you drug addiction on all types of drugs beyond marijuana
- 9:24Speaker 3: has gone up as a result of the marijuana being available.
- 9:27Speaker 3: Definitely a gateway drug.
- 9:29Speaker 1: Colonel, my thanks to you and all the men and
- 9:31Speaker 1: women serving our state. It's a dangerous job and I
- 9:34Speaker 1: appreciate what you all do. Thank you so much, and
- 9:37Speaker 1: we're here for you anytime.
- 9:39Speaker 3: Greston, thank you for what you do. God bless you.
- 9:41Speaker 1: Thank you. Sir. Colonel Gary Howes, Florida Highway Patrol with
- 9:45Speaker 1: me this morning and again, see here's what happens. Because
- 9:49Speaker 1: this is a monopoly that's being established in the state constitution.
- 9:53Speaker 1: The black market operators out there think you think you
- 9:57Speaker 1: can grow at home. Oh no, no, no, no. So the
- 9:59Speaker 1: black market operators are going to grow their own weed.
- 10:02Speaker 1: It will not be regulated in any way, shape or form,
- 10:05Speaker 1: and they will then undercut the price that you're buying
- 10:08Speaker 1: at wherever the black market's going to thrive. Trust me.
- 10:14Speaker 1: If you don't believe me, then believe what's happening in
- 10:18Speaker 1: all the other states. Forty seven past the hour
